園區(qū)循環(huán)化改造的基本路徑設(shè)計

【摘要】:園區(qū)是產(chǎn)業(yè)發(fā)展的集聚區(qū),也是能源資源消耗和污染物產(chǎn)生排放的集中區(qū),迫切需要開展循環(huán)化改造,切實提高園區(qū)的資源產(chǎn)出率,促進園區(qū)生態(tài)環(huán)境和經(jīng)濟效益提升,,實現(xiàn)綠色循環(huán)低碳轉(zhuǎn)型發(fā)展。 本文通過對已實施循環(huán)化改造的園區(qū)進行深入調(diào)研分析,分析了不同園區(qū)循環(huán)化改造的路徑設(shè)計方案,結(jié)合國內(nèi)外生態(tài)工業(yè)園區(qū)和循環(huán)經(jīng)濟園區(qū)的發(fā)展經(jīng)驗及相關(guān)研究成果,設(shè)計提出了我國園區(qū)循環(huán)化改造的基本路徑框架、主要任務及方法手段、評價體系,并以安徽銅陵經(jīng)濟技術(shù)開發(fā)區(qū)為例進行實證研究。全文研究內(nèi)容如下: (1)對國家循環(huán)化改造園區(qū)進行深入調(diào)研,總結(jié)分析出園區(qū)循環(huán)化改造的關(guān)鍵影響因素,并據(jù)此設(shè)計提出園區(qū)循環(huán)化改造的基本路徑框架。 (2)引入PEST、SWOT、物質(zhì)流分析三種方法對園區(qū)進行潛力識別,研究提出這三種方法在園區(qū)循環(huán)化改造中的應用框架及方法。 (3)提出了園區(qū)循環(huán)化改造的具體任務,促進園區(qū)趨同“橫向耦合、縱向延伸、循環(huán)鏈接”發(fā)展。 (4)分析了銅陵經(jīng)開區(qū)循環(huán)化改造的宏微觀環(huán)境,對其中銅及伴生資源循環(huán)產(chǎn)業(yè)鏈、精細化工資源循環(huán)產(chǎn)業(yè)鏈等核心產(chǎn)業(yè)鏈進行物質(zhì)代謝研究,對經(jīng)開區(qū)進行園區(qū)循環(huán)化改造的潛力進行了有效識別。 通過實證研究表明,經(jīng)開區(qū)循環(huán)化改造的總體績效水平呈現(xiàn)上升趨勢,取得了良好的經(jīng)濟效益、社會效益和環(huán)境效益。
[Abstract]:The park is not only a gathering area for industrial development, but also a concentrated area for the consumption of energy resources and the discharge of pollutants. It is urgent to carry out recycling transformation, effectively improve the output rate of resources in the park, and promote the ecological environment and economic benefits of the park. Realize the green cycle low carbon transformation development. Based on the in-depth investigation and analysis of the parks that have implemented circular transformation, this paper analyzes the path design schemes of recycling transformation of different parks, combined with the development experience and related research results of eco-industrial parks and circular economy parks at home and abroad. The basic path framework, main tasks and methods and evaluation system of circular transformation of parks in China are designed and put forward, and an empirical study is carried out with Tongling Economic and technological Development Zone in Anhui Province as an example. The research contents of this paper are as follows: (1) the national circular transformation park is deeply investigated, the key influencing factors of the park recycling transformation are summarized and analyzed, and the basic path framework of the park recycling transformation is designed and put forward. (2) three methods of PEST,SWOT, material flow analysis are introduced to identify the potential of the park, and the application framework and method of these three methods in the circular transformation of the park are studied and put forward. (3) the concrete task of circular transformation of park is put forward to promote the development of "horizontal coupling, longitudinal extension and circular link" of park convergence. (4) the macro and micro environment of recycling transformation in Tongling is analyzed, and the material metabolism of the core industrial chains, such as copper and associated resources circular industrial chain and fine chemical resource circular industrial chain, is studied. The potential of circular transformation of the park in Jingkai area is effectively identified. The empirical study shows that the overall performance level of circular transformation in open area shows an upward trend, and good economic, social and environmental benefits have been obtained.
