【摘要】：本文首先在對"跨境經濟走廊"的理論基礎進行溯源的基礎上界定其范疇和運行機理,并就該走廊的戰(zhàn)略意義、經貿關系、政治互信、能源基建合作以及金融合作等建設基礎進行闡述;其次,通過定性定量分析認為,在推進該走廊的建設中存在四大困境,這些困境的化解更值得研究;最后,提出在經濟走廊的推進過程中,核心要素是建設成果利益的合理分配與共享,重要前提是建設中的設施聯通及互聯互通,立足點是產業(yè)合作及優(yōu)勢互補,可嘗試建立"雙邊、小多邊"的合作機制,同時賦予"一帶一路"核心區(qū)的新疆以更多的權限。
[Abstract]:This paper first defines the scope and operation mechanism of the Cross-border Economic Corridor on the basis of tracing its theoretical basis, and discusses its strategic significance, economic and trade relations, political mutual trust. The foundation of energy infrastructure cooperation and financial cooperation is expounded. Secondly, through qualitative and quantitative analysis, it is concluded that there are four predicaments in promoting the construction of the corridor, and the solution of these difficulties is more worthy of study; Finally, the paper points out that in the process of promoting the economic corridor, the core element is the reasonable distribution and sharing of the benefits of the construction achievements, the important premise is that the facilities in the construction are connected and interconnected, and the foothold is industrial cooperation and complementary advantages. We can try to establish bilateral, small multilateral cooperation mechanism and give Xinjiang, the core region of Belt and Road, more powers.
