北京市文化創(chuàng)意企業(yè)總部集聚的區(qū)位選擇影響因素及對(duì)策研究

【摘要】:近年來(lái),北京市文化創(chuàng)意產(chǎn)業(yè)發(fā)展迅猛,文化創(chuàng)意產(chǎn)業(yè)集聚化發(fā)展態(tài)勢(shì)日益凸顯,文化創(chuàng)意企業(yè)總部規(guī)模不斷壯大。文化創(chuàng)意企業(yè)總部處于文化創(chuàng)意產(chǎn)業(yè)鏈的最高端,創(chuàng)造的附加價(jià)值高,經(jīng)濟(jì)帶動(dòng)性大,給所在城市帶來(lái)大量的資金、管理經(jīng)驗(yàn)和工作崗位。由于文化創(chuàng)意企業(yè)總部能夠更好的開(kāi)發(fā)和利用文化資源,促使所在城市更多的參與全球文化生產(chǎn)與傳播,提升所在城市文化的影響力、控制力和輻射力。因此北京要實(shí)現(xiàn)中國(guó)特色社會(huì)主義先進(jìn)文化之都及世界影響力的文化中心城市的目標(biāo),發(fā)展文化創(chuàng)意企業(yè)總部成為北京市的必然選擇。2013年在北京“兩會(huì)”期間,北京市文化局副局長(zhǎng)呂先富表示,發(fā)展文化總部經(jīng)濟(jì)將成為北京市2013年的工作目標(biāo)之一。 本文在充分梳理已有研究的基礎(chǔ)上,以文化創(chuàng)意產(chǎn)業(yè)理論為前提,依靠相關(guān)的總部經(jīng)濟(jì)理論、產(chǎn)業(yè)集聚理論、企業(yè)總部區(qū)位選擇理論等基礎(chǔ)理論,總結(jié)出文化創(chuàng)意企業(yè)總部的區(qū)位選擇的影響因素。在理論分析的基礎(chǔ)上,選取國(guó)際大都市倫敦、紐約、東京作為案例,對(duì)其文化創(chuàng)意企業(yè)總部的區(qū)位因素進(jìn)行分析。通過(guò)統(tǒng)計(jì)調(diào)查與文獻(xiàn)研究,對(duì)北京文化創(chuàng)意企業(yè)總部發(fā)展現(xiàn)狀進(jìn)行分析。繼而對(duì)北京發(fā)展文化創(chuàng)意企業(yè)總部的區(qū)位因素進(jìn)行系統(tǒng)全面的分析。筆者認(rèn)為北京市具備發(fā)展文化創(chuàng)意企業(yè)總部的區(qū)位選擇的影響因素,并且在區(qū)位條件及基礎(chǔ)設(shè)施、智力資源及創(chuàng)新資源、政策環(huán)境及政府服務(wù)等方面具有優(yōu)勢(shì)。當(dāng)然還存在一些問(wèn)題需要解決,主要有高級(jí)人才問(wèn)題、政策支持問(wèn)題、文化設(shè)施問(wèn)題等,為此提出了培養(yǎng)高級(jí)創(chuàng)新人才、完善政府服務(wù)體系、制定專(zhuān)項(xiàng)政策、合理規(guī)劃總部集聚區(qū)、打造特色產(chǎn)業(yè)集群等對(duì)策。 目前,文化創(chuàng)意企業(yè)總部已經(jīng)引起了地方政府和學(xué)術(shù)界的重視,也有學(xué)者作為一些研究,學(xué)者主要從文化創(chuàng)意企業(yè)總部的集聚效應(yīng)或者戰(zhàn)略意義等方面進(jìn)行研究,卻鮮有從影響文化創(chuàng)意企業(yè)總部區(qū)位選擇的影響因素的角度進(jìn)行研究。本文的創(chuàng)新之處在于較為系統(tǒng)的找出了影響文化創(chuàng)意企業(yè)總部區(qū)位選擇的主要因素,通過(guò)實(shí)證研究和定性研究,對(duì)北京市文化創(chuàng)意企業(yè)總部集聚區(qū)位選擇的影響因素進(jìn)行系統(tǒng)分析,并提出了相應(yīng)對(duì)策。
[Abstract]:In recent years, the cultural and creative industry in Beijing has developed rapidly, the situation of cultural and creative industry agglomeration has become increasingly prominent, and the scale of the cultural and creative enterprise headquarters has been growing. The headquarter of cultural and creative enterprises is at the top end of the cultural and creative industry chain, which creates high added value and brings a lot of capital, management experience and jobs to the city. As the cultural and creative enterprise headquarters can better develop and utilize cultural resources, promote the city to participate in the global cultural production and dissemination, enhance the cultural influence, control and radiation power of the city. Therefore, in order to realize the goal of the advanced cultural capital of socialism with Chinese characteristics and the cultural center city with world influence, it is an inevitable choice for Beijing to develop its cultural and creative enterprise headquarters. In 2013, during the "two sessions" in Beijing, Lu Xianfu, deputy director of the Beijing Municipal Bureau of Culture, said the development of the cultural headquarters economy would be one of Beijing's goals in 2013. On the basis of fully combing the existing research, this paper based on the cultural and creative industry theory as the premise, relying on the relevant headquarters economic theory, industrial agglomeration theory, corporate headquarters location selection theory and other basic theories. Summarizes the cultural and creative enterprises headquarters location selection factors. On the basis of theoretical analysis, this paper chooses London, New York and Tokyo as examples to analyze the location factors of its cultural and creative enterprise headquarters. Through statistical investigation and literature research, this paper analyzes the present situation of the development of Beijing Cultural and Creative Enterprise headquarters. Then the location factors of Beijing's cultural and creative enterprise headquarters are systematically and comprehensively analyzed. The author thinks that Beijing has the influence factors of location choice for the development of cultural and creative enterprises headquarters, and has advantages in location conditions and infrastructure, intellectual resources and innovation resources, policy environment and government services. Of course, there are still some problems to be solved, such as the problems of senior talents, policy support, cultural facilities and so on. For this reason, it is proposed to train senior innovative talents, perfect the government service system, and formulate special policies. Reasonable planning headquarters agglomeration area, creating characteristic industrial cluster and other countermeasures. At present, the headquarters of cultural and creative enterprises has attracted the attention of local governments and academia. Some scholars, as some researches, mainly focus on the agglomeration effect or strategic significance of the headquarters of cultural and creative enterprises. However, few studies are carried out from the perspective of influencing factors of location selection of cultural and creative enterprises headquarters. The innovation of this paper is to find out the main factors that influence the location choice of cultural and creative enterprises' headquarters, through empirical research and qualitative research. This paper makes a systematic analysis of the factors affecting the location selection of the headquarters of Beijing cultural and creative enterprises, and puts forward the corresponding countermeasures.
