【摘要】：國(guó)民經(jīng)濟(jì)動(dòng)員中心是一個(gè)在常態(tài)下的國(guó)民經(jīng)濟(jì)動(dòng)員準(zhǔn)備、危機(jī)狀態(tài)下的國(guó)民經(jīng)濟(jì)動(dòng)員實(shí)施，以及國(guó)民經(jīng)濟(jì)動(dòng)員實(shí)施過程中的輻射與擴(kuò)散基地為目標(biāo)建設(shè)起來的組織形式。對(duì)國(guó)民經(jīng)濟(jì)動(dòng)員中心動(dòng)員潛力進(jìn)行測(cè)度研究，在理論方面能夠深化對(duì)國(guó)民經(jīng)濟(jì)動(dòng)員潛力形成機(jī)理的認(rèn)識(shí)，豐富和完善國(guó)民經(jīng)濟(jì)動(dòng)員潛力的理論，從而推動(dòng)國(guó)民經(jīng)濟(jì)動(dòng)員事業(yè)的全面發(fā)展；在實(shí)踐方面有利于深入探索國(guó)民經(jīng)濟(jì)動(dòng)員中心動(dòng)員潛力的測(cè)度方法，為危機(jī)狀態(tài)下動(dòng)員產(chǎn)品和資源的供需矛盾提供可行的解決方案，從而達(dá)到優(yōu)化社會(huì)經(jīng)濟(jì)資源配置，促進(jìn)國(guó)民經(jīng)濟(jì)動(dòng)員工作發(fā)展的目的。 本文進(jìn)行了以下幾項(xiàng)創(chuàng)新性研究工作，并取得了相應(yīng)的研究結(jié)論和成果。 第一，國(guó)民動(dòng)員潛力是國(guó)民經(jīng)濟(jì)動(dòng)員理論的重要組成部分。從國(guó)民經(jīng)濟(jì)動(dòng)員潛力、壓力和國(guó)民經(jīng)濟(jì)動(dòng)員能力之間關(guān)系的角度出發(fā)，界定了國(guó)民經(jīng)濟(jì)動(dòng)員潛力的概念，并闡述了其含義。在討論了國(guó)民經(jīng)濟(jì)動(dòng)員壓力來源的基礎(chǔ)上，深入分析了壓力對(duì)國(guó)民經(jīng)濟(jì)動(dòng)員潛力釋放的機(jī)理，著重論述了壓力對(duì)國(guó)民經(jīng)濟(jì)動(dòng)員潛力的影響，對(duì)壓力作了系統(tǒng)、全面的分析。同時(shí)，始終將國(guó)民經(jīng)濟(jì)動(dòng)員潛力當(dāng)作實(shí)際國(guó)民經(jīng)濟(jì)體系在被動(dòng)員時(shí)的一種功能來看待，立足于國(guó)民經(jīng)濟(jì)具體組成部分來分析國(guó)民經(jīng)濟(jì)動(dòng)員潛力，從而豐富了國(guó)民經(jīng)濟(jì)動(dòng)員潛力的理論。 第二，以國(guó)民經(jīng)濟(jì)動(dòng)員中心為切入點(diǎn)，展開對(duì)國(guó)民經(jīng)濟(jì)動(dòng)員典型的組織形式—國(guó)民經(jīng)濟(jì)動(dòng)員中心動(dòng)員潛力的深入分析。在基于國(guó)民經(jīng)濟(jì)動(dòng)員中心職能不同對(duì)其進(jìn)行分類的基礎(chǔ)上，通過分析各類型動(dòng)員中心潛力的不同來源和影響因素，闡述了對(duì)國(guó)民經(jīng)濟(jì)動(dòng)員中心進(jìn)行潛力測(cè)度的必要性，并結(jié)合國(guó)民經(jīng)濟(jì)動(dòng)員中心的相關(guān)特點(diǎn)，首次提出了基于系統(tǒng)動(dòng)力學(xué)的國(guó)民經(jīng)濟(jì)動(dòng)員中心動(dòng)員潛力測(cè)度理論，從而為全面系統(tǒng)地分析整個(gè)國(guó)民經(jīng)濟(jì)體系的動(dòng)員潛力奠定基礎(chǔ)。 第三，根據(jù)國(guó)民經(jīng)濟(jì)動(dòng)員中心所依托的行業(yè)或具體企業(yè)的不同，運(yùn)用“情景—應(yīng)對(duì)”的方法構(gòu)建了不同類型的國(guó)民經(jīng)濟(jì)動(dòng)員中心的情景，并根據(jù)需求生命周期理論及國(guó)民經(jīng)濟(jì)動(dòng)員活動(dòng)的相關(guān)特點(diǎn)，提出了以動(dòng)員任務(wù)完成時(shí)間最短為建模目的，構(gòu)建了不同類型的國(guó)民經(jīng)濟(jì)動(dòng)員中心動(dòng)員潛力的系統(tǒng)模型，，并運(yùn)用定性分析方法描述了三個(gè)不同類型國(guó)民經(jīng)濟(jì)動(dòng)員中心動(dòng)員潛力各系統(tǒng)指標(biāo)之間的關(guān)聯(lián)關(guān)系及其影響因素的因果關(guān)系，在詳細(xì)分析了每種類型的國(guó)民經(jīng)濟(jì)動(dòng)員中心承擔(dān)的職能和執(zhí)行動(dòng)員任務(wù)時(shí)各類型動(dòng)員中心不同業(yè)務(wù)流程的基礎(chǔ)上，得出了三個(gè)不同類型國(guó)民經(jīng)濟(jì)動(dòng)員中心動(dòng)員潛力的系統(tǒng)因果關(guān)系圖模型和流圖模型。 第四，運(yùn)用iThink計(jì)算機(jī)仿真軟件平臺(tái)，分別選取了三家不同類型國(guó)民經(jīng)濟(jì)動(dòng)員中心展開動(dòng)員潛力測(cè)度研究。按照影響國(guó)民經(jīng)濟(jì)動(dòng)員中心潛力釋放的不同內(nèi)外部因素，運(yùn)用動(dòng)員潛力彈性和動(dòng)員潛力測(cè)度系數(shù)兩個(gè)創(chuàng)新性指標(biāo)對(duì)測(cè)度結(jié)果從大到小依次排序并進(jìn)行分析。并以此作為依據(jù)，分別對(duì)不同類型國(guó)民經(jīng)濟(jì)動(dòng)員中心今后的潛力建設(shè)和管理提供了具體的、可操作性強(qiáng)的相關(guān)政策和建議，從而為國(guó)民經(jīng)濟(jì)動(dòng)員主管部門在國(guó)民經(jīng)濟(jì)動(dòng)員中心建設(shè)和管理方面的決策參考提供科學(xué)有效的支持。
