【摘要】：我國文化體制改革在文化市場(chǎng)和文化產(chǎn)業(yè)領(lǐng)域業(yè)已進(jìn)入產(chǎn)權(quán)制度改革的"深水區(qū)"。理順文化管理部門與其所屬文化企事業(yè)單位關(guān)系的關(guān)鍵,在于加快推進(jìn)文化企業(yè)管理由主管主辦制度向出資人制度過渡,建立以文化產(chǎn)權(quán)制度為核心的新型文化企業(yè)管理體系。國有文化企業(yè)原有的主管主辦制度是根植于建國初確立的文化事業(yè)體系,在市場(chǎng)經(jīng)濟(jì)體制下存在明顯的功能性缺陷;出資人制度則源于我國現(xiàn)代文化市場(chǎng)體系的發(fā)展對(duì)于宏觀管理體制改革的要求,它建立在現(xiàn)代企業(yè)管理結(jié)構(gòu)中產(chǎn)權(quán)制度的基礎(chǔ)之上。目前,應(yīng)在認(rèn)識(shí)和尊重文化企業(yè)特殊性的基礎(chǔ)上,通過界定政府作為出資人與國有文化企業(yè)之間的關(guān)系,從而明確國有文化企業(yè)的產(chǎn)權(quán),加快推進(jìn)國有文化企業(yè)管理體制的改革轉(zhuǎn)型。
[Abstract]:China's cultural system reform has entered the "deep water area" in the field of cultural market and cultural industry. The key to straightening out the relationship between cultural management departments and their cultural enterprises and institutions lies in speeding up the transition of cultural enterprise management from the host system to the investor system, and establishing a new type of cultural enterprise management system with the cultural property right system as the core. The original management system of state-owned cultural enterprises is rooted in the cultural institution system established at the beginning of the founding of the people's Republic of China, and there are obvious functional defects in the market economy system. The investor system, which is based on the property right system in the modern enterprise management structure, originates from the development of the modern cultural market system in our country and requires the reform of the macro management system. At present, on the basis of recognizing and respecting the particularity of cultural enterprises, the property rights of state-owned cultural enterprises should be defined by defining the relationship between the government as an investor and the state-owned cultural enterprises. We will accelerate the reform and transformation of the management system of state-owned cultural enterprises.
