山東省文化企業(yè)集群化發(fā)展戰(zhàn)略研究

【摘要】:文化行業(yè)的發(fā)展水平是社會(huì)物質(zhì)文明和精神文明統(tǒng)一發(fā)展的重要體現(xiàn),也是國(guó)民素質(zhì)和社會(huì)進(jìn)步的重要標(biāo)志之一。進(jìn)入21世紀(jì)以來(lái),中國(guó)政府開(kāi)始越來(lái)越重視文化行業(yè)的發(fā)展,在許多制造業(yè)行業(yè)發(fā)展進(jìn)入衰退期的背景下,將文化行業(yè)作為推動(dòng)中國(guó)經(jīng)濟(jì)發(fā)展的重要引擎之一。文化企業(yè)發(fā)展的實(shí)踐表明,其空間組織形式經(jīng)常呈現(xiàn)出集聚化發(fā)展的特點(diǎn)。文化產(chǎn)業(yè)是知識(shí)密集、資本密集和信息密集型產(chǎn)業(yè),文化企業(yè)的聚集能夠促進(jìn)信息和文化交流,加快創(chuàng)新的商品化,形成強(qiáng)大的集聚和輻射功能,從而提高企業(yè)競(jìng)爭(zhēng)力。但是山東省文化企業(yè)在集群化發(fā)展方面相對(duì)滯后,省內(nèi)各地依托產(chǎn)業(yè)園區(qū)建立的文化企業(yè)集群總體上競(jìng)爭(zhēng)力不強(qiáng),對(duì)地區(qū)經(jīng)濟(jì)的貢獻(xiàn)率不高,這與山東作為一個(gè)文化大省的地位不符。因此,分析山東省文化企業(yè)集群化發(fā)展的狀況和模式,研究提升其競(jìng)爭(zhēng)力的戰(zhàn)略,對(duì)于重塑山東“文化強(qiáng)省”的地位,促進(jìn)地區(qū)經(jīng)濟(jì)發(fā)展和人民文化生活水平提高,具有十分重要的現(xiàn)實(shí)意義。 本文首先對(duì)國(guó)內(nèi)外文化企業(yè)集群化發(fā)展的相關(guān)理論進(jìn)行回顧和綜述,明確研究范圍,總結(jié)理論研究的成果與不足,為后文分析奠定理論基礎(chǔ)。山東省文化企業(yè)發(fā)展具有一定環(huán)境優(yōu)勢(shì),尤其是在政策扶持力度和文化歷史底蘊(yùn)方面,但同時(shí)也存在一定制約因素,主要表現(xiàn)在城鄉(xiāng)二元化所形成的消費(fèi)結(jié)構(gòu)差異和集群內(nèi)部企業(yè)的創(chuàng)新能力不強(qiáng)方面。然后,本文通過(guò)設(shè)計(jì)并使用基于GEM模型的文化企業(yè)集群化發(fā)展的競(jìng)爭(zhēng)力評(píng)價(jià)體系,認(rèn)為山東省目前文化企業(yè)整體競(jìng)爭(zhēng)力,尤其是在相關(guān)專(zhuān)利數(shù)量和質(zhì)量、勞動(dòng)力技能素質(zhì)、產(chǎn)業(yè)內(nèi)部廠商的創(chuàng)新能力等方面的相對(duì)滯后,造成了山東作為文化大省,其企業(yè)集群卻未能進(jìn)入全國(guó)第一梯隊(duì)的局面。本文對(duì)國(guó)內(nèi)外文化企業(yè)集群化發(fā)展較為成功的案例進(jìn)行分析發(fā)現(xiàn),盡管其成功的路徑各不相同,但是在政策制定、人才培養(yǎng)、投資渠道、國(guó)際化等環(huán)節(jié)上的措施對(duì)本研究具有借鑒意義。山東省文化企業(yè)集群化發(fā)展應(yīng)突出區(qū)位優(yōu)勢(shì)和豐厚的歷史文化底蘊(yùn),著力構(gòu)建三大文化聚集區(qū),在區(qū)域內(nèi)部重點(diǎn)發(fā)展環(huán)保、科技附加值高的新型文化業(yè)態(tài),同時(shí)大力完善相關(guān)產(chǎn)業(yè)鏈的構(gòu)建和整合,完善落實(shí)相關(guān)產(chǎn)業(yè)政策,采取多元化籌資策略,大力培養(yǎng)創(chuàng)新性人才,全面提升山東省的文化企業(yè)的凝聚力、競(jìng)爭(zhēng)力和創(chuàng)新力,使之成為全國(guó)重要的區(qū)域性文化中心。
[Abstract]:The level of development of the cultural industry is an important embodiment of the unified development of social material and spiritual civilization, as well as an important symbol of national quality and social progress. Since 21th century, the Chinese government has begun to attach more and more importance to the development of the cultural industry. With the development of many manufacturing industries entering a recession, the cultural industry is regarded as one of the most important engines to promote China's economic development. Cultural industries are knowledge-intensive, capital-intensive and information-intensive. The aggregation of cultural enterprises can promote information and cultural exchanges and accelerate the commercialization of innovation. Forming powerful agglomeration and radiation functions, thus improving the competitiveness of enterprises. However, the cultural enterprises in Shandong Province lag behind in the development of clusters, and the clusters of cultural enterprises built by industrial parks in various parts of the province are not strong in general. The contribution rate to the regional economy is not high, which is not consistent with the status of Shandong as a cultural province. Therefore, this paper analyzes the status and mode of cultural enterprise cluster development in Shandong Province, and studies the strategy to enhance its competitiveness. It is of great practical significance to reshape Shandong's status of "strong cultural province", promote regional economic development and raise the people's cultural living standard. Firstly, this paper reviews and summarizes the related theories of the development of cultural enterprises cluster at home and abroad, clarifies the scope of the research, summarizes the achievements and shortcomings of the theoretical research. The development of cultural enterprises in Shandong Province has certain environmental advantages, especially in policy support and cultural and historical details, but there are also some constraints. It is mainly reflected in the difference of consumption structure formed by urban-rural dualization and the weak innovation ability of enterprises within the cluster. Then, this paper designs and uses the competitiveness evaluation system of cultural enterprises' cluster development based on GEM model. It is believed that the relative lag in the overall competitiveness of cultural enterprises in Shandong Province at present, especially in the quantity and quality of relevant patents, the quality of labor skills, and the innovation ability of manufacturers within the industry, has resulted in Shandong being a large cultural province. This paper analyzes the successful cases of the development of cultural enterprises at home and abroad, and finds out that although the paths of success are different, but in the policy making, talent training, the enterprise cluster has failed to enter the first echelon of the whole country. The measures of investment channel, internationalization and so on have reference significance to this research. The development of cultural enterprise cluster in Shandong Province should highlight the location advantage and rich historical and cultural background, and focus on the construction of three major cultural agglomeration areas. At the same time, we should make great efforts to improve the construction and integration of relevant industrial chains, perfect and implement relevant industrial policies, adopt diversified financing strategies, and vigorously train innovative talents, by focusing on the development of new cultural forms of environmental protection and high added value of science and technology within the region. To promote the cohesion, competitiveness and innovation of cultural enterprises in Shandong Province and make them become important regional cultural centers in China.
