【摘要】：十八屆三中全會(huì)提出中國需要更有效率、更公平、更可持續(xù)的發(fā)展，然而，中國現(xiàn)在的發(fā)展模式是不平衡不協(xié)調(diào)不可持續(xù)的。因此，我們需要一個(gè)低碳的經(jīng)濟(jì)發(fā)展模式，一定要更高效率、更加公平、更可持續(xù)。目前，發(fā)展低碳經(jīng)濟(jì)已經(jīng)刻不容緩，因?yàn)槲覀兊厍颦h(huán)境已經(jīng)遭到嚴(yán)重破壞。我國的低碳經(jīng)濟(jì)發(fā)展水平亟待提高，實(shí)現(xiàn)控制溫室氣體排放行動(dòng)目標(biāo)有利于推進(jìn)我國的生態(tài)文明和“美麗中國”的建設(shè)。內(nèi)蒙古作為能源大省，在低碳經(jīng)濟(jì)發(fā)展中存在著比其他地區(qū)更多的問題，如產(chǎn)業(yè)結(jié)構(gòu)不合理、能源使用效率低、技術(shù)水平低下以及生態(tài)環(huán)境破壞嚴(yán)重等，這些問題迫使內(nèi)蒙古需要不斷的努力發(fā)展低碳經(jīng)濟(jì)。內(nèi)蒙古在低碳經(jīng)濟(jì)發(fā)展中有豐富的自然資源，在有效利用自然資源的基礎(chǔ)上，推廣技術(shù)創(chuàng)新、優(yōu)化能源結(jié)構(gòu)、調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、發(fā)展清潔能源、加快生態(tài)系統(tǒng)建設(shè)、完善相關(guān)考核指標(biāo)體系及倡導(dǎo)低碳生活等。 本文結(jié)合了定性和定量分析方法對(duì)內(nèi)蒙古的低碳經(jīng)濟(jì)發(fā)展水平進(jìn)行了詳細(xì)的分析，運(yùn)用綜合指數(shù)法評(píng)價(jià)了內(nèi)蒙古低碳經(jīng)濟(jì)的發(fā)展水平。同時(shí)借鑒了發(fā)達(dá)地區(qū)發(fā)展低碳經(jīng)濟(jì)的相關(guān)經(jīng)驗(yàn)，結(jié)合內(nèi)蒙古目前的發(fā)展?fàn)顩r提出了內(nèi)蒙古發(fā)展低碳經(jīng)濟(jì)的對(duì)策建議。 本文分為五部分。第一部分介紹了國內(nèi)外低碳經(jīng)濟(jì)的評(píng)價(jià)概況、內(nèi)蒙古發(fā)展低碳經(jīng)濟(jì)的現(xiàn)實(shí)必要性。第二部分介紹了低碳經(jīng)濟(jì)概念的界定和理論基礎(chǔ)。第三部分對(duì)內(nèi)蒙古的碳排放規(guī)模、碳排放效率、碳排放結(jié)構(gòu)及碳排放影響因素等進(jìn)行統(tǒng)計(jì)分析，并分別與全國的平均水平進(jìn)行比較。第四部分對(duì)內(nèi)蒙古的低碳經(jīng)濟(jì)發(fā)展水平進(jìn)行實(shí)證分析，，先是確定相關(guān)原則，再從社會(huì)、經(jīng)濟(jì)、能源、技術(shù)及環(huán)境五個(gè)方面構(gòu)建低碳經(jīng)濟(jì)的評(píng)價(jià)指標(biāo)體系，總共選出了20個(gè)指標(biāo)，通過這20個(gè)指標(biāo)時(shí)間序列的縱向進(jìn)行對(duì)比，再與全國的各項(xiàng)指標(biāo)的橫向進(jìn)行對(duì)比，用綜合法評(píng)價(jià)的方法對(duì)內(nèi)蒙古低碳經(jīng)濟(jì)發(fā)展的水平進(jìn)行分析。第五部分結(jié)合內(nèi)蒙古低碳經(jīng)濟(jì)發(fā)展現(xiàn)狀及實(shí)證分析，提出內(nèi)蒙古發(fā)展低碳經(jīng)濟(jì)的可行性改進(jìn)對(duì)策。
[Abstract]:The third Plenary session of the 18th CPC Central Committee proposed that China needs more efficient, fairer and more sustainable development. However, China's current development model is unbalanced, uncoordinated and unsustainable. Therefore, we need a low-carbon economic development model, must be more efficient, more equitable, more sustainable. At present, the development of low-carbon economy is urgent, because our earth environment has been seriously damaged. The development level of low-carbon economy of our country needs to be improved urgently. Realizing the action target of controlling greenhouse gas emission is helpful to promote the ecological civilization and the construction of "beautiful China" in our country. As a big province of energy, Inner Mongolia has more problems than other regions in the development of low-carbon economy, such as unreasonable industrial structure, low efficiency of energy use, low level of technology and serious damage to ecological environment, and so on. These problems force Inner Mongolia to continue its efforts to develop a low-carbon economy. Inner Mongolia has abundant natural resources in the development of low carbon economy. On the basis of the effective utilization of natural resources, we should promote technological innovation, optimize the energy structure, adjust the industrial structure, develop clean energy sources and speed up the construction of the ecosystem. Improve the relevant assessment index system and advocate low-carbon life. In this paper, the development level of low-carbon economy in Inner Mongolia is analyzed in detail by combining qualitative and quantitative methods, and the development level of low-carbon economy in Inner Mongolia is evaluated by means of comprehensive index method. At the same time, it draws lessons from the experience of developing low-carbon economy in developed regions, and puts forward some countermeasures and suggestions for developing low-carbon economy in Inner Mongolia. This paper is divided into five parts. The first part introduces the evaluation situation of low-carbon economy at home and abroad, and the realistic necessity of developing low-carbon economy in Inner Mongolia. The second part introduces the definition and theoretical basis of the concept of low-carbon economy. In the third part, the scale, efficiency, structure and influencing factors of carbon emission in Inner Mongolia are analyzed and compared with the average level of the whole country. The fourth part makes an empirical analysis on the development level of low-carbon economy in Inner Mongolia, first determines the relevant principles, and then constructs the evaluation index system of low-carbon economy from five aspects: society, economy, energy, technology and environment, and selects a total of 20 indicators. Through the vertical comparison of these 20 index time series and the horizontal comparison with the national indexes, the development level of low-carbon economy in Inner Mongolia is analyzed by the method of comprehensive evaluation. The fifth part combines the present situation and empirical analysis of low-carbon economy development in Inner Mongolia, and puts forward the feasible countermeasures of developing low-carbon economy in Inner Mongolia.
