【摘要】：作為21世紀(jì)最具發(fā)展前途的朝陽(yáng)產(chǎn)業(yè)，文化產(chǎn)業(yè)越來越成為國(guó)家綜合實(shí)力競(jìng)爭(zhēng)的重要因素。但是文化產(chǎn)業(yè)在我國(guó)起步較晚，且是在計(jì)劃經(jīng)濟(jì)向市場(chǎng)經(jīng)濟(jì)轉(zhuǎn)變的背景下產(chǎn)生的，一方面受計(jì)劃經(jīng)濟(jì)體制的制約，另一方面又受著市場(chǎng)失靈的影響，因此文化產(chǎn)業(yè)在我國(guó)發(fā)展緩慢。盡管地區(qū)政府在文化產(chǎn)業(yè)萌芽時(shí)已經(jīng)啟用了有關(guān)政策，但真正把工作側(cè)重點(diǎn)轉(zhuǎn)移到政策上來，則有一個(gè)遞進(jìn)的過程。本文以“南通文化產(chǎn)業(yè)發(fā)展中的政府作用研究”為題，根據(jù)文化產(chǎn)業(yè)與政府作用的相關(guān)理論，，結(jié)合美國(guó)、英國(guó)、法國(guó)等國(guó)家發(fā)展文化產(chǎn)業(yè)的模式，并結(jié)合南通自身實(shí)際，從政府作用的角度提出了加快文化產(chǎn)業(yè)發(fā)展的對(duì)策。 研究分析政府在文化產(chǎn)業(yè)發(fā)展中的作用，既能為經(jīng)濟(jì)發(fā)展貢獻(xiàn)份額，同時(shí)也能提升城市的文化影響力，進(jìn)而提升老百姓的幸福指數(shù)。鑒于此，本文進(jìn)行了一些探索，提出了自己的見解。文章從理論分析到現(xiàn)實(shí)思考，從對(duì)國(guó)外經(jīng)驗(yàn)的審視到對(duì)南通市現(xiàn)狀的分析，希望有助于促進(jìn)南通市文化產(chǎn)業(yè)的發(fā)展。
[Abstract]:As one of the most promising sunrise industries in the 21st century, cultural industry has become an important factor of national comprehensive strength competition.However, the cultural industry started relatively late in our country, and came into being under the background of the transition from planned economy to market economy. On the one hand, it was restricted by the planned economic system, on the other hand, it was affected by market failure.Therefore the cultural industry develops slowly in our country.Although the regional government has adopted the relevant policies when the cultural industry is in its infancy, there is a gradual process of shifting the focus of the work to the policy.Based on the theory of the cultural industry and the role of the government in the development of the cultural industry in Nantong, this paper combines the mode of developing the cultural industry in the United States, Britain, France and other countries, as well as the actual situation of Nantong.From the perspective of the role of the government, this paper puts forward the countermeasures to accelerate the development of cultural industry.The research and analysis of the role of government in the development of cultural industry can not only contribute to the economic development, but also enhance the cultural influence of the city, and then enhance the happiness index of the common people.In view of this, this article has carried on some exploration, proposed own opinion.From theoretical analysis to practical thinking, from the examination of foreign experience to the analysis of the present situation of Nantong City, it is hoped that it will help to promote the development of cultural industry in Nantong City.
