文化產(chǎn)品生產(chǎn)引導(dǎo)及其模式研究

【摘要】:在經(jīng)濟(jì)全球化背景下,文化產(chǎn)品已成為重要的生產(chǎn)要素和財富資源,也已成為各國經(jīng)濟(jì)發(fā)展戰(zhàn)略中的重要因素。加強(qiáng)對文化產(chǎn)品生產(chǎn)的引導(dǎo),更快提升文化產(chǎn)品競爭力,已成為國家競爭的戰(zhàn)略高地。因此研究文化產(chǎn)品生產(chǎn)引導(dǎo)的基本理論,分析文化產(chǎn)品生產(chǎn)引導(dǎo)模式的運行,并提出文化產(chǎn)品生產(chǎn)引導(dǎo)的改進(jìn)對策,具有重要意義。 本文從文化產(chǎn)品、生產(chǎn)引導(dǎo)模式等基本概念分析入手,研究了文化產(chǎn)品生產(chǎn)引導(dǎo)的必要性和作用,探討了文化產(chǎn)品生產(chǎn)引導(dǎo)主體與引導(dǎo)原則,在此基礎(chǔ)上論證了文化產(chǎn)品生產(chǎn)引導(dǎo)模式及其運行,并分析了中國文化產(chǎn)品生產(chǎn)引導(dǎo)的現(xiàn)狀,,提出了中國文化產(chǎn)品生產(chǎn)引導(dǎo)的改進(jìn)對策。通過研究,本文認(rèn)為文化產(chǎn)品生產(chǎn)引導(dǎo)的主體主要包括市場組織、政府組織、學(xué)術(shù)機(jī)構(gòu)、產(chǎn)業(yè)部門、民眾與媒體;在文化產(chǎn)品生產(chǎn)引導(dǎo)中,應(yīng)堅持以尊重市場規(guī)律和市場的資源配置作用為導(dǎo)向,依靠政府出臺政策進(jìn)行宏觀調(diào)控,依托學(xué)術(shù)機(jī)構(gòu)提供的知識、技術(shù)、人才和科技成果等原則;文化產(chǎn)品生產(chǎn)的引導(dǎo)模式分為誘致性模式和強(qiáng)制性模式;目前中國文化產(chǎn)品生產(chǎn)引導(dǎo)模式中存在市場開發(fā)和資源利用不合理、相關(guān)人才缺乏、內(nèi)容創(chuàng)新力不足、評估機(jī)制不健全、知識產(chǎn)權(quán)保護(hù)意識不夠、生產(chǎn)管理體制陳舊等問題;實現(xiàn)文化產(chǎn)品生產(chǎn)引導(dǎo)模式的有效運行,應(yīng)采取提高市場資源配置的作用力、加強(qiáng)人才資源的整合力、強(qiáng)化產(chǎn)品內(nèi)容的創(chuàng)新力、發(fā)揮評估機(jī)制的推動力、增強(qiáng)知識產(chǎn)權(quán)的保護(hù)力、完善管理監(jiān)督的執(zhí)行力等對策。
[Abstract]:Under the background of economic globalization, cultural products have become an important resource factor of production and wealth, has also become an important factor of economic development strategy in the world. To strengthen the cultural production guidance, enhance the cultural competitiveness of products faster, has become a national competition strategy. So the research on the basic theory of high culture production guidance, analysis the production of cultural products to guide the mode of operation, and put forward the improvement measures to guide the production of cultural products, which is of great significance.
This article from the cultural products, starting with the analysis of the basic concepts of production guide mode, studied the necessity and function of cultural production guidance, discusses the production of cultural products to guide the subject and guiding principle, then demonstrate the cultural production and operation guide mode, and analyzes the status quo China production guide cultural products, put forward the improvement countermeasures China culture production guidance. Through the research, this paper argues that cultural production guidance includes market organization, government organizations, academic institutions, industry, public and media; in the production of cultural products guide, should adhere to the resource allocation function of respect market rules and market oriented, rely on Government policies to carry out macro-control, rely on to provide academic knowledge, technology, talent and technological achievements principle; cultural production guidance mode is divided into Inductive mode and mandatory mode; currently China cultural products to guide the market development and utilization of resources was not reasonable existence mode, lack of relevant personnel, lack of innovation capacity, evaluation mechanism is not perfect, the awareness of intellectual property protection is not enough, the problem of production management system to achieve the production of cultural products obsolete; guide the effective mode of operation, should be taken to improve the the force of market allocation of resources, strengthen the integration of human resources, strengthen product innovation, play evaluation mechanism of driving force, enhance the protection of intellectual property rights, improve the management and supervision of the execution and so on.
