【摘要】：本文以云南省“建設(shè)面向南亞東南亞輻射中心”這一新定位及云南省在“十三五規(guī)劃”中提出的要著力打造面向南亞東南亞科技創(chuàng)新中心科技創(chuàng)新中心,實(shí)施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略為研究背景。首先回顧國內(nèi)外的相關(guān)理論研究進(jìn)展,厘定區(qū)域性科技創(chuàng)新中心的基本概念,作為本文研究的工作基礎(chǔ)與邏輯起點(diǎn)。其次、作者通過云南省商務(wù)廳在南亞東南亞國家的商務(wù)代表處,收集南亞東南亞國家科技創(chuàng)新的資料和數(shù)據(jù)。并借助本學(xué)院研究生到南亞東南亞國家實(shí)習(xí)機(jī)會,進(jìn)行實(shí)地調(diào)研,獲取當(dāng)?shù)乜萍及l(fā)展情況。對調(diào)研數(shù)據(jù)進(jìn)行分析,分析南亞東南亞國家科技發(fā)展的狀況,了解和掌握南亞東南亞國家科技創(chuàng)新中心建設(shè)的需求狀況。再次,對云南省科技創(chuàng)新狀況進(jìn)行數(shù)據(jù)收集和市場調(diào)研,構(gòu)建云南省面向南亞東南亞科技創(chuàng)新中心建設(shè)的適宜性評估指標(biāo)體系,確定指標(biāo)權(quán)重,選取評估方法,構(gòu)建模型進(jìn)行評估,并對評估結(jié)果進(jìn)行分析和評價,對云南省面向南亞東南亞科技創(chuàng)新中心建設(shè)的適宜性進(jìn)行了評估。第四是對國外典型區(qū)域性科技創(chuàng)新中心進(jìn)行調(diào)研分析,進(jìn)行比較分析,本文選擇美國硅谷、印度班加羅爾、日本東京作為研究對象,總結(jié)部分成功的經(jīng)驗(yàn)和做法。結(jié)合云南的實(shí)際情況,對其可借鑒之處,進(jìn)行了提煉。第五是明確云南省構(gòu)建面向南亞東南亞科技創(chuàng)新中心的路徑選擇、結(jié)合國內(nèi)外國際科技創(chuàng)新的經(jīng)驗(yàn),立足于云南省的實(shí)際情況以及國內(nèi)外發(fā)展經(jīng)驗(yàn)、為我省建設(shè)面向南亞東南亞區(qū)域性科技創(chuàng)新中心的提供政策建議。總體而言,本文的研究對于進(jìn)一步深化和完善技術(shù)區(qū)域科技創(chuàng)新理論,豐富和發(fā)展創(chuàng)新管理理論,具有重要的理論價值。本文的研究,有助于我們在科學(xué)理論的指導(dǎo)下,按照與國際接軌的高標(biāo)準(zhǔn)要求,進(jìn)行有遠(yuǎn)見的戰(zhàn)略部署和安排,以謀求云南創(chuàng)新發(fā)展的新思路與新途徑,形成國內(nèi)外具有影響力的國際性科技創(chuàng)新中心,為建設(shè)面向南亞東南亞輻射中心提供強(qiáng)勁動力。
[Abstract]:Based on Yunnan Province's new position of "Building radiation Center for South Asia and Southeast Asia" and Yunnan Province's proposal in the 13th Five-Year Plan, it is necessary to build a scientific and technological innovation center for South Asia and Southeast Asia. Implementation of innovation-driven development strategy for the research background. Firstly, this paper reviews the relevant theoretical research progress at home and abroad, and defines the basic concept of regional science and technology innovation center, which is the basis and logical starting point of this paper. Secondly, the author collects the information and data of science and technology innovation of Southeast Asian countries through the Business Office of Yunnan Province in Southeast Asian countries. With the help of the college graduate students to South Asia and Southeast Asian countries internship opportunities, field research, to obtain local scientific and technological development. This paper analyzes the research data, analyzes the status of science and technology development in South and Southeast Asian countries, and understands and grasps the demand for the construction of science and technology innovation center in Southeast Asian countries. Thirdly, through data collection and market research on the status of scientific and technological innovation in Yunnan Province, the paper constructs the suitability evaluation index system of Yunnan Province for the construction of Southeast Asia Science and Technology Innovation Center, determines the index weight, and selects the evaluation method. The model is constructed and the evaluation results are analyzed and evaluated, and the suitability of Yunnan Province for the construction of Southeast Asia Science and Technology Innovation Center is evaluated. The fourth is to research and analyze the typical regional science and technology innovation centers in foreign countries. This paper chooses Silicon Valley India Bangalore Japan as the research object and summarizes some successful experiences and practices. Combined with the actual situation in Yunnan, it can be used for reference, refined. Fifthly, it is clear that Yunnan Province should choose the path to construct the Science and Technology Innovation Center for South Asia and Southeast Asia, and combine the experience of international scientific and technological innovation at home and abroad, based on the actual situation of Yunnan Province as well as the development experience at home and abroad. For our province to build a regional center for South Asia and Southeast Asia science and technology innovation to provide policy advice. In general, the research in this paper has important theoretical value for further deepening and perfecting the theory of technological regional scientific and technological innovation, enriching and developing the theory of innovation management. The research in this paper is helpful for us to carry out the strategic arrangement and arrangement with foresight under the guidance of scientific theory and in accordance with the high standard requirements of international integration, in order to seek new ideas and new approaches for the innovative development of Yunnan. To form influential international scientific and technological innovation centers at home and abroad, to provide strong impetus for the construction of radiation centers facing South Asia and Southeast Asia.
