【摘要】：在文化全球化的過(guò)程中，文化產(chǎn)業(yè)已經(jīng)成為了許多發(fā)達(dá)國(guó)家國(guó)民經(jīng)濟(jì)中的支柱產(chǎn)業(yè)，是衡量國(guó)家綜合實(shí)力的重要內(nèi)容。自2000年首次提出“文化產(chǎn)業(yè)”和“文化產(chǎn)業(yè)政策”的概念以來(lái)，黨和政府越來(lái)越重視文化產(chǎn)業(yè)的發(fā)展。我國(guó)文化產(chǎn)業(yè)脫胎于文化事業(yè)，，是市場(chǎng)經(jīng)濟(jì)體制改革、文化體制改革和文化經(jīng)濟(jì)的產(chǎn)物，還處于起步階段，其發(fā)展主要依賴于文化產(chǎn)業(yè)政策。經(jīng)過(guò)十幾年的文化產(chǎn)業(yè)政策執(zhí)行之后，蘇州文化產(chǎn)業(yè)政策執(zhí)行已經(jīng)取得了一定的成果。然而蘇州文化產(chǎn)業(yè)政策執(zhí)行仍然存在缺陷，主要包括蘇州落實(shí)中央、省文化產(chǎn)業(yè)政策所作出的地方?jīng)Q議和蘇州在中央、省及地方文化產(chǎn)業(yè)政策的具體執(zhí)行中存在問(wèn)題。前者主要表現(xiàn)在地方文化產(chǎn)業(yè)政策體系不完善、政策供給不足和部分地方文化產(chǎn)業(yè)政策過(guò)于原則、政策細(xì)化不夠。后者主要包括政策執(zhí)行人員執(zhí)行手段單一、執(zhí)行力度不大，執(zhí)行組織協(xié)調(diào)性差，缺乏政策執(zhí)行資金和信息以及缺乏政策執(zhí)行評(píng)估和監(jiān)督等問(wèn)題。筆者從影響政策執(zhí)行的相關(guān)影響因素出發(fā)，分析了蘇州文化產(chǎn)業(yè)政策執(zhí)行存在問(wèn)題的原因，即中央、省文化產(chǎn)業(yè)政策、蘇州文化產(chǎn)業(yè)政策執(zhí)行主體、蘇州文化產(chǎn)業(yè)政策執(zhí)行體制以及政策執(zhí)行相關(guān)配套制度和機(jī)制存在缺陷。基于蘇州文化產(chǎn)業(yè)政策存在的問(wèn)題及其原因，筆者提出提升蘇州地方文化產(chǎn)業(yè)政策質(zhì)量、提升政策執(zhí)行主體素質(zhì)、加大政策執(zhí)行資源的投入、改進(jìn)政策執(zhí)行體制以及完善文化產(chǎn)業(yè)政策執(zhí)行評(píng)估和監(jiān)督機(jī)制等一系列改進(jìn)蘇州文化產(chǎn)業(yè)政策執(zhí)行的對(duì)策。
[Abstract]:In the process of cultural globalization, cultural industry has become a pillar industry in the national economy of many developed countries. Since the concept of "cultural industry" and "cultural industry policy" were first put forward in 2000, the Party and government have attached more and more importance to the development of cultural industry. It is the product of the reform of the market economic system, the reform of the cultural system and the cultural economy, which is still in its infancy. Its development mainly depends on the cultural industrial policy. After more than ten years of implementation of the cultural industrial policy, Some achievements have been made in the implementation of Suzhou's cultural industry policy. However, there are still shortcomings in the implementation of Suzhou's cultural industry policy, mainly including the local resolutions made by Suzhou to implement the central and provincial cultural industry policies and the local decisions made by Suzhou in the central government. There are some problems in the implementation of the provincial and local cultural industry policy. The former mainly shows that the policy system of local cultural industry is not perfect, the policy supply is insufficient, and some local cultural industry policies are too principled. Policy refinement is not enough. The latter mainly includes the single means of policy implementation, the weak implementation, the poor coordination of the implementing organizations, Lack of funds and information for policy implementation and lack of evaluation and supervision of policy implementation. The author analyzes the causes of the problems in the implementation of Suzhou's cultural industry policy, namely, the central government, from the perspective of the relevant factors affecting the implementation of the policy. The province cultural industry policy, Suzhou culture industry policy executive main body, Suzhou culture industry policy implementation system and the policy implementation related system and the mechanism have the flaw. Based on the Suzhou culture industry policy existence question and the reason, The author proposes to improve the policy quality of local cultural industry in Suzhou, to improve the quality of the policy implementing body, and to increase the input of policy implementation resources. A series of countermeasures to improve the implementation of cultural industry policy in Suzhou, such as improving the policy implementation system and improving the evaluation and supervision mechanism of cultural industry policy implementation, are discussed in this paper.
