【摘要】：當(dāng)前全球正處于后金融危機(jī)時(shí)期,世界經(jīng)濟(jì)格局面臨深度調(diào)整,國(guó)際競(jìng)爭(zhēng)愈加激烈。我國(guó)正處于產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的關(guān)鍵時(shí)刻,黨的十八大將推進(jìn)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整確定為現(xiàn)階段最重要的戰(zhàn)略任務(wù),其中產(chǎn)業(yè)結(jié)構(gòu)調(diào)整是核心內(nèi)容。在2014年遼寧省政府工作報(bào)告中提出要著力激發(fā)市場(chǎng)活力,加快調(diào)整步伐,切實(shí)提高經(jīng)濟(jì)發(fā)展質(zhì)量和效益。目前來看,遼寧省經(jīng)濟(jì)發(fā)展雖然呈現(xiàn)出與發(fā)達(dá)省份差距不斷縮小的趨勢(shì),但仍存在一些問題,第一產(chǎn)業(yè)現(xiàn)代化水平低,綜合生產(chǎn)能力不高,第二產(chǎn)業(yè)科技含量少,經(jīng)濟(jì)效益低,第三產(chǎn)業(yè)發(fā)展較緩慢,競(jìng)爭(zhēng)力不強(qiáng)。 本文首先對(duì)國(guó)內(nèi)外產(chǎn)業(yè)結(jié)構(gòu)和主導(dǎo)產(chǎn)業(yè)選擇相關(guān)理論進(jìn)行綜述,將遼寧省產(chǎn)業(yè)發(fā)展分為四個(gè)階段,并運(yùn)用偏離份額法構(gòu)建數(shù)學(xué)模型,對(duì)遼寧省產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀進(jìn)行評(píng)價(jià)分析,同時(shí)提出產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的重點(diǎn)是主導(dǎo)產(chǎn)業(yè)選擇。根據(jù)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的背景和原則,針對(duì)遼寧省產(chǎn)業(yè)結(jié)構(gòu)存在的問題,分別提出了三次產(chǎn)業(yè)調(diào)整的方向。其次,本文通過對(duì)主導(dǎo)產(chǎn)業(yè)的定義、特征以及主導(dǎo)產(chǎn)業(yè)選擇的原則和基準(zhǔn)的研究,基于投入產(chǎn)出表,選取八項(xiàng)指標(biāo)構(gòu)建主導(dǎo)產(chǎn)業(yè)選擇的指標(biāo)體系,結(jié)合灰色聚類分析法對(duì)遼寧省主導(dǎo)產(chǎn)業(yè)進(jìn)行選擇,對(duì)結(jié)果逐個(gè)分析。 李克強(qiáng)總理在政府工作報(bào)告中指出：“產(chǎn)業(yè)結(jié)構(gòu)調(diào)整要依靠改革,進(jìn)退并舉”。因此,本文最后根據(jù)全省產(chǎn)業(yè)演進(jìn)和主導(dǎo)產(chǎn)業(yè)選擇的結(jié)果,分別從遼寧省產(chǎn)業(yè)集群化發(fā)展、政府與市場(chǎng)的協(xié)同作用、產(chǎn)業(yè)可持續(xù)發(fā)展性以及省內(nèi)人才培養(yǎng)環(huán)境四個(gè)角度提出了遼寧省產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和主導(dǎo)產(chǎn)業(yè)選擇的對(duì)策,實(shí)現(xiàn)經(jīng)濟(jì)、自然和社會(huì)協(xié)調(diào)發(fā)展。
[Abstract]:At present, the world is in the period of post-financial crisis, the world economic pattern is facing deep adjustment, international competition is becoming more and more fierce. Our country is in the key moment of industrial structure adjustment, the 18th National Congress of the Party will promote the economic structure adjustment as the most important strategic task at the present stage, among which the industrial structure adjustment is the core content. In the work report of Liaoning Provincial Government in 2014, it is proposed that efforts should be made to stimulate market vitality, speed up the pace of adjustment, and earnestly improve the quality and efficiency of economic development. At present, although the economic development of Liaoning Province is showing a trend of narrowing the gap with the developed provinces, there are still some problems. The level of modernization of the primary industry is low, the comprehensive production capacity is not high, the secondary industry has less scientific and technological content, and the economic benefits are low. The third industry develops slowly, the competitiveness is not strong. Firstly, this paper summarizes the theories of industrial structure and choice of leading industries at home and abroad, divides Liaoning's industrial development into four stages, and uses the method of deviation share to construct mathematical model to evaluate and analyze the present situation of Liaoning's industrial structure. At the same time, the focus of industrial structure adjustment is the choice of leading industries. According to the background and principle of industrial structure adjustment, this paper puts forward the direction of three industrial adjustment in view of the problems existing in the industrial structure of Liaoning Province. Secondly, through the study of the definition, characteristics, principles and benchmarks of leading industry selection, based on the input-output table, this paper selects eight indicators to construct the index system of leading industry selection. Combined with grey cluster analysis to select the leading industries in Liaoning Province, the results are analyzed one by one. Premier Li Keqiang pointed out in the government work report: "the industrial structure adjustment must rely on the reform, advances and retreats simultaneously." Therefore, according to the results of industrial evolution and leading industry selection in Liaoning Province, this paper respectively develops from the industrial cluster of Liaoning Province, and the synergistic effect of government and market. In order to realize the harmonious development of economy, nature and society, this paper puts forward the countermeasures of the adjustment of industrial structure and the choice of leading industry in Liaoning Province from four angles of the sustainable development of industry and the environment of talent training in the province.
