【摘要】：在主旋律為和平與發(fā)展的當(dāng)今世界，文化產(chǎn)業(yè)安全，在某層面對(duì)一國的重要性超過了經(jīng)濟(jì)與軍事安全。自文化產(chǎn)業(yè)概念確定以來，得到了飛速發(fā)展，在2009年我國GDP增速比2008下降近10%時(shí)，文化產(chǎn)業(yè)逆勢(shì)上揚(yáng)，強(qiáng)勁的經(jīng)濟(jì)拉動(dòng)力得到凸顯。然而我國文化產(chǎn)業(yè)的GDP比重低，文化體制舊、產(chǎn)業(yè)分散、規(guī)模小，從業(yè)人員素質(zhì)不高，有效需求不足，資金投入少等問題仍然存在并影響著文化產(chǎn)業(yè)在國際競(jìng)爭(zhēng)中的地位，威脅到文化產(chǎn)業(yè)的安全。經(jīng)分析判斷文化產(chǎn)業(yè)安全的威脅不是來自外資、跨國企業(yè)等外部因素，，而是源于內(nèi)部要素的不成熟。 本文基于現(xiàn)有的產(chǎn)業(yè)安全評(píng)價(jià)體系，根據(jù)文化產(chǎn)業(yè)特點(diǎn)，結(jié)合專家評(píng)審對(duì)指標(biāo)的賦權(quán)，得出同樣偏重于文化產(chǎn)業(yè)內(nèi)部因素的安全測(cè)度評(píng)價(jià)體系。結(jié)合數(shù)據(jù)對(duì)我國文化產(chǎn)業(yè)安全現(xiàn)狀進(jìn)行測(cè)度評(píng)價(jià)，得出結(jié)論為我國文化產(chǎn)業(yè)目前所處的狀態(tài)為基本安全。在此基礎(chǔ)上，又結(jié)合了我國文化產(chǎn)業(yè)發(fā)展較好的17個(gè)省的數(shù)據(jù)與相關(guān)指標(biāo)，建立了面板VAR模型并進(jìn)行脈沖響應(yīng)與方差分析動(dòng)態(tài)分析，得出結(jié)果發(fā)現(xiàn)文化加值的增加、文化產(chǎn)業(yè)的資本投入、人均文化消費(fèi)、人均文化產(chǎn)出以及文化產(chǎn)業(yè)的專業(yè)技術(shù)人員的增加對(duì)文化產(chǎn)業(yè)安全有推動(dòng)作用，其中作用最大的為文化產(chǎn)業(yè)的資本投入。根據(jù)研究成果進(jìn)而對(duì)政府、企業(yè)與行業(yè)協(xié)會(huì)三個(gè)主體提出相關(guān)的政策建議以提高我國文化產(chǎn)業(yè)安全。
[Abstract]:In today's world, where peace and development are the main theme, the security of cultural industry is more important to a country than economic and military security at a certain level. Since the concept of cultural industry was established, it has been developed rapidly. In 2009, when the growth rate of China's GDP was nearly 10% lower than that of 2008, the cultural industry rose against the trend, and the strong economic pull power was highlighted. However, there are still some problems in China's cultural industry, such as low proportion of GDP, old cultural system, scattered industry, small scale, low quality of employees, insufficient effective demand, low investment of funds, and so on, which still affect the status of cultural industry in international competition. It threatens the safety of cultural industry. The analysis shows that the threat to the security of cultural industry does not come from external factors, such as foreign capital and multinational enterprises, but from the immaturity of internal factors. Based on the existing industrial safety evaluation system, according to the characteristics of the cultural industry, combined with the expert evaluation of the weight of the indicators, this paper draws a safety evaluation system which also emphasizes the internal factors of the cultural industry. Based on the data, this paper evaluates the present situation of China's cultural industry, and draws the conclusion that the present situation of Chinese cultural industry is basic safety. On this basis, combined with the data and related indexes of 17 provinces with good cultural industry development, the panel VAR model is established and the dynamic analysis of impulse response and variance is carried out. The results show that the increase of cultural value is found. The capital input, the per capita cultural consumption, the per capita cultural output and the increase of the professional and technical personnel of the cultural industry can promote the safety of the cultural industry, the most important of which is the capital input of the cultural industry. According to the research results, the author puts forward some relevant policy suggestions to the government, enterprises and trade associations to improve the safety of cultural industry in China.
