【摘要】：改革開放以來,我國經(jīng)濟(jì)發(fā)生著翻天覆地的變化,但是在經(jīng)濟(jì)快速發(fā)展的同時(shí),能源緊缺和環(huán)境惡劣等問題日益嚴(yán)重。工業(yè)生態(tài)園區(qū)是一種模擬生態(tài)經(jīng)濟(jì),要求園區(qū)內(nèi)企業(yè)在保障正常經(jīng)濟(jì)發(fā)展的前提下,依托于科學(xué)技術(shù)的改善,以提高資源利用率,降低環(huán)境污染為目的。目前,工業(yè)生態(tài)系統(tǒng)已經(jīng)成為一種解決資源、環(huán)境和能源問題的一種優(yōu)選經(jīng)濟(jì)發(fā)展模式,同時(shí)也是實(shí)現(xiàn)我國循環(huán)經(jīng)濟(jì)和可持續(xù)發(fā)展路線的重要途徑。工業(yè)生態(tài)園區(qū)的建設(shè)是實(shí)現(xiàn)循環(huán)經(jīng)濟(jì)發(fā)展最有效的一條路徑,是實(shí)現(xiàn)產(chǎn)業(yè)優(yōu)化的必由之路,也是循環(huán)發(fā)展理論的重要內(nèi)容。工業(yè)生態(tài)系統(tǒng)在國外發(fā)展時(shí)間比較久遠(yuǎn),而在我國建設(shè)卻剛剛起步,管理和發(fā)展機(jī)制、政策等條件還不是很成熟。本文在研究各省域循環(huán)經(jīng)濟(jì)發(fā)展水平之后,針對陜西省循環(huán)經(jīng)濟(jì)和工業(yè)園區(qū)發(fā)展的情況做進(jìn)一步分析研究,旨在為陜西省工業(yè)園區(qū)建設(shè)、循環(huán)經(jīng)濟(jì)發(fā)展提出合理的建議,有效推動陜西省工業(yè)生態(tài)園區(qū)的發(fā)展。 本文主要的研究內(nèi)容以及思路如下： 一、對比研究國內(nèi)外學(xué)者對于循環(huán)經(jīng)濟(jì)的基礎(chǔ)理論、指導(dǎo)思想、實(shí)踐方法,探討循環(huán)經(jīng)濟(jì)發(fā)展的重要性,總結(jié)學(xué)習(xí)國內(nèi)外學(xué)者對工業(yè)生態(tài)園區(qū)概念、發(fā)展模式、管理、控制、穩(wěn)定性等各方面的文獻(xiàn)綜述,為后續(xù)的進(jìn)一步研究提供理論依據(jù)。 并從循環(huán)經(jīng)濟(jì)角度研究工業(yè)生態(tài)園區(qū)的建設(shè)和管理等問題,工業(yè)生態(tài)系統(tǒng)的建設(shè)是實(shí)現(xiàn)循環(huán)經(jīng)濟(jì)的重要途徑和方式。 二、測度各省循環(huán)經(jīng)濟(jì)的發(fā)展水平,本文首先研究總結(jié)前人對循環(huán)經(jīng)濟(jì)評價(jià)效率的評價(jià)體系,提出適合本文分析的評價(jià)指標(biāo)體系,選取2012年全國各省的統(tǒng)計(jì)年鑒數(shù)據(jù)進(jìn)行分析。采用因子分析方法和DEA效率評價(jià)法,對比分析各省循環(huán)經(jīng)濟(jì)效率水平,并進(jìn)一步分析產(chǎn)生差異的原因。 三、以陜西省為例,著重分析陜西省工業(yè)生態(tài)園區(qū)的發(fā)展水平、發(fā)展目標(biāo)、發(fā)展策略、管理控制以及目前遇到的問題,并針對這些問題提出政策性建議,旨在為提高陜西省循環(huán)經(jīng)濟(jì)和工業(yè)生態(tài)園區(qū)發(fā)展水平提供幫助。
[Abstract]:Since the reform and opening up, China's economy has undergone earth-shaking changes, but with the rapid development of the economy, the energy shortage and environmental problems are increasingly serious. Industrial ecological park is a kind of simulated ecological economy, which requires enterprises in the park to rely on the improvement of science and technology on the premise of ensuring normal economic development in order to improve the utilization rate of resources and reduce environmental pollution. At present, the industrial ecosystem has become an optimal economic development mode to solve the problems of resources, environment and energy, and is also an important way to realize the circular economy and sustainable development in China. The construction of industrial ecological park is the most effective way to realize the development of circular economy, is the only way to realize industrial optimization, and is also an important content of the theory of circular development. The industrial ecosystem has been developed for a long time in foreign countries, but the construction in our country has just started, the conditions of management and development mechanism, policy and so on are not very mature. After studying the development level of circular economy in various provinces, this paper makes further analysis and research on the development of circular economy and industrial park in Shaanxi Province, in order to put forward reasonable suggestions for the construction and development of circular economy in Shaanxi Province. Effectively promote the development of industrial ecological parks in Shaanxi Province. The main contents and ideas of this paper are as follows: 1. Comparing the basic theory, guiding ideology, practical methods of circular economy, and discussing the importance of circular economy development. This paper summarizes the literature review on the concept, development model, management, control and stability of industrial ecological park by domestic and foreign scholars, which provides the theoretical basis for further research. From the perspective of circular economy, the construction and management of industrial ecological park are studied. The construction of industrial ecosystem is an important way to realize circular economy. Secondly, to measure the development level of circular economy in various provinces, this paper first studies and summarizes the evaluation system of the efficiency of circular economy evaluation, puts forward the evaluation index system suitable for the analysis of this paper, and selects the statistical yearbook data of all provinces in 2012 for analysis. By using factor analysis method and DEA efficiency evaluation method, this paper compares and analyzes the efficiency level of circular economy in various provinces, and further analyzes the reasons for the differences. Third, taking Shaanxi Province as an example, the paper analyzes the development level, development goal, development strategy, management control and current problems of industrial ecological park in Shaanxi Province, and puts forward some policy suggestions for these problems. The aim is to improve the development level of circular economy and industrial ecological park in Shaanxi Province.
