中國文化創(chuàng)意產(chǎn)業(yè)發(fā)展中的政府職能研究

【摘要】:我國文化創(chuàng)意產(chǎn)業(yè)的發(fā)展速度日益加快,北京、上海、成都、深圳等城市都在積極推動(dòng)這一產(chǎn)業(yè)的發(fā)展,中國香港、臺(tái)灣地區(qū)的文化創(chuàng)意產(chǎn)業(yè)更是以前所未有的速度迅速崛起,但與英美日等國相比,還存在很大差距。而且,我國文化創(chuàng)意產(chǎn)業(yè)發(fā)展中存在很多問題,需要政府發(fā)揮其職能,國外政府通過什么樣的方式來推動(dòng)本國文化創(chuàng)意產(chǎn)業(yè)發(fā)展的?對(duì)我國政府有什么啟示?我國政府應(yīng)該如何解決這些問題?這些都是值得我們探討的問題,本文旨在通過總結(jié)幾個(gè)文化創(chuàng)意產(chǎn)業(yè)發(fā)展比較好的國家的經(jīng)驗(yàn),結(jié)合我國文化創(chuàng)意產(chǎn)業(yè)發(fā)展自身和政府管理中存在的問題,對(duì)我國政府提出幾點(diǎn)政策性建議。 第一部分:引言。介紹了本文的選題背景與意義、研究方法與思路、國內(nèi)外研究概況以及論文的創(chuàng)新點(diǎn)。 第二部分:我國文化創(chuàng)意產(chǎn)業(yè)發(fā)展中發(fā)揮政府職能的理論依據(jù)。詳細(xì)分析了文化創(chuàng)意產(chǎn)業(yè)中市場(chǎng)失靈的原因,并指出彌補(bǔ)市場(chǎng)失靈和維護(hù)民族文化傳統(tǒng)與國家意識(shí)形態(tài)安全是需要政府發(fā)揮其職能的主要理論依據(jù)。 第三部分:我國文化創(chuàng)意產(chǎn)業(yè)發(fā)展概況及發(fā)揮政府職能的現(xiàn)實(shí)依據(jù)。大致介紹了我國文化創(chuàng)意產(chǎn)業(yè)的發(fā)展情況,重點(diǎn)分析了我國文化創(chuàng)意產(chǎn)業(yè)發(fā)展中遇到的主要問題即尚未形成良好的融資環(huán)境;侵犯知識(shí)產(chǎn)權(quán)現(xiàn)象嚴(yán)重等,并以此作為政府發(fā)揮其職能的現(xiàn)實(shí)依據(jù)。 第四部分:我國文化創(chuàng)意產(chǎn)業(yè)政府管理現(xiàn)狀及存在的問題。我國政府對(duì)文化創(chuàng)意產(chǎn)業(yè)的管理集中體現(xiàn)在其產(chǎn)業(yè)政策和法規(guī)上,因此筆者羅列了近幾年來相對(duì)比較重要的文化創(chuàng)意產(chǎn)業(yè)方面的政策法規(guī),并對(duì)其進(jìn)行了簡要的總結(jié)概括,還通過查閱相關(guān)資料,結(jié)合實(shí)際介紹了我國政府管理存在的主要問題,即缺位、越位和錯(cuò)位,詳細(xì)介紹了其具體表現(xiàn)。 第五部分:國外政府推動(dòng)文化創(chuàng)意產(chǎn)業(yè)發(fā)展的經(jīng)驗(yàn)分析。介紹了英、美、日三國的文化創(chuàng)意產(chǎn)業(yè)發(fā)展概況,并分析了三國政府管理文化創(chuàng)意產(chǎn)業(yè)的主要措施,總結(jié)得出了扶持性政策法規(guī)、提供公共服務(wù)、有效的市場(chǎng)監(jiān)管和促進(jìn)國際交流與合作四點(diǎn)啟示。 第六部分:對(duì)我國文化創(chuàng)意產(chǎn)業(yè)發(fā)展中政府職能的政策性建議。由第二、三部分得出我國政府應(yīng)發(fā)揮其職能的結(jié)論,在這一結(jié)論的前提下,結(jié)合第四、五部分對(duì)我國政府應(yīng)該如何發(fā)揮其職能提出了幾點(diǎn)政策性建議,,從宏觀和微觀兩個(gè)角度進(jìn)行了闡述。
[Abstract]:The speed of the development of cultural and creative industries in China is accelerating day by day. Beijing, Shanghai, Chengdu, Shenzhen and other cities are actively promoting the development of this industry. The cultural and creative industries in Hong Kong and Taiwan in China are rising at an unprecedented speed. However, compared with other countries such as Britain, America and Japan, there is still a big gap. Moreover, there are many problems in the development of cultural and creative industries in China, which need the government to give play to its functions. In what way can foreign governments promote the development of their own cultural and creative industries? What is the enlightenment to our government? How should our government solve these problems? These problems are worthy of our discussion. This paper aims to sum up the experiences of several countries with relatively good cultural and creative industries, and combine the problems existing in the development of cultural and creative industries in our country and in government management. Put forward a few policy suggestions to our country government. The first part: introduction. It introduces the background and significance of this paper, the research methods and ideas, the domestic and foreign research situation and the innovation of the paper. The second part: the theoretical basis of government function in the development of cultural and creative industries in China. The reasons for market failure in cultural and creative industries are analyzed in detail. It is pointed out that the main theoretical basis for the government to play its function is to make up for the market failure and to maintain the national cultural tradition and the national ideological security. The third part: the development of cultural and creative industries in China and the realistic basis for giving full play to the functions of the government. It gives a general introduction to the development of cultural and creative industries in China. The main problems encountered in the development of cultural and creative industries in China are mainly analyzed, that is, the good financing environment has not yet been formed, the phenomenon of infringing intellectual property rights is serious, and so on, which is regarded as the realistic basis for the government to play its role. Part 4th: the present situation and problems of the government management of the cultural and creative industries in China. The management of the cultural and creative industries by the Chinese government is embodied in its industrial policies and regulations. Therefore, the author lists the relatively important policies and regulations of the cultural and creative industries in recent years, and summarizes them briefly, and introduces the main problems existing in the government management of our country through consulting the relevant information and combining with the actual situation. That is, absence, offside and dislocation, detailed introduction of its specific performance. Part 5th: the experience of foreign governments in promoting the development of cultural and creative industries. This paper introduces the general situation of the development of cultural and creative industries in Britain, the United States and Japan, and analyzes the main measures taken by the governments of the three countries to manage the cultural and creative industries. Four enlightenments, such as supporting policies and regulations, providing public services, effective market supervision and promoting international exchange and cooperation, are summarized. Part 6th: policy suggestions on government functions in the development of cultural and creative industries in China. The second and third parts draw the conclusion that our government should play its role. Under the premise of this conclusion, combined with 4th, The fifth part puts forward some policy suggestions on how our government should give play to its function, and expounds it from both macro and micro angles.
