【摘要】：對高端創(chuàng)新要素的相關(guān)概念進(jìn)行了梳理和界定,在此基礎(chǔ)上初步提出了高端創(chuàng)新要素市場化配置的理論框架,高端要素創(chuàng)新的市場化配置主要包括要素維、主體維和載體維三個(gè)維度。進(jìn)而歸納了高端創(chuàng)新要素市場化配置的四種典型模式:眾創(chuàng)空間+初創(chuàng)企業(yè)+要素集聚模式;新型研發(fā)機(jī)構(gòu)+市場化運(yùn)行+要素集聚模式;聯(lián)盟+產(chǎn)學(xué)研協(xié)同創(chuàng)新模式;互聯(lián)網(wǎng)+眾包平臺+科技服務(wù)模式。北京的科技創(chuàng)新資源最為集中,在建設(shè)全國科技創(chuàng)新中心過程中高端創(chuàng)新要素如何實(shí)現(xiàn)市場化配置至關(guān)重要。因此,在前述理論框架之下以北京為典型案例區(qū)域,深入分析和論證這四種模式的運(yùn)行機(jī)制。
[Abstract]:On the basis of combing and defining the related concepts of the high-end innovation elements, the paper puts forward the theoretical framework of the high-end innovation elements market-oriented allocation, which mainly includes the factor dimension. The main body dimension and the carrier dimension are three dimensions. Furthermore, four typical models of market-oriented allocation of high-end innovation elements are summarized: the agglomeration mode of the key elements of the start-up enterprise, the model of the new type of R & D institution's market-oriented operation element agglomeration, the cooperative innovation mode of the alliance industry, university and research, and the following four typical models of Internet crowdsourcing platform technology service model. The resources of science and technology innovation are most concentrated in Beijing. It is very important to realize the market-oriented allocation of high-end innovation elements in the process of constructing the national science and technology innovation center. Therefore, taking Beijing as a typical case area, the operation mechanism of these four modes is analyzed and demonstrated.
