成渝經(jīng)濟(jì)區(qū)投資環(huán)境評(píng)估研究

【摘要】：隨著世界經(jīng)濟(jì)一體化逐漸加強(qiáng)和經(jīng)濟(jì)活動(dòng)國際化不斷深入的趨勢(shì)，國與國之間的經(jīng)濟(jì)聯(lián)系已不再集中于傳統(tǒng)的流通領(lǐng)域，而是向生產(chǎn)等領(lǐng)域擴(kuò)展。十一屆三中全會(huì)以來，隨著我國經(jīng)濟(jì)的迅速發(fā)展和改革開放方針的貫徹實(shí)施，吸引了越來越多的外商前來投資，而伴隨著投資的增加，，地區(qū)經(jīng)濟(jì)也紛紛跨上一個(gè)新的臺(tái)階。于是當(dāng)下，各地地方政府更是把招商引資作為促進(jìn)當(dāng)?shù)亟?jīng)濟(jì)發(fā)展的重大舉措之一。 成渝經(jīng)濟(jì)區(qū)作為我國西部地區(qū)重要的人口、城鎮(zhèn)、產(chǎn)業(yè)集聚區(qū)，在引領(lǐng)我國西部地區(qū)加快發(fā)展，提升內(nèi)陸開放水平，增強(qiáng)國家綜合實(shí)力等方面起到重要的支撐作用，在我國經(jīng)濟(jì)社會(huì)發(fā)展中具有非常重要的戰(zhàn)略地位。成渝經(jīng)濟(jì)區(qū)作為西部地區(qū)的領(lǐng)跑者，雖然在利用外資方面呈逐年上升的良好趨勢(shì)，但是與國內(nèi)投資環(huán)境良好的經(jīng)濟(jì)區(qū)還有很大的差距（圖1-1）。因此，文章以成渝經(jīng)濟(jì)區(qū)的投資環(huán)境作為研究對(duì)象對(duì)促進(jìn)該經(jīng)濟(jì)區(qū)、西部乃至我國的經(jīng)濟(jì)發(fā)展具有重大的理論意義和現(xiàn)實(shí)意義。 文章在分析投資環(huán)境主要影響因素的基礎(chǔ)上，本著重要性、可比性、科學(xué)性、系統(tǒng)性、動(dòng)態(tài)性、可測(cè)性的原則，建立了較全面的指標(biāo)體系評(píng)價(jià)成渝經(jīng)濟(jì)區(qū)投資環(huán)境的整體優(yōu)劣及經(jīng)濟(jì)區(qū)內(nèi)差異，分別從經(jīng)濟(jì)環(huán)境因素、基礎(chǔ)設(shè)施因素、社會(huì)環(huán)境因素和政府行政因素等四個(gè)方面進(jìn)行分析評(píng)價(jià)。 通過對(duì)比成渝經(jīng)濟(jì)區(qū)2011年與長三角經(jīng)濟(jì)區(qū)、全國的平均水平在經(jīng)濟(jì)環(huán)境、基礎(chǔ)設(shè)施建設(shè)、社會(huì)環(huán)境等方面的數(shù)據(jù)，可知成渝經(jīng)濟(jì)區(qū)的投資環(huán)境總體落后于長三角經(jīng)濟(jì)區(qū)。成渝經(jīng)濟(jì)區(qū)投資環(huán)境較長三角經(jīng)濟(jì)區(qū)差的因素主要是經(jīng)濟(jì)發(fā)展水平比較低、產(chǎn)業(yè)結(jié)構(gòu)不合理，基礎(chǔ)設(shè)施薄弱，科教落后于長三角經(jīng)濟(jì)區(qū)以至于勞動(dòng)力素質(zhì)有待提高等。因此，要改善成渝經(jīng)濟(jì)區(qū)的投資環(huán)境，應(yīng)該從調(diào)整產(chǎn)業(yè)結(jié)構(gòu)，加強(qiáng)基礎(chǔ)設(shè)施建設(shè)，改善居民生活條件，加大科技扶持力度，提高勞動(dòng)者素質(zhì)上著手。 通過運(yùn)用主成分分析法對(duì)成渝經(jīng)濟(jì)區(qū)內(nèi)部各城市、區(qū)縣2011年各個(gè)要素的數(shù)據(jù)進(jìn)行分析，得出成渝經(jīng)濟(jì)區(qū)各城市、區(qū)縣的各要素排名和綜合排名，從而可知成渝經(jīng)濟(jì)區(qū)內(nèi)部投資環(huán)境存在嚴(yán)重的非均衡性，成都、重慶主城的“雙核”地位十分突出，遠(yuǎn)遠(yuǎn)優(yōu)于周邊的區(qū)縣。此外，還推斷出經(jīng)濟(jì)環(huán)境因素和基礎(chǔ)設(shè)施因素對(duì)于一個(gè)地區(qū)投資環(huán)境的影響力顯著突出。因此要改善一個(gè)地區(qū)的投資環(huán)境，首要的工作就是提升經(jīng)濟(jì)環(huán)境因素和基礎(chǔ)設(shè)施因素這兩個(gè)因素的水平。
[Abstract]:With the trend of gradually strengthening the integration of the world economy and deepening the internationalization of economic activities, the economic relations between countries are no longer concentrated in the traditional circulation field, but expand to the fields of production and so on. Since the third Plenary session of the 11th CPC Central Committee, with the rapid development of China's economy and the implementation of the policy of reform and opening up, more and more foreign investors have been attracted to invest, and with the increase of investment, the regional economy has also stepped to a new level. Therefore, at present, local governments regard attracting investment as one of the major measures to promote local economic development. As an important population, town and industrial agglomeration area in the western region of China, Chengdu-Chongqing Economic Zone plays an important supporting role in leading the western region of China to speed up development, improve the level of inland opening, and enhance the comprehensive strength of the country. It plays a very important strategic role in the economic and social development of our country. As the leader in the western region, Chengdu-Chongqing Economic Zone has a good trend of increasing its utilization of foreign capital year by year, but it is still very different from the economic zone with a good domestic investment environment (Fig. 1 / 1). Therefore, it is of great theoretical and practical significance to take the investment environment of Chengdu-Chongqing Economic Zone as the research object to promote the economic development of the economic zone, the western region and even China. Based on the analysis of the main influencing factors of the investment environment, this paper is based on the principles of importance, comparability, science, systematicness, dynamics and testability. A more comprehensive index system is established to evaluate the overall advantages and disadvantages of the investment environment and the differences within the economic zone in Chengdu-Chongqing Economic Zone, and the economic environment factors, infrastructure factors, social environment factors and government administrative factors are analyzed and evaluated respectively. By comparing the data of economic environment, infrastructure construction and social environment between Chengdu-Chongqing Economic Zone and Yangtze River Delta Economic Zone in 2011, it can be seen that the investment environment of Chengdu-Chongqing Economic Zone generally lags behind that of Yangtze River Delta Economic Zone. The main factors of the poor investment environment in Chengdu-Chongqing Economic Zone are that the level of economic development is relatively low, the industrial structure is unreasonable, the infrastructure is weak, science and education lag behind the Yangtze River Delta Economic Zone, and the quality of labor force needs to be improved. Therefore, in order to improve the investment environment of Chengdu-Chongqing Economic Zone, we should adjust the industrial structure, strengthen the construction of infrastructure, improve the living conditions of residents, increase the intensity of scientific and technological support, and improve the quality of workers. By using principal component analysis to analyze the data of each element of cities and counties in Chengdu-Chongqing Economic Zone in 2011, the ranking and comprehensive ranking of the elements of cities and counties in Chengdu-Chongqing Economic Zone are obtained. Therefore, it can be seen that there is a serious imbalance in the internal investment environment of Chengdu-Chongqing Economic Zone. Chengdu and Chongqing's main city have a very prominent "double-core" position, which is far better than the surrounding districts and counties. In addition, it is inferred that the influence of economic environment factors and infrastructure factors on a regional investment environment is significantly prominent. Therefore, in order to improve the investment environment of a region, the first task is to improve the level of economic environment factors and infrastructure factors.
