文章摘要：醫(yī)藥流通領(lǐng)域商業(yè)賄賂行為是企業(yè)漠視商業(yè)倫理和社會(huì)責(zé)任缺失的表現(xiàn),反映出當(dāng)前市場(chǎng)經(jīng)濟(jì)秩序存在深層次問題,亟待通過改革加以調(diào)整。該文從經(jīng)濟(jì)倫理角度分析了醫(yī)藥流通領(lǐng)域商業(yè)賄賂行為的成因,認(rèn)為企業(yè)內(nèi)部疏于管控、管理層社會(huì)責(zé)任意識(shí)淡薄是導(dǎo)致商業(yè)賄賂的直接原因,＂以藥養(yǎng)醫(yī)＂衛(wèi)生體制是造成醫(yī)藥流通領(lǐng)域商業(yè)賄賂盛行的根源。建立和維護(hù)公正的市場(chǎng)經(jīng)濟(jì)秩序需要各方共同努力,企業(yè)要強(qiáng)化商業(yè)倫理和社會(huì)責(zé)任意識(shí),規(guī)范經(jīng)營行為;監(jiān)管部門要依法強(qiáng)化監(jiān)管,嚴(yán)懲違規(guī)行為;行業(yè)協(xié)會(huì)要建立行業(yè)倫理和社會(huì)責(zé)任標(biāo)準(zhǔn),引導(dǎo)企業(yè)自律。

Abstr：The commercial bribery behavior in the pharmaceutical circulation field is the manifestation of enterprises for neglecting the business ethics and social responsibility and reflects the deep-seated problems existing in the current market economy order,which ur- gently demands to be rectified through reform. This paper analyzes the causes of commercial bribery from the perspective of business ethics. It is considered that neglecting the internal control and the weak awareness of corporation social responsibility（CSR） are the di- rect causes leading to the commercial bribery, and the health system of drug- maintaining- medicine is the root source giving rise to the commercial bribery prevailing. The establishment and maintenance of fair market economy order require the joint efforts of relevant parties, enterprises should strengthen the awareness of business ethics and CSR and standardize the business behaviors; the supervision departments should severely punish the illegal behaviors;the industrial associations should establish the industrial ethical and social responsibility standards,and guide the enterprise self- discipline.
