【摘要】：自我國(guó)農(nóng)村實(shí)行改革以來(lái)，農(nóng)村發(fā)生了翻天覆地的變化，農(nóng)民的物質(zhì)生活得到了極大的改善，但由于多方面的原因，農(nóng)村的文化事業(yè)發(fā)展相對(duì)滯后，農(nóng)村文化市場(chǎng)的發(fā)展與農(nóng)村經(jīng)濟(jì)發(fā)展不相適應(yīng)，農(nóng)民的精神生活十分貧乏，有些地方甚至糟粕橫流，與建立社會(huì)主義的新農(nóng)村格格不入，嚴(yán)重影響了農(nóng)村經(jīng)濟(jì)建設(shè)的發(fā)展，最終將影響整個(gè)國(guó)民經(jīng)濟(jì)的協(xié)調(diào)發(fā)展。在2011年10月召開的中國(guó)共產(chǎn)黨第十七屆中央委員會(huì)第六次全體會(huì)議上，從建設(shè)社會(huì)主義文化強(qiáng)國(guó)的高度，突出強(qiáng)調(diào)了發(fā)展公益性文化事業(yè)的重要性，通過(guò)了《中共中央關(guān)于深化文化體制改革推動(dòng)社會(huì)主義文化大發(fā)展大繁榮若干重大問(wèn)題的決定》，這為推動(dòng)農(nóng)村文化事業(yè)的發(fā)展指明了方向，，也為農(nóng)村文化事業(yè)發(fā)展提供了新的機(jī)遇。 農(nóng)村文化事業(yè)更具有公益性，其資金的來(lái)源為公共性財(cái)政資金，因此，在農(nóng)村文化事業(yè)的發(fā)展過(guò)程中，引入政府采購(gòu)機(jī)制，將會(huì)使農(nóng)村文化事業(yè)的發(fā)展更加公平、協(xié)調(diào)和科學(xué)。 農(nóng)村文化事業(yè)的發(fā)展，不僅有利于滿足群眾的精神文化需求，而且也十分有利于維護(hù)一個(gè)地方的社會(huì)穩(wěn)定，構(gòu)建一個(gè)地方的和諧。 通過(guò)政府采購(gòu)方式支持農(nóng)村文化市場(chǎng)的培育是一采購(gòu)方式購(gòu)買農(nóng)村文化服務(wù)的途徑和具體措施的研究，有助于人們進(jìn)一項(xiàng)全新的工作，本文通過(guò)對(duì)政府采購(gòu)的采購(gòu)政策、采購(gòu)程序、采購(gòu)方式以及采購(gòu)監(jiān)管的闡述以及采用政府步認(rèn)識(shí)政府采購(gòu)政策，運(yùn)用政府采購(gòu)方式采購(gòu)農(nóng)村文化建設(shè)的硬件和軟件，有一定的現(xiàn)實(shí)意義。
[Abstract]:Since the implementation of rural reform in China, the rural areas have undergone earth-shaking changes, the material life of farmers has been greatly improved, but due to various reasons, the development of cultural undertakings in rural areas is relatively lagging behind. The development of the rural cultural market is incompatible with the development of the rural economy, and the peasants' spiritual life is very poor. In some places, even the dross flow across the country, which is incompatible with the establishment of a new socialist countryside, which seriously affects the development of the rural economic construction. The coordinated development of the entire national economy will eventually be affected. At the 6th plenary session of the 17th Central Committee of the Communist Party of China, held on October 2011, from the height of building a socialist cultural power, Stressing the importance of the development of public welfare cultural undertakings, The "decision of the CPC Central Committee on deepening the Reform of the Cultural system and promoting the Great Development and Prosperity of Socialist Culture" was adopted, which pointed out the direction for promoting the development of rural cultural undertakings. It also provides new opportunities for the development of rural cultural undertakings. Rural cultural undertakings have more public welfare, and their source of funds is public financial funds. Therefore, in the development of rural cultural undertakings, the introduction of government procurement mechanism will make the development of rural cultural undertakings more equitable. Coordination and science. The development of rural cultural undertakings is not only conducive to meeting the spiritual and cultural needs of the masses, but also conducive to maintaining social stability and building harmony in a place. To support the cultivation of rural cultural market through government procurement is a research on the ways and concrete measures of purchasing rural cultural services by means of procurement, which is helpful for people to enter a new work. It is of certain practical significance to explain the procurement procedure, procurement methods and procurement supervision, and to use the government to understand the government procurement policy and to purchase the hardware and software of the rural cultural construction by the government procurement.
