【摘要】:文化產(chǎn)業(yè)是市場(chǎng)經(jīng)濟(jì)條件下繁榮社會(huì)主義文化的重要載體,是滿足人民群眾多樣化、多層次、多方面精神文化需求的重要途徑,也是推動(dòng)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整、轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的重要著力點(diǎn),發(fā)展文化產(chǎn)業(yè)無(wú)論從精神領(lǐng)域、政治領(lǐng)域還是經(jīng)濟(jì)領(lǐng)域,都有非常重要的意義。在文化產(chǎn)業(yè)中,知識(shí)和創(chuàng)意作為不可模仿與替代的資源,已經(jīng)逐步取代了傳統(tǒng)的生產(chǎn)要素而成為文化產(chǎn)業(yè)中最為關(guān)鍵的資本和首要的財(cái)富,人才已經(jīng)成為文化產(chǎn)業(yè)經(jīng)濟(jì)發(fā)展的重要依托和決定因素,人才是文化產(chǎn)業(yè)中核心競(jìng)爭(zhēng)能力的原動(dòng)力,文化產(chǎn)業(yè)人才管理對(duì)文化產(chǎn)業(yè)的發(fā)展起著非常重要的作用。開(kāi)封市作為中原經(jīng)濟(jì)區(qū)的核心區(qū),擁有豐富的文化資源,開(kāi)封市提出要打造國(guó)際文化旅游名城和華夏歷史文明傳承創(chuàng)新先行示范區(qū)的戰(zhàn)略目標(biāo),文化產(chǎn)業(yè)的發(fā)展將在這個(gè)過(guò)程中起著重要的作用。因此,對(duì)于開(kāi)封市文化產(chǎn)業(yè)人才管理進(jìn)行研究,對(duì)于開(kāi)封市文化產(chǎn)業(yè)的發(fā)展具有很強(qiáng)的現(xiàn)實(shí)意義。 要對(duì)文化產(chǎn)業(yè)人才管理進(jìn)行研究,首先要準(zhǔn)確界定“文化產(chǎn)業(yè)”、“文化產(chǎn)業(yè)人才”、“文化產(chǎn)業(yè)人才管理”三個(gè)概念,本論文結(jié)合文獻(xiàn)資料和開(kāi)封實(shí)際情況,首次提出了開(kāi)封市文化產(chǎn)業(yè)人才標(biāo)準(zhǔn),并解釋了文化產(chǎn)業(yè)人才管理含義。 本論文通過(guò)對(duì)開(kāi)封市文化產(chǎn)業(yè)人才現(xiàn)狀分析,包括:開(kāi)封市文化產(chǎn)業(yè)人才的總量與結(jié)構(gòu)、政策情況、培養(yǎng)現(xiàn)狀、引進(jìn)現(xiàn)狀。從中可以看出開(kāi)封市文化產(chǎn)業(yè)人才總體素質(zhì)不高,學(xué)歷和職稱結(jié)構(gòu)都不盡合理;文化產(chǎn)業(yè)人才分布失衡,開(kāi)封市文化產(chǎn)業(yè)人才的分布不均;開(kāi)封市文化產(chǎn)業(yè)的人才年齡結(jié)構(gòu)出現(xiàn)斷層;高層次人才、復(fù)合型人才缺乏;人才培養(yǎng)處于初級(jí)階段;人才引進(jìn)渠道狹窄等現(xiàn)狀。本論文結(jié)合人才管理的一般理論,得出開(kāi)封市文化產(chǎn)業(yè)人才管理存在著投入不足、缺乏有效的激勵(lì)機(jī)制、培養(yǎng)和引進(jìn)體系不健全、政策不完善、文化產(chǎn)業(yè)管理機(jī)構(gòu)重疊等五個(gè)方面的問(wèn)題。 為了解決這些存在的問(wèn)題,通過(guò)借鑒國(guó)外和國(guó)內(nèi)先進(jìn)地區(qū)的文化產(chǎn)業(yè)人才管理先進(jìn)經(jīng)驗(yàn),并結(jié)合領(lǐng)導(dǎo)、專家訪談、實(shí)際調(diào)研,提出了符合開(kāi)封實(shí)際情況的開(kāi)封市文化產(chǎn)業(yè)人才管理的對(duì)策建議,即:更新人才觀念和加大人才投入;加強(qiáng)宏觀管理;創(chuàng)新人才管理機(jī)制,其中包括建立人才激勵(lì)機(jī)制、人才資本產(chǎn)權(quán)保護(hù)機(jī)制、文化產(chǎn)業(yè)人才市場(chǎng)配置機(jī)制三大機(jī)制;建立加大人才引進(jìn)力度,加強(qiáng)人才培養(yǎng)和培訓(xùn),建立文化產(chǎn)業(yè)人才信息庫(kù)等六個(gè)方面。 相信這些措施能夠有效地解決開(kāi)封市文化產(chǎn)業(yè)人才管理存在的問(wèn)題,為開(kāi)封市文化產(chǎn)業(yè)的發(fā)展提夠人才管理理論上的支持,從而促進(jìn)開(kāi)封文化產(chǎn)業(yè)人才建設(shè)和發(fā)展,,用5-8年的時(shí)間,建設(shè)一支層次分明、數(shù)量充足、結(jié)構(gòu)合理,在我國(guó)范圍內(nèi)有較強(qiáng)競(jìng)爭(zhēng)力的人才隊(duì)伍。
[Abstract]:The cultural industry is an important carrier for the prosperity of socialist culture under the conditions of market economy, an important way to meet the diverse, multi-level and multifaceted spiritual and cultural needs of the people, and an important way to promote the adjustment of the economic structure. The important focus of changing the mode of economic development is that the development of cultural industry is of great significance both in the spiritual field, in the political field and in the economic field. In the cultural industry, knowledge and creativity are regarded as resources that cannot be imitated and replaced. Has gradually replaced the traditional factors of production and become the most critical capital and primary wealth in the cultural industry, talent has become an important support and decisive factor for the economic development of cultural industry. Talent is the driving force of the core competitive power in the cultural industry, and the talent management of the cultural industry plays a very important role in the development of the cultural industry. As the core area of the Central Plains Economic Zone, Kaifeng City has abundant cultural resources. Kaifeng put forward the strategic goal of creating a famous international cultural tourism city and the historical civilization inheritance and innovation demonstration area of China. The development of cultural industry will play an important role in this process. It is of great practical significance for the development of cultural industry in Kaifeng to study the talent management of cultural industry in Kaifeng. In order to study the talent management of cultural industry, firstly, we should define exactly three concepts: "cultural industry", "cultural industry talent" and "cultural industry talent management". This paper first puts forward the talent standard of cultural industry in Kaifeng city, and explains the meaning of talent management in cultural industry. This paper analyzes the present situation of the cultural industry talents in Kaifeng, including: the total amount and structure of the cultural industry talents, the policy situation, the present situation of cultivation, the present situation of the introduction, from which we can see that the overall quality of the cultural industry talents in Kaifeng city is not high. The structure of education and title is unreasonable; the distribution of cultural industry talents is out of balance, the distribution of cultural industry talents is uneven in Kaifeng City; the age structure of cultural industry talents in Kaifeng City has a fault; The talent training is in the primary stage, the talent introduction channel is narrow and so on. This paper combines the general theory of talent management, draws the conclusion that Kaifeng cultural industry talent management has insufficient investment, lack of effective incentive mechanism, The problems of cultivation and introduction system are not perfect, the policy is not perfect, and the cultural industry management institutions overlap. In order to solve these problems, through drawing lessons from the advanced experience of cultural industry talent management in foreign and domestic advanced areas, and combining with leadership, expert interviews, and actual investigation, The countermeasures and suggestions of the talent management in Kaifeng cultural industry are put forward, which are: renewing the concept of talents and increasing the investment of talents; strengthening macro management; innovating the mechanism of talent management, including the establishment of talent incentive mechanism. There are three mechanisms: the protection mechanism of talent capital property right, the talent market allocation mechanism of cultural industry, and the establishment of six aspects: to strengthen the introduction of talents, to strengthen the training and training of talents, and to establish the talent information bank of cultural industry. It is believed that these measures can effectively solve the problems existing in the talent management of the cultural industry in Kaifeng, and provide sufficient theoretical support for the development of the cultural industry in Kaifeng, thus promoting the construction and development of talents in the cultural industry in Kaifeng. In 5-8 years, we should build a talented team with clear layers, sufficient quantity, reasonable structure and strong competitive ability in our country.
