【摘要】：本溪市擁有豐富的文化資源和濃厚的文化底蘊,在國家發(fā)展文化軟實力,促進社會主義文化大發(fā)展大繁榮的新時期,本溪市發(fā)展文化產(chǎn)業(yè)勢在必行。然而,發(fā)展文化產(chǎn)業(yè)涉及政治、經(jīng)濟、文化、社會等諸多領(lǐng)域,這就必然要求政府在發(fā)展文化產(chǎn)業(yè)上應(yīng)充分發(fā)揮其應(yīng)有職能。但是,由于長期形成的重工業(yè)發(fā)展格局,使得本溪市文化產(chǎn)業(yè)發(fā)展的基礎(chǔ)條件相對薄弱,在發(fā)展文化產(chǎn)業(yè)的實際過程中,本溪市政府職能都不同程度地存在一系列問題,這嚴(yán)重制約了本溪市文化產(chǎn)業(yè)的蓬勃發(fā)展。發(fā)展文化產(chǎn)業(yè)是當(dāng)今擺在本溪市政府面前的又一新的課題,更是對新形勢下政府應(yīng)如何發(fā)揮職能提出的又一新的挑戰(zhàn)。 基于此本文將本溪市文化產(chǎn)業(yè)發(fā)展中的政府職能作為研究對象,通過運用文獻(xiàn)研究法和比較研究法,以公共選擇理論和公共服務(wù)理論為理論指導(dǎo),首先,運用SWOT分析框架,結(jié)合本溪市具體情況,針對其文化產(chǎn)業(yè)的優(yōu)勢、劣勢、機遇和威脅進行分析,闡述政府發(fā)展文化產(chǎn)業(yè)的宏觀調(diào)控、統(tǒng)籌協(xié)調(diào)、監(jiān)督保障以及公共服務(wù)職能,突出政府對其文化產(chǎn)業(yè)發(fā)展的必要性；其次,在分析本溪市文化產(chǎn)業(yè)發(fā)展中政府職能存在問題的基礎(chǔ)上,分析其形成原因：再次,通過比較分析國外發(fā)達(dá)國家政府發(fā)展文化產(chǎn)業(yè)中的職能,總結(jié)其有益經(jīng)驗,并在此基礎(chǔ)上為完善本溪市文化產(chǎn)業(yè)發(fā)展中的政府職能,提出政府徹底改革制度體制、摒棄政府計劃經(jīng)濟治理理念、科學(xué)界定政府權(quán)責(zé)界限以及糾正政府自利性誤區(qū)的對策建議。
[Abstract]:Benxi has rich cultural resources and rich cultural information. In the new period when the country develops cultural soft power and promotes the great development and prosperity of socialist culture, it is imperative for Benxi to develop cultural industry.However, the development of cultural industry involves many fields, such as politics, economy, culture, society and so on, which will inevitably require the government to give full play to its functions in the development of cultural industry.However, due to the long-term formation of heavy industry development pattern, the basic conditions for the development of cultural industry in Benxi are relatively weak. In the actual process of the development of cultural industry, there are a series of problems in the government functions of Benxi in varying degrees.This seriously restricts the vigorous development of Benxi cultural industry.The development of cultural industry is a new subject in front of Benxi city government, and it is also a new challenge to how the government should exert its function under the new situation.Based on this, this paper takes the government function in the development of cultural industry in Benxi as the research object, through using the literature research method and the comparative research method, taking the public choice theory and the public service theory as the theoretical guidance, first, uses the SWOT analysis frame.In light of the specific situation of Benxi City, this paper analyzes the advantages, disadvantages, opportunities and threats of the cultural industry, and expounds the macro-control, overall coordination, supervision and security and public service functions of the government in the development of the cultural industry.Second, on the basis of analyzing the problems existing in the development of the cultural industry in Benxi City, the reasons for its formation are analyzed: thirdly,By comparing and analyzing the functions of the governments of the developed countries in developing the cultural industries, and summarizing their beneficial experiences, and on the basis of these, the author puts forward a thorough reform of the system of government in order to perfect the functions of the governments in the development of the cultural industries in Benxi.Abandon the concept of government planned economy governance, scientifically define the limits of government power and responsibility, and correct the misunderstanding of government self-interest countermeasures and suggestions.
