【摘要】：內蒙古作為國家重要的能源基地,2003年以來經濟增長速度連續(xù)領跑全國。在近十年經濟快速增長中,在能源優(yōu)勢逐步轉化為經濟增長優(yōu)勢的過程中,能源消費結構卻呈現(xiàn)出了很大程度的不均衡,“一煤獨大”并且以化石能源為主的能源消費結構,使內蒙古自治區(qū)面臨越來越大的氣候環(huán)境壓力,嚴重影響地區(qū)產業(yè)均衡分布和產業(yè)轉型,同時給內蒙古的經濟、社會、環(huán)境未來的可持續(xù)發(fā)展帶來了諸多不利影響；因此,為了促進本地區(qū)的可持續(xù)發(fā)展和民族地區(qū)人民生活水平的提高,結合內蒙古能源消費結構均衡程度的現(xiàn)狀,研究優(yōu)化能源消費結構的措施就變的勢在必行。 本文以可持續(xù)發(fā)展理論、增長極限理論為基礎,結合能源經濟學相關理論,以內蒙古自治區(qū)2001至2012年能源消費數(shù)據(jù)和內蒙古能源消費結構的現(xiàn)狀為研究對象,利用均衡度和優(yōu)勢度對十二年間內蒙古的能源消費結構變動趨勢進行測度,并運用主成分分析法對能源消費結構的諸多影響因素進行篩選,得出結論：十二年間,內蒙古能源消費信息熵、均衡度和優(yōu)勢度呈現(xiàn)出階段性變化,雖然在近三年(2010-2012)有一定的反復,但是能源消費結構總體態(tài)勢是在向更加均衡、合理的方向演化�；谶@樣一種現(xiàn)狀,本文歸納影響內蒙古能源消費結構的因素主要包括：內蒙古經濟發(fā)展的產業(yè)結構分布以及內蒙古能源生產結構的分布情況。除此之外,內蒙古能源消費能力和能源生產總量,對自治區(qū)能源消費結構也有一定的影響。進而站在地區(qū)經濟可持續(xù)發(fā)展的角度對調整內蒙古能源消費結構給出建議,提出能源優(yōu)勢換取經濟發(fā)展優(yōu)勢的可行性,強調在促進煤炭清潔生產的基礎上,中、長期還要努力尋找更多清潔、高效的替代能源,通過加大開發(fā)可再生能源,轉變產業(yè)結構,加快產業(yè)升級與合作等措施,不斷平衡能源消費結構,使內蒙古所具備的各種能源優(yōu)勢持續(xù)助力經濟發(fā)展,最終實現(xiàn)富民強區(qū)的目標。
[Abstract]:Inner Mongolia, as an important national energy base, has led the country in economic growth since 2003. In the course of rapid economic growth in the past ten years, in the process of gradually transforming energy advantage into economic growth advantage, the energy consumption structure has shown a great degree of imbalance. "one coal is dominant" and the energy consumption structure is dominated by fossil energy. It makes Inner Mongolia Autonomous region face more and more pressure of climate and environment, which seriously affects the balanced distribution of regional industry and industrial transformation, and brings many adverse effects to the sustainable development of economy, society and environment in Inner Mongolia in the future. Therefore, in order to promote the sustainable development of the region and improve the living standards of the people in ethnic minority areas, combined with the present situation of the balance of energy consumption structure in Inner Mongolia, it is imperative to study the measures to optimize the energy consumption structure. Based on the theory of sustainable development and the theory of growth limit, combined with the related theories of energy economics, this paper takes the energy consumption data of Inner Mongolia Autonomous region from 2001 to 2012 and the present situation of energy consumption structure in Inner Mongolia as the research object. Using equilibrium degree and dominance degree to measure the changing trend of energy consumption structure in Inner Mongolia in the past 12 years, and using principal component analysis to screen many influencing factors of energy consumption structure, it is concluded that in the past 12 years, The information entropy, equilibrium and dominance of energy consumption in Inner Mongolia show phased changes. Although there have been some repeated changes in the past three years (2010 / 2012), the overall situation of energy consumption structure is in a more balanced and reasonable direction. Based on this kind of present situation, this paper summarizes the factors that affect the energy consumption structure of Inner Mongolia, including the industrial structure distribution of Inner Mongolia's economic development and the distribution of Inner Mongolia energy production structure. In addition, Inner Mongolia's energy consumption capacity and total energy production also have a certain impact on the energy consumption structure of the autonomous region. From the point of view of sustainable development of regional economy, this paper puts forward some suggestions on adjusting the energy consumption structure of Inner Mongolia, puts forward the feasibility of exchanging energy advantages for economic development advantages, and emphasizes on the basis of promoting cleaner coal production. In the long run, efforts should be made to find more clean and efficient alternative energy sources, and to constantly balance the energy consumption structure by increasing the development of renewable energy, changing the industrial structure, speeding up industrial upgrading and cooperation, and so on. So that Inner Mongolia has a variety of energy advantages to continue to contribute to economic development, and finally achieve the goal of enriching the people and strengthening the area.
