【摘要】：文化產(chǎn)業(yè)是高新技術(shù)產(chǎn)業(yè)，是人類在面臨各種危機和壓力的情況下，探索出的一條具有可持續(xù)發(fā)展道路的綠色朝陽產(chǎn)業(yè)。正是文化產(chǎn)業(yè)的可持續(xù)性，使得越來越多的國家和地區(qū)將其作為國家和地區(qū)未來發(fā)展的支柱產(chǎn)業(yè)，并對文化產(chǎn)業(yè)的發(fā)展給予積極的政策和財政支持。國家和地區(qū)文化產(chǎn)業(yè)的繁榮發(fā)展，，不僅解決了該國家和地區(qū)勞動力就業(yè)的問題，同時也進一步提升了該國家和地區(qū)在國際競爭中的“軟實力”。文化產(chǎn)業(yè)屬于公共產(chǎn)品屬性，其產(chǎn)品具有很強的外部性，根據(jù)公共產(chǎn)品理論以及國外實踐經(jīng)驗來看，文化產(chǎn)業(yè)的繁榮與發(fā)展，都離不開政府的財稅扶持。 隨著經(jīng)濟的發(fā)展，我國文化產(chǎn)業(yè)的發(fā)展水平明顯落后于經(jīng)濟的發(fā)展水平，且兩者之間的差距還在逐年的增大。近年來，文化產(chǎn)業(yè)的發(fā)展正逐步的受到政府相關(guān)部分和學(xué)術(shù)界的廣泛支持和關(guān)注，經(jīng)濟發(fā)展與文化發(fā)展的不協(xié)調(diào)不僅影響我國政治、經(jīng)濟、文化、社會四位一體的中國特色社會主義體系建設(shè)，同時也不利于社會公平的實現(xiàn)。另外，隨著我國加入世貿(mào)組織，各個領(lǐng)域的逐步開放，文化產(chǎn)業(yè)建設(shè)和發(fā)展的作用日益突出，并已成為衡量一個國家綜合國力的重要指標(biāo)。特別是在全球爆發(fā)金融危機的大背景下，文化產(chǎn)業(yè)的發(fā)展卻逆市飄紅，一度成為支撐我國經(jīng)濟發(fā)展的支柱產(chǎn)業(yè)之一。由此可見，文化產(chǎn)業(yè)的發(fā)展對一國經(jīng)濟發(fā)展的重要性。 隨著我國經(jīng)濟的快速發(fā)展，財政收入的逐年提高，我國政府已經(jīng)具備加大對文化產(chǎn)業(yè)投入的財政實力，但在財政投入的實際操作過程中，財稅政策不完善、資金使用效率不高等問題仍然制約著文化產(chǎn)業(yè)的發(fā)展。究其原因，在于我國文化產(chǎn)業(yè)發(fā)展的起步較晚，20世紀(jì)90年代才出現(xiàn)與其相關(guān)的理論研究，直到現(xiàn)在人們對文化產(chǎn)業(yè)的認(rèn)識仍是比較模糊，在對文化產(chǎn)業(yè)的界定和分類上存在諸多分歧，尤其是缺乏在產(chǎn)業(yè)發(fā)展過程中政府和市場如何定位的研究。因此，要使我國文化產(chǎn)業(yè)發(fā)展成為國民支柱型產(chǎn)業(yè)，科學(xué)合理的制定支持文化產(chǎn)業(yè)發(fā)展的財稅政策、明確政府與市場的職責(zé)所在顯得尤為重要。 本文運用文獻研究、比較分析法和規(guī)范研究相結(jié)合的方法，并依據(jù)財政政策和文化產(chǎn)業(yè)相關(guān)理論研究，系統(tǒng)的闡述了文化產(chǎn)業(yè)發(fā)展需要財政支持的理論依據(jù)和財政支持文化產(chǎn)業(yè)發(fā)展的動力所在；又從文化產(chǎn)業(yè)自身存在的問題、市場發(fā)展環(huán)境方面的問題和政府支持引導(dǎo)方面的問題三方面系統(tǒng)的論述了制約我國文化產(chǎn)業(yè)發(fā)展的重要因素；并引入美法兩國政府如何運用財稅政策支持本國文化產(chǎn)業(yè)發(fā)展的經(jīng)驗，以及可借鑒之處的總結(jié)，提出我國財政支持文化產(chǎn)業(yè)發(fā)展過程中存在的問題，并從本國的現(xiàn)有國情出發(fā)，以政府的財政支持政策為論文的著力點，對我國財政如何更好的支持文化產(chǎn)業(yè)的發(fā)展做出了自己獨到的見解，提出了自己的對策和建議。 本文的創(chuàng)新之處在于：通過財政支持文化產(chǎn)業(yè)發(fā)展的現(xiàn)實意義出發(fā)，揭示出文化產(chǎn)業(yè)需要財政支持的理論基礎(chǔ)和現(xiàn)實依據(jù)，總結(jié)出影響制約我國文化產(chǎn)業(yè)發(fā)展的因素，并通過分析國內(nèi)外政府和研究學(xué)者對財政支持文化產(chǎn)業(yè)發(fā)展路徑的基礎(chǔ)之上，結(jié)合我國現(xiàn)有的國情和當(dāng)前財政支持文化產(chǎn)業(yè)的實踐，以財政政策為著力點，提出自己對財政支持文化產(chǎn)業(yè)發(fā)展的政策建議為我國文化產(chǎn)業(yè)的大繁榮、大發(fā)展，做出相應(yīng)的貢獻。
[Abstract]:The cultural industry is a high - tech industry , which is a green sunrise industry with sustainable development path . It is the sustainable development of the cultural industry , which makes it a pillar industry for the future development of the country and the region . The prosperity and development of the national and regional cultural industry will not only solve the problem of labor employment in the country and the region , but also improve the " soft power " of the country and the region in international competition . With the development of economy , the development level of Chinese cultural industry lags behind the level of economic development , and the gap between them is increasing year by year . In recent years , the development of cultural industry is gradually being supported and paid attention to by relevant parts of government and academic circle . With the rapid development of our country economy and the year - by - year increase of financial revenue , our government has already had the financial strength to invest in the cultural industry . However , in the course of the actual operation of the financial input , the problem of financial and taxation policy is not perfect , the use efficiency of funds is not high , which still restricts the development of the cultural industry . Based on the theory of financial policy and cultural industry , the paper expounds the theoretical basis and the financial support of the development of cultural industry , and introduces how to use fiscal and taxation policies to support the development of cultural industry in our country . Based on the practical significance of financial support of cultural industry development , this paper reveals the theoretical foundation and realistic basis of financial support for cultural industry , summarizes the factors that influence the development of cultural industry in China .
