新疆循環(huán)經(jīng)濟(jì)發(fā)展水平及技術(shù)效率的綜合評(píng)價(jià)

【摘要】:本文在循環(huán)經(jīng)濟(jì)相關(guān)理論的基礎(chǔ)上構(gòu)建了循環(huán)經(jīng)濟(jì)發(fā)展水平評(píng)價(jià)指標(biāo)體系,將循環(huán)經(jīng)濟(jì)分為減量化、資源化和無害化三個(gè)子系統(tǒng)。文中采用了層次分析法、數(shù)據(jù)包絡(luò)分析(DEA)模型及面板數(shù)據(jù)的線性回歸,從循環(huán)經(jīng)濟(jì)發(fā)展水平和循環(huán)經(jīng)濟(jì)技術(shù)效率兩個(gè)方面來評(píng)價(jià)新疆循環(huán)經(jīng)濟(jì)的發(fā)展情況,并在此基礎(chǔ)上分析了技術(shù)效率對(duì)循環(huán)經(jīng)濟(jì)發(fā)展水平的影響。得到主要結(jié)論如下: 1.新疆循環(huán)經(jīng)濟(jì)從2006年發(fā)展至今,年均增長速度為7.26%,高于全國水平3.79%,其循環(huán)經(jīng)濟(jì)發(fā)展水平起點(diǎn)低,一直處于Ⅲ級(jí)基本循環(huán)狀態(tài)。從發(fā)展趨勢來看,總體呈上升趨勢,但其循環(huán)經(jīng)濟(jì)發(fā)展水平在全國的排名基本上處于倒數(shù)一、二名。不管是從新疆循環(huán)經(jīng)濟(jì)發(fā)展水平的綜合指數(shù)在全國的排名來看,還是從循環(huán)經(jīng)濟(jì)子系統(tǒng)的排名來看,新疆循環(huán)經(jīng)濟(jì)發(fā)展水平都處于全國落后水平。 2.新疆循環(huán)經(jīng)濟(jì)子系統(tǒng)間差異明顯,其各自發(fā)展速度不一。減量化、資源化和無害化指標(biāo)的年均增長速度分別為4.02%、0.44%和18.75%。新疆循環(huán)經(jīng)濟(jì)從2006年發(fā)展到現(xiàn)在,,減量化指標(biāo)從Ⅲ級(jí)基本循環(huán)狀態(tài)剛好跨入Ⅱ級(jí)中等循環(huán)的大門;資源化指標(biāo)的發(fā)展基本處于停滯不前,總體上一直處于Ⅲ級(jí)基本循環(huán)狀態(tài);無害化指標(biāo)則快速發(fā)展,從2006年的Ⅳ級(jí)基本不循環(huán)狀態(tài)發(fā)展到2011年的Ⅱ級(jí)中等循環(huán)狀態(tài)。 3.對(duì)新疆2006年至今的循環(huán)經(jīng)濟(jì)技術(shù)效率進(jìn)行測度,發(fā)現(xiàn)其循環(huán)經(jīng)濟(jì)技術(shù)效率、純技術(shù)效率和規(guī)模效率均未達(dá)到有效。從發(fā)展趨勢來看,新疆循環(huán)經(jīng)濟(jì)總體技術(shù)效率和規(guī)模效率都有下降的趨勢,分別以年均9.48%和8.63%的速度下降;純技術(shù)效率上下波動(dòng),基本維持在0.8以上。與全國比較來看,新疆循環(huán)經(jīng)濟(jì)技術(shù)效率總體小于全國平均水平;我國循環(huán)經(jīng)濟(jì)技術(shù)效率有效的地區(qū)只有幾個(gè),比如北京、上海、浙江和廣東等地區(qū),DEA有效地區(qū)均是經(jīng)濟(jì)發(fā)達(dá)的東部地區(qū)。 4.從技術(shù)效率對(duì)循環(huán)經(jīng)濟(jì)發(fā)展水平的影響分析得到:新疆循環(huán)經(jīng)濟(jì)技術(shù)效率有效有利于新疆循環(huán)經(jīng)濟(jì)發(fā)展水平的提高;在循環(huán)經(jīng)濟(jì)發(fā)展過程中,新疆及全國的循環(huán)經(jīng)濟(jì)發(fā)展規(guī)模極不合理,阻礙循環(huán)經(jīng)濟(jì)的快速發(fā)展。 最后,本文在實(shí)證分析結(jié)論的基礎(chǔ)上,提出促進(jìn)新疆循環(huán)經(jīng)濟(jì)發(fā)展的建議:減少物質(zhì)和資源消耗;升級(jí)或改進(jìn)廢棄物處理技術(shù);提高資源利用率,資源配置合理;提高管理機(jī)制和管理水平;適當(dāng)縮小循環(huán)經(jīng)濟(jì)發(fā)展規(guī)模。
[Abstract]:Based on the related theories of circular economy, this paper constructs the evaluation index system of the development level of circular economy, which is divided into three subsystems: reduction, resource and innocuity. In this paper, analytic hierarchy process (AHP), data envelopment analysis (DEA) model and linear regression of panel data are used to evaluate the development of circular economy in Xinjiang from two aspects: the development level of circular economy and the technical efficiency of circular economy. On this basis, the influence of technical efficiency on the development level of circular economy is analyzed. The main conclusions are as follows: 1. From 2006 to now, the average annual growth rate of circular economy in Xinjiang is 7.26%, which is higher than the national level 3.79%. From the development trend, the overall trend is rising, but its circular economy development level in the national rank is basically in the bottom, two. Whether from the rank of comprehensive index of Xinjiang circular economy development level in the whole country or from the rank of circular economy subsystem Xinjiang circular economy development level is in the backward level of the whole country. 2. There are obvious differences among the subsystems of circular economy in Xinjiang, and their respective development speed is different. The average annual growth rate of the index of reduction, resource utilization and innocuity was 4.02% and 18.75%, respectively. The circular economy of Xinjiang has developed from 2006 to now, and the reduction index has just stepped into the door of the second grade middle cycle from the level 鈪
