基于核心競爭力的泰安市文化產(chǎn)業(yè)發(fā)展戰(zhàn)略研究

【摘要】:從世界范圍看,文化產(chǎn)業(yè)逐漸成為后工業(yè)時代的戰(zhàn)略性新興業(yè)態(tài),文化產(chǎn)業(yè)對文化軟實力的強大提升作用和巨大的經(jīng)濟社會價值使得各國各地區(qū)爭相搶占文化產(chǎn)業(yè)發(fā)展的制高點。在我國,各地區(qū)文化產(chǎn)業(yè)異軍突起,形成了前所未有的文化競爭局面,各級政府都開始將文化產(chǎn)業(yè)作為“轉(zhuǎn)方式、調(diào)結(jié)構(gòu)”的重要內(nèi)容。從實踐層面看,我國各地區(qū)文化產(chǎn)業(yè)都已經(jīng)取得了一定的成就,面對日益激烈的產(chǎn)業(yè)競爭,如何提高文化產(chǎn)業(yè)的核心競爭力成為重要議題。文化產(chǎn)業(yè)歸根到底是利益驅(qū)動發(fā)展的,因此提高自身核心競爭力才能長久的生存發(fā)展。泰安市歷史文化資源豐厚,在近幾年政府大力扶持下,文化產(chǎn)業(yè)開始崛起,但在全國各地爭相發(fā)展的今天,如何在激烈的文化產(chǎn)業(yè)競爭中保持競爭優(yōu)勢,還需要進一步探討。 本文采用規(guī)范分析與實證分析相結(jié)合的方法,在對文化產(chǎn)業(yè)核心競爭力規(guī)范分析的基礎(chǔ)上,對泰安市文化產(chǎn)業(yè)發(fā)展背景、特點、經(jīng)驗及競爭力要素進行實證分析,從而找出現(xiàn)實發(fā)展中存在的諸多問題,繼而從提升核心競爭力的角度為泰安市文化產(chǎn)業(yè)發(fā)展提出了戰(zhàn)略思考和對策分析。 首先,對文化產(chǎn)業(yè)核心競爭力理論和研究方法進行了介紹,本文從潛在競爭力(文化內(nèi)容、經(jīng)營管理、發(fā)展環(huán)境)和現(xiàn)實競爭力(產(chǎn)業(yè)活動、產(chǎn)業(yè)規(guī)模)兩個方面提出了文化產(chǎn)業(yè)競爭力的影響因子。從文化產(chǎn)業(yè)發(fā)展規(guī)律與實踐經(jīng)驗看,一個地區(qū)的文化產(chǎn)業(yè)核心競爭力包括三個方面:一是具有比較優(yōu)勢和競爭優(yōu)勢的某個或幾個因子;二是由于歷史傳統(tǒng)或某些優(yōu)勢要素組合而形成的優(yōu)勢產(chǎn)業(yè);三是對新興文化業(yè)態(tài)的培育和跟蹤引領(lǐng)能力。如何提升文化產(chǎn)業(yè)核心競爭力,本文主要從發(fā)展戰(zhàn)略的視角來進行分析。 其次,對近年來泰安市文化產(chǎn)業(yè)發(fā)展的現(xiàn)狀進行了分析,總結(jié)了發(fā)展的重要舉措和經(jīng)驗。在政策強力推動下,泰安市從產(chǎn)業(yè)規(guī)劃、體制改革、園區(qū)開發(fā)、項目投資和品牌創(chuàng)建等五個方面創(chuàng)造了文化產(chǎn)業(yè)發(fā)展的“泰安樣本”。同時總結(jié)了國外發(fā)達國家發(fā)展文化產(chǎn)業(yè)的成功經(jīng)驗,為泰安市文化產(chǎn)業(yè)核心競爭力的提升提供了參考。 再次,在理論層面,運用波特“鉆石模型”對泰安市文化產(chǎn)業(yè)競爭力影響要素進行優(yōu)勢與劣勢分析,明確了自身的潛在優(yōu)勢。在實踐層面,對泰安市文化產(chǎn)業(yè)現(xiàn)實發(fā)展中的問題進行了診斷,明確了發(fā)展的劣勢所在。最后,在上述理論與實證分析的基礎(chǔ)上,對泰安市文化產(chǎn)業(yè)發(fā)展進行了戰(zhàn)略思考,主要從創(chuàng)意驅(qū)動戰(zhàn)略、產(chǎn)業(yè)發(fā)展戰(zhàn)略和空間布局戰(zhàn)略對其進行了分析,然后提出了具體的提升路徑。 通過對文化產(chǎn)業(yè)核心競爭力命題的研究,以期為泰安市在激烈的產(chǎn)業(yè)競爭中謀得先機,占據(jù)戰(zhàn)略制高點,明晰提升路徑,同時也為其他區(qū)域文化產(chǎn)業(yè)發(fā)展提供有益的參考。
[Abstract]:Worldwide, the cultural industry has gradually become a strategic emerging industry in the post-industrial era. The powerful promotion of cultural soft power and the enormous economic and social value of cultural industry make all countries and regions scramble to seize the commanding point of the development of cultural industry. As a result of unprecedented cultural competition, governments at all levels have begun to regard cultural industries as an important part of "changing ways and adjusting structures." from a practical point of view, cultural industries in various regions of China have made certain achievements. In the face of increasingly fierce industrial competition, how to improve the core competitiveness of the cultural industry has become an important issue. In the final analysis, the cultural industry is driven by interests. Therefore, only by improving its core competitiveness can it survive and develop for a long time. Tai'an has rich historical and cultural resources. With the support of the government in recent years, the cultural industry has begun to rise, but today, when all parts of the country are competing for development, How to maintain competitive advantage in the fierce competition of cultural industry needs further discussion. Based on the normative analysis of the core competitiveness of the cultural industry, this paper makes an empirical analysis of the background, characteristics, experience and competitive factors of the cultural industry in Taian City by combining the normative analysis with the empirical analysis. In order to find out the existing problems in the development of reality, and then put forward the strategic thinking and countermeasure analysis for the development of cultural industry in Taian from the angle of enhancing the core competitiveness. Firstly, this paper introduces the theory and research methods of the core competence of cultural industry. This paper focuses on the potential competitiveness (cultural content, management, development environment) and the real competitiveness (industrial activities). From the perspective of the development law and practical experience of cultural industry, the paper puts forward the factors influencing the competitiveness of cultural industry. The core competitiveness of a region's cultural industry includes three aspects: one is a factor or factors with comparative advantage and competitive advantage, the other is a superior industry formed by historical tradition or combination of some advantages. The third is to cultivate and track the leading ability of the new culture form. How to improve the core competitiveness of cultural industry, this paper mainly from the perspective of development strategy to analyze. Secondly, this paper analyzes the current situation of the cultural industry development in Taian City in recent years, summarizes the important measures and experiences of the development. Under the strong promotion of the policy, Taian City from the industrial planning, the system reform, the park development, Five aspects of project investment and brand creation have created a "Tai'an sample" for the development of cultural industry. At the same time, the successful experiences of foreign developed countries in the development of cultural industry have been summarized, which provides a reference for the promotion of the core competitiveness of cultural industry in Tai'an city. Thirdly, on the theoretical level, using Porter's "Diamond Model" to analyze the advantages and disadvantages of the factors affecting the competitiveness of Taian cultural industry, and make clear its potential advantages. The problems in the development of cultural industry in Taian City are diagnosed, and the disadvantages of the development are clarified. Finally, on the basis of the above theoretical and empirical analysis, the author makes a strategic thinking on the development of cultural industry in Taian City. Mainly from the creative drive strategy, the industrial development strategy and the spatial layout strategy to carry on the analysis to it, then proposed the concrete promotion path. Through the research on the proposition of the core competence of cultural industry, this paper hopes to obtain the first opportunity in the fierce industrial competition, occupy the strategic commanding point, clear the path of promotion, and provide beneficial reference for the development of other regional cultural industries.
