【摘要】：遵循網(wǎng)絡文化市場規(guī)律,充分發(fā)揮市場配置網(wǎng)絡信息資源的決定性作用,是實現(xiàn)做大做強網(wǎng)絡文化產(chǎn)業(yè)和堅持正確的網(wǎng)絡輿論導向的必由之路。網(wǎng)絡文化市場優(yōu)先傳播低成本采集、分析和制作的網(wǎng)絡信息,以提高網(wǎng)絡信息傳播與使用效率;政府要引導網(wǎng)絡技術(shù)創(chuàng)新和網(wǎng)絡文化產(chǎn)業(yè)發(fā)展,實現(xiàn)網(wǎng)絡文化市場對信息資源的合理配置。基于網(wǎng)絡信息主要流向網(wǎng)絡利潤區(qū)的商業(yè)邏輯,政府要重點規(guī)制網(wǎng)絡利潤區(qū)的傳播秩序和網(wǎng)絡文化市場秩序。發(fā)揮網(wǎng)絡文化產(chǎn)業(yè)的信息資源市場化配置功能,政府部門必須解決三個問題:徹底破除管理萬能觀念、解決市場失靈問題和加強網(wǎng)絡信息資源配置的法治化建設。
[Abstract]:Following the laws of network culture market and giving full play to the decisive role of market allocation of network information resources is the only way to make the network culture industry bigger and stronger and adhere to the correct network public opinion orientation. The network culture market gives priority to the dissemination of low-cost information collected, analyzed and produced in order to improve the efficiency of the dissemination and use of network information; the government should guide the innovation of network technology and the development of network culture industry. Realize the rational allocation of information resources in the network culture market. Based on the commercial logic that the network information flows to the network profit zone, the government should focus on regulating the network profit zone's spreading order and the network culture market order. To give full play to the function of market-oriented allocation of information resources in the network culture industry, government departments must solve three problems: to thoroughly break the omnipotent concept of management, to solve the problem of market failure and to strengthen the legal construction of the allocation of network information resources.
