【摘要】：我國是一個文化資源豐富的國家,但文化產(chǎn)業(yè)發(fā)展的時間卻較短,整個產(chǎn)業(yè)的發(fā)展水平還處于起步階段,與其他文化產(chǎn)業(yè)發(fā)達(dá)的西方國家相比,產(chǎn)品的競爭力不強(qiáng)。因此,隨著我國加入WTO以及全球化的深化,我國文化市場開放度不斷擴(kuò)大,我國文化產(chǎn)業(yè)受到了各種外來因素的沖擊,文化產(chǎn)業(yè)安全面臨嚴(yán)重的威脅。建立文化產(chǎn)業(yè)安全預(yù)警機(jī)制,維護(hù)文化產(chǎn)業(yè)安全的要求變得越來越迫切。 本文首先分析歸納了文化產(chǎn)業(yè)安全預(yù)警的研究現(xiàn)狀和理論基礎(chǔ)以及產(chǎn)生文化產(chǎn)業(yè)安全的內(nèi)外在原因。然后根據(jù)我國現(xiàn)實情況建立了文化產(chǎn)業(yè)安全評價體系和預(yù)警模型,并利用2002——2010年的中國文化產(chǎn)業(yè)相關(guān)數(shù)據(jù),運(yùn)用主成分分析法和BP網(wǎng)絡(luò)模型對我國文化產(chǎn)業(yè)安全評價與預(yù)警進(jìn)行了實證分析。最后,為保證預(yù)警機(jī)制的正常運(yùn)行,建立了我國文化產(chǎn)業(yè)安全預(yù)警管理系統(tǒng),并在人力資源、資金、組織、技術(shù)等方面提出了一系列的保障措施。 總體研究表明：在2002年到2010年間,我國文化產(chǎn)業(yè)的發(fā)展水平總體處于上升階段,產(chǎn)業(yè)的綜合競爭力有所增強(qiáng),雖然期間受到一些因素的影響,文化產(chǎn)業(yè)安全度有一些波動,但總體上還是呈現(xiàn)向上的發(fā)展趨勢。同時,將2002年到2010年的文化產(chǎn)業(yè)數(shù)據(jù)帶入到BP網(wǎng)絡(luò)模型中進(jìn)行檢驗和預(yù)測可以發(fā)現(xiàn),利用BP進(jìn)行的預(yù)警與現(xiàn)實情況基本保持一致。由此可見,利用主成分分析和BP網(wǎng)絡(luò)模型相結(jié)合對中國文化產(chǎn)業(yè)安全進(jìn)行評價與預(yù)警具有良好的效果。我國文化產(chǎn)業(yè)安全預(yù)警機(jī)制的正常進(jìn)行需要構(gòu)建一套由監(jiān)控體系、預(yù)警機(jī)制、快速反饋機(jī)制、及抗干擾機(jī)制組成的完整、有效的文化產(chǎn)業(yè)預(yù)警管理系統(tǒng),并提供人才資源、資金、組織、科技等保障措施。
[Abstract]:China is a country rich in cultural resources, but the development of cultural industry is relatively short, the level of development of the whole industry is still in the initial stage, compared with other developed western countries, the competitiveness of products is not strong. Therefore, with China's entry into WTO and the deepening of globalization, the opening degree of Chinese cultural market is expanding constantly, the cultural industry of our country has been impacted by various external factors, and the security of cultural industry is facing a serious threat. It is more and more urgent to establish the early warning mechanism of cultural industry security and to maintain the security of cultural industry. Firstly, this paper analyzes and sums up the present research situation and theoretical basis of cultural industry security warning, and the reasons for the internal and external causes of cultural industry security. Then, according to the reality of our country, the paper establishes the cultural industry safety evaluation system and early warning model, and makes use of the relevant data of Chinese cultural industry from 2002 to 2010. Based on the principal component analysis and BP network model, this paper makes an empirical analysis on the safety evaluation and early warning of China's cultural industry. Finally, in order to ensure the normal operation of the early-warning mechanism, a security early-warning management system for cultural industries in China has been established and organized in human resources, funds and organizations. The overall research shows that the development level of Chinese cultural industry is on the rise from 2002 to 2010, and the comprehensive competitiveness of the industry has been strengthened. Although the influence of some factors during the period, there are some fluctuations in the safety degree of cultural industry, but the overall trend of development is still upward. At the same time, when the cultural industry data from 2002 to 2010 are brought into the BP network model for testing and forecasting, it can be found that the early warning made by BP is basically consistent with the actual situation. It can be seen that the combination of principal component analysis (PCA) and BP neural network model has a good effect on the evaluation and early warning of Chinese cultural industry safety. It is necessary to construct a complete and effective early warning management system of cultural industry, which is composed of monitoring system, early warning mechanism, quick feedback mechanism and anti-interference mechanism, and provides human resources. Funds, organizations, science and technology and other safeguards.
