【摘要】：非正規(guī)金融不僅存在于發(fā)展中國家，在擁有完善成熟金融體系的發(fā)達(dá)國家也存在典型的非正規(guī)金融現(xiàn)象。發(fā)達(dá)國家和發(fā)展中國家都存在非正規(guī)金融與正規(guī)金融并存的“二元金融結(jié)構(gòu)”。在我國經(jīng)濟(jì)發(fā)展的過程中，出現(xiàn)了兩個(gè)“悖論”：一是金融體系發(fā)展的低水平與經(jīng)濟(jì)增長的高速度極不相稱，二是非國有經(jīng)濟(jì)在高速增長的同時(shí)卻很少能夠從體制內(nèi)正規(guī)金融獲得資金支持。非正規(guī)金融對這兩個(gè)“悖論”作出了部分解釋。 本文借鑒現(xiàn)代金融發(fā)展理論及金融發(fā)展與經(jīng)濟(jì)增長的理論，運(yùn)用信息經(jīng)濟(jì)學(xué)、契約理論和新制度經(jīng)濟(jì)學(xué)等學(xué)科理論作為分析工具闡釋了非正規(guī)金融產(chǎn)生的內(nèi)在機(jī)制、非正規(guī)金融與正規(guī)金融之間的關(guān)系和我國經(jīng)濟(jì)發(fā)展過程中的兩個(gè)“悖論”，，同時(shí)探討了非正規(guī)金融促進(jìn)經(jīng)濟(jì)和社會(huì)發(fā)展的制度效應(yīng)。然后通過理論分析和實(shí)證檢驗(yàn)的方法，闡述了非正規(guī)金融的資源配置效應(yīng)和產(chǎn)出效應(yīng)，論證了非正規(guī)金融提高了資金的投資效率，促進(jìn)了經(jīng)濟(jì)增長。最后對我國非正規(guī)金融的發(fā)展提出政策建議。
[Abstract]:Informal finance exists not only in developing countries, but also in developed countries with mature financial system. Both developed and developing countries have dual financial structure in which informal finance and formal finance coexist. In the process of China's economic development, there are two "paradoxes": one is that the low level of financial system development is not commensurate with the high rate of economic growth. Second, while the non-state-owned economy is growing at a high speed, it is rarely able to obtain financial support from the formal finance within the system. Informal finance gives a partial explanation of these two "paradoxes". Based on the theory of modern financial development and the theory of financial development and economic growth, this paper makes use of the theories of information economics, contract theory and new institutional economics as analytical tools to explain the internal mechanism of the emergence of informal finance. The relationship between informal finance and formal finance and two "paradoxes" in the process of economic development in China are discussed, and the institutional effects of informal finance on promoting economic and social development are also discussed. Then through the method of theoretical analysis and empirical test, this paper expounds the resource allocation effect and output effect of informal finance, and proves that informal finance improves the investment efficiency of capital and promotes the economic growth. Finally, the paper puts forward some policy suggestions on the development of informal finance in China.
