【摘要】：我國現(xiàn)階段民營經(jīng)濟是中國改革開放的必然產(chǎn)物,其存在是現(xiàn)階段生產(chǎn)力水平的客觀要求,是社會主義生產(chǎn)目的的客觀需要,對我國國民經(jīng)濟的發(fā)展起到重要促進作用,因此其存在是有客觀上的必然性的。雖然我國現(xiàn)階段的民營經(jīng)濟是具有資本主義性質的經(jīng)濟,但是它生長在社會主義初級階段這個社會主義大環(huán)境下,對社會主義經(jīng)濟建設有著重要的推動作用。我國現(xiàn)階段民營經(jīng)濟依賴于公有制經(jīng)濟的發(fā)展而壯大,其原始積累和雇傭勞動關系具有社會主義特點。福建省民營經(jīng)濟經(jīng)過多年快速發(fā)展,其經(jīng)濟總量不斷提高,產(chǎn)業(yè)結構不斷優(yōu)化,福建民營經(jīng)濟在福建經(jīng)濟發(fā)展中的作用日益突出。研究福建省民營經(jīng)濟發(fā)展中的問題和對策對于福建經(jīng)濟的發(fā)展有著十分重大的意義。近年來,福建民營經(jīng)濟取得了不菲的成績,在拉動社會投資、擴大經(jīng)濟規(guī)模、增加社會就業(yè)、推進外貿出口、增加財政收入等方面做出積極的貢獻。通過實證分析,進一步驗證了福建省民營經(jīng)濟的發(fā)展有利于福建省經(jīng)濟的發(fā)展。福建民營經(jīng)濟在其發(fā)展的過程中也遇到了不少制約其發(fā)展的問題。這些問題包括以下八點內容:市場準入門檻高、稅收待遇不平等、融資難、家族管理模式的弊端、忽略企業(yè)文化內涵、缺乏自主創(chuàng)新、缺乏優(yōu)秀的人才隊伍、民營企業(yè)產(chǎn)業(yè)結構不合理。福建省政府和民營企業(yè)需要一起解決這些制約民營經(jīng)濟發(fā)展的問題,為民營經(jīng)濟的進一步發(fā)展注入活力,具體措施有以下八點:放寬市場準入,消除歧視政策;加快稅收體制改革,制定公平的稅收政策;拓寬民營經(jīng)濟的融資渠道;推進家族管理模式創(chuàng)新;加強企業(yè)文化的建設;加快企業(yè)自主創(chuàng)新的步伐;完善人才管理制度;推動民營經(jīng)濟產(chǎn)業(yè)結構升級。通過以上措施的實施,進一步發(fā)揮民營企業(yè)的活力,促進民營經(jīng)濟健康持續(xù)發(fā)展。
[Abstract]:At present, the private economy of our country is the inevitable product of China's reform and opening up, its existence is the objective requirement of the level of productive forces at the present stage, it is the objective need of the purpose of socialist production, and plays an important role in promoting the development of our national economy. Therefore, its existence is objectively inevitable. Although the private economy of our country is a capitalist economy at the present stage, it grows in the socialist environment of the primary stage of socialism and plays an important role in promoting the construction of socialist economy. At present, the private economy in our country depends on the development of public ownership economy, and its primitive accumulation and wage labor relationship have socialist characteristics. After years of rapid development, the total economic volume of Fujian's private economy has been continuously improved, and its industrial structure has been constantly optimized. Fujian's private economy plays an increasingly prominent role in Fujian's economic development. It is of great significance for the development of Fujian economy to study the problems and countermeasures in the development of private economy in Fujian Province. In recent years, Fujian private economy has made great achievements, and has made positive contributions to stimulating social investment, expanding economic scale, increasing social employment, promoting foreign trade exports, increasing fiscal revenue and so on. Through empirical analysis, it is further verified that the development of private economy in Fujian Province is conducive to the development of Fujian economy. In the process of its development, Fujian private economy has also encountered many problems that restrict its development. These problems include the following eight points: high threshold of market access, unequal tax treatment, difficulty in financing, malpractice of family management model, neglect of corporate culture connotation, lack of independent innovation, lack of excellent talent team, The industrial structure of private enterprises is unreasonable. Fujian provincial government and private enterprises need to solve these problems that restrict the development of private economy and inject vitality into the further development of private economy. The specific measures are as follows: relaxing market access and eliminating discrimination policy; Speed up the reform of tax system, formulate fair tax policy, broaden the financing channels of private economy, promote the innovation of family management mode, strengthen the construction of enterprise culture, speed up the pace of independent innovation of enterprises, perfect the talent management system, and promote the innovation of family management mode. We will promote the upgrading of the industrial structure of the private economy. Through the implementation of the above measures, we will further give full play to the vitality of private enterprises and promote the healthy and sustainable development of private economy.
