【摘要】：文化是一個(gè)民族的靈魂和血脈，是一個(gè)國(guó)家軟實(shí)力的集中體現(xiàn)。隨著文化產(chǎn)業(yè)潛力的不斷展現(xiàn)，許多國(guó)家都確立了文化立國(guó)戰(zhàn)略。我國(guó)作為千年文化古國(guó)，文化資源豐富，大力發(fā)展文化產(chǎn)業(yè)是促進(jìn)我國(guó)經(jīng)濟(jì)繁榮的必經(jīng)之路。在國(guó)家文化產(chǎn)業(yè)立國(guó)戰(zhàn)略的引導(dǎo)下，全國(guó)各省市積極開(kāi)發(fā)區(qū)域文化資源，，紛紛確立文化強(qiáng)省戰(zhàn)略，推動(dòng)文化產(chǎn)業(yè)大發(fā)展。作為文化資源大省，甘肅省也明確提出要大力發(fā)展文化產(chǎn)業(yè)，文化產(chǎn)業(yè)在甘肅經(jīng)濟(jì)增長(zhǎng)中的重要性越來(lái)越突出。 如何推動(dòng)甘肅省文化產(chǎn)業(yè)跨越式發(fā)展，加快“一帶、三區(qū)、十三板塊”文化產(chǎn)業(yè)藍(lán)圖建設(shè)的進(jìn)程，不斷推進(jìn)甘肅“6551”文化產(chǎn)業(yè)體系的建設(shè)，實(shí)現(xiàn)到2020年文化產(chǎn)業(yè)增加值占GDP的比重達(dá)到5%以上的宏偉目標(biāo)，是擺在全省文化產(chǎn)業(yè)和相關(guān)部門面前的一道難題。金融是現(xiàn)代經(jīng)濟(jì)的核心，在推動(dòng)文化產(chǎn)業(yè)發(fā)展中肩負(fù)著重要的社會(huì)責(zé)任，也面臨著難得的發(fā)展機(jī)遇。金融部門應(yīng)抓住國(guó)家推動(dòng)文化產(chǎn)業(yè)發(fā)展的重要機(jī)遇期，把支持文化產(chǎn)業(yè)發(fā)展與加快金融機(jī)構(gòu)經(jīng)營(yíng)方式轉(zhuǎn)變結(jié)合起來(lái)，實(shí)現(xiàn)金融業(yè)與文化產(chǎn)業(yè)的有效對(duì)接，大力推動(dòng)文化產(chǎn)業(yè)快速發(fā)展。 本文在對(duì)國(guó)內(nèi)外金融支持文化產(chǎn)業(yè)研究狀況進(jìn)行梳理的基礎(chǔ)上，對(duì)甘肅省文化產(chǎn)業(yè)發(fā)展的金融供求狀況進(jìn)行了深入分析，并對(duì)金融支持甘肅省文化產(chǎn)業(yè)發(fā)展的效益及存在的問(wèn)題進(jìn)行了詳細(xì)分析，認(rèn)為金融支持甘肅省文化產(chǎn)業(yè)發(fā)展存在企業(yè)承貸能力欠缺、信貸結(jié)構(gòu)不合理、融資渠道單一、定價(jià)機(jī)制欠缺等問(wèn)題，并通過(guò)與國(guó)內(nèi)外金融支持文化產(chǎn)業(yè)發(fā)展進(jìn)行比較分析，提出甘肅省應(yīng)從銀行業(yè)、資本市場(chǎng)、保險(xiǎn)業(yè)、文化產(chǎn)業(yè)基金等多方面加強(qiáng)金融體系綜合支持文化產(chǎn)業(yè)發(fā)展，系統(tǒng)整合文化產(chǎn)業(yè)鏈金融，加大文化金融人才的培養(yǎng)和引進(jìn)，注重財(cái)稅與金融政策的配合，以此促進(jìn)甘肅省文化產(chǎn)業(yè)發(fā)展，充分發(fā)揮文化產(chǎn)業(yè)對(duì)甘肅省經(jīng)濟(jì)發(fā)展的促進(jìn)作用。
[Abstract]:Culture is the soul and blood of a nation and the concentrated embodiment of a country's soft power. With the unceasing development of the potential of cultural industry, many countries have established the strategy of cultural nationhood. As an ancient country with a thousand years of culture, China is rich in cultural resources, and vigorously developing cultural industry is the only way to promote the economic prosperity of our country. Under the guidance of the national cultural industry strategy, the provinces and cities in China actively develop regional cultural resources, establish the strategy of strong cultural province one after another, and promote the great development of cultural industry. As a large province of cultural resources, Gansu Province has clearly proposed to vigorously develop cultural industry, the importance of cultural industry in Gansu economic growth is becoming more and more prominent. How to promote the leap-forward development of the cultural industry in Gansu Province, accelerate the process of the blueprint construction of the cultural industry in the "belt, three districts, and thirteen plates", and continuously promote the construction of the cultural industry system of "6551" in Gansu, It is a difficult problem for the whole province's cultural industry and related departments to realize the goal that the added value of cultural industry accounts for more than 5% of GDP by 2020. Finance is the core of modern economy, which shoulders important social responsibility in promoting the development of cultural industry, and also faces a rare opportunity for development. The financial sector should seize the important opportunity period for the country to promote the development of cultural industry, combine supporting the development of cultural industry with speeding up the transformation of the management mode of financial institutions, and realize the effective docking between the financial industry and the cultural industry. Vigorously promote the rapid development of the cultural industry. On the basis of combing the research situation of the domestic and foreign financial supporting cultural industry, this paper makes a deep analysis of the financial supply and demand situation of the cultural industry development in Gansu Province. The paper also analyzes the benefits and problems of the development of the cultural industry in Gansu Province, and points out that the financial support for the development of the cultural industry in Gansu Province is lack of the enterprise's ability to accept loans, the credit structure is unreasonable, and the financing channel is single. Through a comparative analysis with the development of domestic and foreign financial support cultural industries, this paper puts forward that Gansu Province should start with the banking, capital market, insurance, and so on. Cultural industry funds and other aspects strengthen the financial system to comprehensively support the development of cultural industries, systematically integrate the cultural industry chain and finance, increase the training and introduction of cultural and financial personnel, and pay attention to the coordination between finance and taxation and financial policies. So as to promote the development of cultural industry in Gansu Province, give full play to the role of cultural industry in promoting the economic development of Gansu Province.
