【摘要】：1978-2013年，我國對外貿(mào)易發(fā)展取得了令人驕傲的成績，對外貿(mào)易總額從206.4億美元增至4.16萬億美元，年均16.4%的增長率。然而近年來，盡管我國對外貿(mào)易快速發(fā)展，，但貿(mào)易結(jié)構(gòu)卻不均衡，貨物貿(mào)易順差迅速增長�？v觀我國貨物進(jìn)口商品結(jié)構(gòu)可以發(fā)現(xiàn)：進(jìn)口貨物總額中工業(yè)制成品的比重下降約8.2個百分點；機(jī)電產(chǎn)品的進(jìn)口比重從52.7%降至43%，降幅明顯；高新技術(shù)產(chǎn)品的進(jìn)口比重也從28.1%降至27.9%；消費性商品中主要資源性中間品的進(jìn)口比重較大，消費品進(jìn)口規(guī)模逐年擴(kuò)大但比重依然較小等。2012年4月30日，國務(wù)院頒布的《關(guān)于加強進(jìn)口促進(jìn)對外貿(mào)易平衡發(fā)展的指導(dǎo)意見》及國家“十二·五”規(guī)劃綱要等都提出：要注重進(jìn)口貿(mào)易，擴(kuò)大進(jìn)口規(guī)模，促進(jìn)對外貿(mào)易基本平衡，進(jìn)一步優(yōu)化我國進(jìn)口商品結(jié)構(gòu)，提高進(jìn)口商品的綜合效應(yīng)。 本文以近年來我國對外貿(mào)易結(jié)構(gòu)不平衡的事實為出發(fā)點，以金融危機(jī)后我國對外貿(mào)易政策的轉(zhuǎn)變及國家“十二五”規(guī)劃等為背景，用理論與實證相結(jié)合、定性分析與定量分析、比較分析等方法研究我國進(jìn)口貨物商品結(jié)構(gòu)與經(jīng)濟(jì)增長關(guān)系問題。首先，本文從總量規(guī)模和具體結(jié)構(gòu)兩方面分析我國進(jìn)口貨物商品結(jié)構(gòu)發(fā)展現(xiàn)狀，進(jìn)而總結(jié)出我國進(jìn)口貨物商品結(jié)構(gòu)的特點；接著，對我國進(jìn)口貨物商品總量與經(jīng)濟(jì)增長關(guān)系、基于SITC分類的進(jìn)口貨物商品與經(jīng)濟(jì)增長關(guān)系進(jìn)行實證分析，得出不同類別的進(jìn)口貨物商品結(jié)構(gòu)對我國經(jīng)濟(jì)增長的影響程度；最后從調(diào)整進(jìn)口戰(zhàn)略和調(diào)整進(jìn)口貨物商品結(jié)構(gòu)等方面提出優(yōu)化我國進(jìn)口商品結(jié)構(gòu)的對策建議。
[Abstract]:From 1978 to 2013, China's foreign trade achieved a proud achievement. The total foreign trade increased from 20.64 billion US dollars to 4.16 trillion US dollars, with an average annual growth rate of 16.4%. However, in recent years, despite the rapid development of China's foreign trade, the trade structure is not balanced, and the goods trade surplus is growing rapidly. Looking at the structure of China's imports of goods, we can find that the proportion of manufactured goods in total imported goods decreased by about 8.2 percentage points, and the import proportion of mechanical and electrical products dropped from 52.7% to 43%, a significant decline. The import proportion of high-tech products also dropped from 28.1% to 27.9%. The import proportion of the main resource intermediates in consumer commodities is large, and the import scale of consumer goods is increasing year by year, but the proportion is still relatively small. On April 30, 2012, The guiding opinions on strengthening imports and promoting the balanced Development of Foreign Trade promulgated by the State Council and the outline of the State's 12th Five-Year Plan put forward the following: we should pay attention to import trade, expand the scale of imports, and promote the basic balance of foreign trade. Further optimize the structure of China's imports and improve the comprehensive effect of imported goods. Based on the fact that China's foreign trade structure has been unbalanced in recent years, this paper takes the transformation of China's foreign trade policy after the financial crisis and the "12th Five-Year Plan" as the background, combining theory with empirical analysis, qualitative analysis and quantitative analysis. Comparative analysis and other methods are used to study the relationship between the structure of China's imported goods and economic growth. First of all, this paper analyzes the current situation of the structure development of China's import goods from two aspects of the total scale and the specific structure, and then summarizes the characteristics of the structure of China's imported goods. Then, the relationship between the total quantity of imported goods and economic growth, and the relationship between import goods and economic growth based on SITC classification are analyzed empirically, and the influence of the structure of different types of imported goods on the economic growth of China is obtained. Finally, the countermeasures and suggestions for optimizing the structure of China's import commodities are put forward from the aspects of adjusting the import strategy and adjusting the structure of imported goods.
