【摘要】：隨著文化產(chǎn)業(yè)潛力的不斷展現(xiàn)，許多國(guó)家都確立了文化立國(guó)的戰(zhàn)略，我國(guó)也提出要大力發(fā)展文化產(chǎn)業(yè)，為了促進(jìn)我國(guó)文化產(chǎn)業(yè)的發(fā)展，我國(guó)政府實(shí)施了一系列的政策措施，在政府的大力支持和倡導(dǎo)下，我國(guó)文化產(chǎn)業(yè)發(fā)展迅速。為了跟上國(guó)家文化產(chǎn)業(yè)發(fā)展的步伐，各省都意識(shí)到了文化產(chǎn)業(yè)的重要性，紛紛將其作為支柱產(chǎn)業(yè)。作為文化資源大省，，甘肅也明確提出要大力發(fā)展文化產(chǎn)業(yè)，文化產(chǎn)業(yè)在甘肅經(jīng)濟(jì)增長(zhǎng)中重要性越來(lái)越突出。 文化產(chǎn)業(yè)要實(shí)現(xiàn)又好又快發(fā)展，離不開(kāi)資金的支持，然而資金問(wèn)題是制約甘肅文化產(chǎn)業(yè)發(fā)展的瓶頸問(wèn)題，因此，系統(tǒng)研究甘肅文化產(chǎn)業(yè)投融資問(wèn)題，建立符合甘肅文化產(chǎn)業(yè)特點(diǎn)的投融資機(jī)制，對(duì)于解決甘肅文化產(chǎn)業(yè)發(fā)展的資金問(wèn)題，實(shí)現(xiàn)甘肅文化產(chǎn)業(yè)可持續(xù)發(fā)展，發(fā)揮文化產(chǎn)業(yè)對(duì)甘肅經(jīng)濟(jì)發(fā)展的推動(dòng)作用，具有十分重要的現(xiàn)實(shí)意義。 本文分析了甘肅文化產(chǎn)業(yè)投融資現(xiàn)狀及存在的問(wèn)題，認(rèn)為政府投入不足、投融資模式單一、投融資結(jié)構(gòu)失衡、投融資信用環(huán)境不佳等等，已成為制約該行業(yè)發(fā)展的瓶頸。并對(duì)比、借鑒了國(guó)外發(fā)達(dá)國(guó)家文化創(chuàng)意產(chǎn)業(yè)發(fā)展中的金融支持成功經(jīng)驗(yàn)。最后，在綜合前文的分析的基礎(chǔ)上，本文從政府層面、金融機(jī)構(gòu)層面以及產(chǎn)業(yè)層面三個(gè)角度提出了解決甘肅文化產(chǎn)業(yè)的融資問(wèn)題的對(duì)策建議，以期甘肅文化產(chǎn)業(yè)發(fā)展的提供一定的參考價(jià)值。
[Abstract]:With the unceasing development of the potential of cultural industry, many countries have established the strategy of establishing a country by culture, and our country has also proposed to vigorously develop cultural industry. In order to promote the development of cultural industry in China, our government has implemented a series of policies and measures. With the strong support and advocacy of the government, the cultural industry of our country has developed rapidly. In order to keep up with the pace of the development of the national cultural industry, all the provinces have realized the importance of the cultural industry and regard it as the pillar industry one after another. Gansu also clearly put forward to vigorously develop cultural industry, cultural industry in Gansu economic growth is becoming more and more important. In order to achieve sound and rapid development of the cultural industry, it cannot be achieved without the support of funds. However, the problem of capital is the bottleneck that restricts the development of cultural industry in Gansu. Therefore, the problem of investment and financing of cultural industry in Gansu is systematically studied. The establishment of a mechanism of investment and financing in line with the characteristics of Gansu's cultural industry can solve the problem of funds for the development of Gansu's cultural industry, realize the sustainable development of Gansu's cultural industry, and give play to the role of cultural industry in promoting Gansu's economic development. It has very important practical significance. This paper analyzes the present situation and existing problems of Gansu cultural industry investment and financing, and points out that the government investment is insufficient, the mode of investment and financing is single, the structure of investment and financing is out of balance, the credit environment of investment and financing is not good, and so on. Has become a bottleneck restricting the development of the industry. And compared with the foreign developed countries in the development of cultural and creative industries in the development of financial support successful experience. Finally, on the basis of comprehensive analysis, this paper from the government level, In order to provide some reference value for the development of Gansu cultural industry, the author puts forward some countermeasures and suggestions to solve the financing problem of Gansu's cultural industry from three angles: financial institution level and industry level.
