【摘要】：供給側(cè)結(jié)構(gòu)性改革,就是要用改革的辦法來推進經(jīng)濟結(jié)構(gòu)調(diào)整,實質(zhì)仍是實現(xiàn)經(jīng)濟發(fā)展方式的轉(zhuǎn)換。當前,中國經(jīng)濟發(fā)展中出現(xiàn)的供給體系質(zhì)量不高和效率低下問題,與政府職能轉(zhuǎn)變不到位有密切關(guān)系,政府過度參與微觀資源配置活動,一定程度上加劇了供給側(cè)結(jié)構(gòu)性失衡。只有從轉(zhuǎn)變政府職能入手,處理好政府與市場關(guān)系,發(fā)揮政府引導(dǎo)、企業(yè)主體和市場決定性作用,深入推進供給側(cè)結(jié)構(gòu)性改革,才能從根本上轉(zhuǎn)變經(jīng)濟發(fā)展方式。
[Abstract]:Supply-side structural reform is to promote economic structural adjustment by means of reform, and the essence is still to realize the transformation of economic development mode. At present, the problems of low quality and low efficiency of supply system in China's economic development are closely related to the inadequate transformation of government functions. The excessive participation of the government in micro-resource allocation activities to a certain extent aggravates the supply-side structural imbalance. Only by changing the functions of the government, handling the relationship between the government and the market, giving full play to the guiding role of the government, the decisive role of the main body of the enterprise and the market, and deeply promoting the supply-side structural reform, can we fundamentally change the mode of economic development.
