【摘要】：地區(qū)定位與制度延續(xù)性是日本地方開(kāi)發(fā)體系變遷過(guò)程中所形成的落后地區(qū)開(kāi)發(fā)原則,成功指導(dǎo)日本"后進(jìn)地區(qū)"對(duì)都市圈發(fā)展水平的追趕,而中國(guó)吉林省延邊朝鮮自治州近年來(lái)經(jīng)濟(jì)發(fā)展難題正是源于地區(qū)定位與制度延續(xù)性的缺失,表現(xiàn)為地方特色經(jīng)濟(jì)發(fā)展形式不合理、產(chǎn)業(yè)結(jié)構(gòu)不合理以及圖們江跨國(guó)區(qū)域合作對(duì)地方發(fā)展的干擾等問(wèn)題。因此,中國(guó)政府應(yīng)盡快為延邊州確立地區(qū)定位,以此為基礎(chǔ)構(gòu)建具有長(zhǎng)期性與延續(xù)性的地方開(kāi)發(fā)制度,并妥善處理地區(qū)的內(nèi)部開(kāi)發(fā)與跨國(guó)區(qū)域合作之間的關(guān)系,為延邊州健康穩(wěn)定長(zhǎng)期發(fā)展鋪平道路。
[Abstract]:Regional positioning and institutional continuity are the development principles of backward areas formed in the process of the change of local development system in Japan, and successfully guide the "backward areas" in Japan to catch up with the development level of the metropolitan area. In recent years, the economic development problem of Yanbian Korean Autonomous Prefecture of Jilin Province is due to the lack of regional positioning and continuity of system, which is manifested in the unreasonable form of economic development with local characteristics. The industrial structure is unreasonable and the interference of Tumen River transnational regional cooperation to local development and so on. Therefore, the Chinese government should establish regional positioning for Yanbian prefecture as soon as possible, on the basis of which it should construct a long-term and continuous local development system, and properly handle the relationship between regional internal development and transnational regional cooperation. For Yanbian Prefecture healthy and stable long-term development paved the way.
