【摘要】：從創(chuàng)新政策概念和內(nèi)涵出發(fā),分析了中國(guó)創(chuàng)新政策的研究概況,并以此為基礎(chǔ),從政策分析視角,通過構(gòu)建政策生命周期模型,研究了中國(guó)創(chuàng)新政策演變的過程、模式及周期性規(guī)律。結(jié)果表明,中國(guó)創(chuàng)新政策的問題、目標(biāo)、內(nèi)容和特征呈現(xiàn)動(dòng)態(tài)演化機(jī)制;創(chuàng)新政策模式演變體現(xiàn)了全社會(huì)對(duì)科技創(chuàng)新范式的更迭;中國(guó)的創(chuàng)新政策經(jīng)歷了科技管理的市場(chǎng)化改革階段、自主創(chuàng)新戰(zhàn)略及其實(shí)施階段、科技創(chuàng)新治理現(xiàn)代化階段3個(gè)主要發(fā)展階段,并呈現(xiàn)出快速及時(shí)、自發(fā)調(diào)整、修正完善的演變過程,從而快速實(shí)現(xiàn)生命周期循環(huán)更新的獨(dú)特模式;中國(guó)的創(chuàng)新政策演變呈現(xiàn)出重大創(chuàng)新政策的連續(xù)性、政策生命周期呈縮短趨勢(shì)和政策層級(jí)差異性等特征。
[Abstract]:Starting from the concept and connotation of innovation policy, this paper analyzes the research situation of innovation policy in China, and on this basis, from the perspective of policy analysis, studies the evolution process of innovation policy in China through the construction of policy life cycle model. Pattern and periodicity law. The results show that the problems, objectives, contents and characteristics of China's innovation policy show a dynamic evolution mechanism, and the evolution of innovation policy model reflects the change of scientific and technological innovation paradigm in the whole society. China's innovation policy has gone through three main development stages: the marketization reform stage of science and technology management, the strategy of independent innovation and its implementation, and the modernization stage of science and technology innovation governance, and has shown rapid, timely and spontaneous adjustment. Revise the perfect evolution process, so as to quickly realize the unique model of life cycle renewal; The evolution of innovation policy in China shows the continuity of major innovation policy, the shortening trend of policy life cycle and the difference of policy level.
