【摘要】：隨著文化改革發(fā)展的不斷推進(jìn),黨的“十七大”提出了要不斷“推動(dòng)社會(huì)主義文化大發(fā)展、大繁榮”的方針政策。十七屆六中全會(huì)再次提出深化文化體制改革、推動(dòng)社會(huì)主義文化大發(fā)展大繁榮,對實(shí)現(xiàn)全而建設(shè)小康社會(huì)具有重大意義。陜西省省委、省政府也將陜西建設(shè)成為“西部文化強(qiáng)省”作為一項(xiàng)重要目標(biāo)。陜西省作為一個(gè)文化資源大省,擁有讓人艷羨不已的豐厚歷史文化、革命文化和民俗文化等,但是文化資源的豐富并未使陜西成為文化強(qiáng)省。歸其原因,主要是文化產(chǎn)業(yè)結(jié)構(gòu)很不合理,存在諸多弊端。因此,研究陜西省文化產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀并針對其所存在的問題提出相關(guān)政策建議,有利于陜西實(shí)現(xiàn)由文化資源大省向文化產(chǎn)業(yè)強(qiáng)省轉(zhuǎn)變的建設(shè)目標(biāo)。 文章首先通過行業(yè)結(jié)構(gòu)、區(qū)域結(jié)構(gòu)、層次結(jié)構(gòu)、市場結(jié)構(gòu)四個(gè)維度探討分析了陜西省文化產(chǎn)業(yè)結(jié)構(gòu)的現(xiàn)狀以及存在的主要問題,隨后采用《中國文化文物統(tǒng)計(jì)年鑒》相關(guān)數(shù)據(jù)利用產(chǎn)業(yè)集聚度、產(chǎn)業(yè)結(jié)構(gòu)偏離度兩個(gè)衡量產(chǎn)業(yè)結(jié)構(gòu)的重要指標(biāo)對陜西省文化產(chǎn)業(yè)結(jié)構(gòu)狀況進(jìn)行測度,并與全國其他省份進(jìn)行比較。繼而對陜西省文化產(chǎn)業(yè)增長與經(jīng)濟(jì)發(fā)展以及文化產(chǎn)業(yè)結(jié)構(gòu)與經(jīng)濟(jì)發(fā)展的關(guān)系進(jìn)行實(shí)證研究。 研究發(fā)現(xiàn),陜西省文化產(chǎn)業(yè)結(jié)構(gòu)績效雖在西部處于前列,但與東部等沿海發(fā)達(dá)地區(qū)仍差距明顯,且文化產(chǎn)業(yè)增加值每增長1%,國內(nèi)生產(chǎn)總值增加0.8106%,文化產(chǎn)業(yè)對經(jīng)濟(jì)發(fā)展的影響系數(shù)在全國31個(gè)省、市、自治區(qū)中排名第四,說明陜西省文化產(chǎn)業(yè)對經(jīng)濟(jì)發(fā)展的貢獻(xiàn)高于全國大部分省份；對文化產(chǎn)業(yè)的結(jié)構(gòu)而言,陜西省文化產(chǎn)業(yè)的集聚度與經(jīng)濟(jì)增長率呈現(xiàn)反方向趨勢,文化產(chǎn)業(yè)的結(jié)構(gòu)效益與經(jīng)濟(jì)增長率存在證相關(guān)關(guān)系。因此,結(jié)合“十二五”文化體制改革和發(fā)展規(guī)劃,針對陜西省的實(shí)際情況,確定文化產(chǎn)業(yè)的主導(dǎo)、潛導(dǎo)及相關(guān)產(chǎn)業(yè),并提出深化文化體制改革,拓寬文化產(chǎn)業(yè)投融資渠道,走文化產(chǎn)業(yè)與高新技術(shù)的融合之路,打造知名文化品牌及加強(qiáng)人才隊(duì)伍建設(shè)的一系列政策建議,從而促進(jìn)陜西文化產(chǎn)業(yè)結(jié)構(gòu)的合理調(diào)整及優(yōu)化。
[Abstract]:With the continuous development of cultural reform and development, the 17th National Congress of the Party put forward the principles and policies of constantly "promoting the great development and prosperity of socialist culture." the sixth Plenary session of the 17th CPC Central Committee once again proposed to deepen the reform of the cultural system. It is of great significance to promote the great development and prosperity of socialist culture in order to realize the overall construction of a well-off society. The provincial government has also made Shaanxi a "strong province of western culture" as an important goal. As a province with large cultural resources, Shaanxi Province has rich historical culture, revolutionary culture, and folk culture that people admire. However, the abundance of cultural resources has not made Shaanxi a strong cultural province. The main reason is that the cultural industrial structure is very unreasonable and there are many drawbacks. To study the present situation of cultural industry structure in Shaanxi Province and to put forward relevant policy suggestions in view of its existing problems will help Shaanxi realize the construction goal of transforming from a large province of cultural resources to a strong province of cultural industry. Firstly, through the four dimensions of industry structure, regional structure, hierarchical structure and market structure, the paper analyzes the present situation and the main problems of the cultural industrial structure in Shaanxi Province. Then, using the relevant data of "Statistical Yearbook of Chinese Cultural relics", using two important indexes to measure the industrial structure of Shaanxi Province, the degree of industrial cohesion and the degree of deviation of industrial structure, the paper measures the status of cultural industrial structure in Shaanxi Province. Comparing with other provinces in China, this paper makes an empirical study on the relationship between the growth of cultural industry and economic development and the relationship between the structure of cultural industry and economic development in Shaanxi Province. The study found that the cultural industrial structure performance of Shaanxi Province is in the front row in the west, but it is still far behind the developed coastal areas such as the east. Moreover, for every increase in the added value of the cultural industry, the gross domestic product increases by 0.8106. The coefficient of influence of the cultural industry on economic development ranks fourth among the 31 provinces, municipalities, and autonomous regions in the country. It shows that the contribution of Shaanxi's cultural industry to economic development is higher than that of most provinces in China, and the cultural industry's concentration and economic growth rate in Shaanxi Province are in the opposite direction in terms of the structure of the cultural industry. The structural benefits of the cultural industry are correlated with the economic growth rate. Therefore, in the light of the "12th Five-Year Plan" cultural system reform and development plan, and in view of the actual situation in Shaanxi Province, the leading, latent and related industries of the cultural industry are determined. It also puts forward a series of policy suggestions on deepening the reform of cultural system, widening the channels of investment and financing of cultural industry, taking the road of merging cultural industry with high and new technology, building famous cultural brand and strengthening the construction of talent team. So as to promote the rational adjustment and optimization of Shaanxi cultural industrial structure.
