【摘要】：改革開(kāi)放以來(lái),我國(guó)一直高度重視區(qū)域經(jīng)濟(jì)發(fā)展,出臺(tái)了多個(gè)促進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展規(guī)劃和指導(dǎo)意見(jiàn),黨的十七大、十八大報(bào)告中均提到“各地要結(jié)合實(shí)際,進(jìn)一步構(gòu)建若干各具特色的經(jīng)濟(jì)區(qū)和產(chǎn)業(yè)帶”。區(qū)域經(jīng)濟(jì)發(fā)展到一定程度后催生了產(chǎn)業(yè)帶的形成,產(chǎn)業(yè)帶是以產(chǎn)業(yè)的集中發(fā)展為核心,以交通干線為主要發(fā)展軸,以大中型城市為依托,以二、三產(chǎn)業(yè)為主體的帶狀經(jīng)濟(jì)區(qū)域。進(jìn)入“十二五”時(shí)期,四川省提出要深入貫徹黨中央國(guó)務(wù)院關(guān)于產(chǎn)業(yè)帶發(fā)展建設(shè)的重要思想,抓住產(chǎn)業(yè)結(jié)構(gòu)調(diào)整優(yōu)化升級(jí)的重要?dú)v史機(jī)遇,大力發(fā)展特色優(yōu)勢(shì)產(chǎn)業(yè),積極培育新的區(qū)域產(chǎn)業(yè)增長(zhǎng)點(diǎn),力爭(zhēng)到“十二五”末期形成五條銷(xiāo)售收入過(guò)萬(wàn)億的特色產(chǎn)業(yè)帶,即成德綿自內(nèi)資裝備制造產(chǎn)業(yè)帶、成德綿廣遂內(nèi)電子信息產(chǎn)業(yè)帶、成德資眉內(nèi)宜瀘飲料食品產(chǎn)業(yè)帶、成眉樂(lè)自瀘宜遂南達(dá)化工及新材料產(chǎn)業(yè)帶、攀西和三江流域特色資源產(chǎn)業(yè)帶。在此前提下,本文從產(chǎn)業(yè)帶發(fā)展與空間布局的有關(guān)理論研究著手,通過(guò)總結(jié)國(guó)內(nèi)外典型產(chǎn)業(yè)帶的發(fā)展過(guò)程和優(yōu)勢(shì)條件,分析四川省五大特色產(chǎn)業(yè)帶的發(fā)展現(xiàn)狀、成長(zhǎng)潛力與發(fā)展目標(biāo),對(duì)成功打造四川省五大特色產(chǎn)業(yè)帶的可行性進(jìn)行研究分析,此外進(jìn)一步對(duì)四川省五大特色產(chǎn)業(yè)帶發(fā)展模式與空間布局進(jìn)行了戰(zhàn)略研究,并提出了四川省打造五大特色產(chǎn)業(yè)帶的初步建議本文通過(guò)查閱學(xué)術(shù)期刊網(wǎng)等收集關(guān)于產(chǎn)業(yè)帶、產(chǎn)業(yè)聚集、產(chǎn)業(yè)集群等理論的相關(guān)研究資料；通過(guò)網(wǎng)絡(luò)資源及專業(yè)報(bào)告收集關(guān)于國(guó)內(nèi)外產(chǎn)業(yè)帶發(fā)展的典型案例；通過(guò)各地經(jīng)信委、相關(guān)園區(qū)、相關(guān)企業(yè)等收集相關(guān)基礎(chǔ)數(shù)據(jù)；通過(guò)政府訪談、專家座談、園區(qū)調(diào)研、企業(yè)調(diào)研、問(wèn)卷調(diào)研等獲取補(bǔ)充數(shù)據(jù)。在此基礎(chǔ)上,論證了五大特色產(chǎn)業(yè)帶提出的理論依據(jù)和現(xiàn)實(shí)依據(jù),最終為打造五大特色產(chǎn)業(yè)帶提出了初步建議。
[Abstract]:Since the reform and opening up, China has always attached great importance to the development of regional economy, and has issued many plans and guiding opinions to promote regional economic development. In the report of the 17th National Congress of the CPC and the 18th National Congress of the CPC, it was mentioned that "all localities should combine reality." Further construction of a number of unique economic zones and industrial belt. After the development of regional economy to a certain extent, it gave birth to the formation of industrial belt. The industrial belt is a zonal economic region with the centralization of industry as the core, traffic trunk as the main axis of development, large and medium-sized cities as the basis, and the second and third industries as the main body. In the "12th Five-Year Plan" period, Sichuan Province has put forward the need to thoroughly implement the important thinking of the CPC Central Committee and the State Council on the development and construction of industrial belts, seize the important historical opportunities of industrial restructuring, optimization and upgrading, and vigorously develop characteristic and advantageous industries. Actively cultivate new regional industrial growth points and strive to form five characteristic industrial belts with excessive sales income by the end of the 12th Five-Year Plan, that is, Chengde Mian's domestic equipment manufacturing industrial belt, and Cheng Demian's wide and inland electronic and information industry belt. Chengde Zhimei should be Lu-food industry belt, Cheng Mei-le from Lu-Sui Nanda chemical and new materials industry belt, Panxi and Sanjiang River basin characteristic resources industry belt. On this premise, this paper begins with the theoretical research on the development of industrial belt and spatial layout, and analyzes the development status of five characteristic industrial belts in Sichuan province by summarizing the development process and advantages of typical industrial belts at home and abroad. The growth potential and development goal, the feasibility of successfully building five characteristic industrial belts in Sichuan Province, and the strategic research on the development model and spatial distribution of the five characteristic industrial belts in Sichuan Province are also studied. And put forward five characteristics of Sichuan Province to create a preliminary proposal for industrial belt by consulting academic journals and so on to collect relevant research materials on industrial belt, industrial clustering, industrial cluster and other theories; Through network resources and professional reports on the collection of domestic and foreign typical cases of industrial belt development; through local economic and information committees, related parks, related enterprises and other related basic data collection; Through government interviews, expert discussions, park research, enterprise research, questionnaire research and other additional data. On this basis, the paper demonstrates the theoretical and practical basis of the five characteristic industrial belts, and finally puts forward some preliminary suggestions for building the five characteristic industrial belts.
