【摘要】：本文在前人研究的基礎(chǔ)之上,從系統(tǒng)論的角度來研究區(qū)域知識(shí)經(jīng)濟(jì)的發(fā)展?fàn)顩r,論文提出了區(qū)域知識(shí)經(jīng)濟(jì)系統(tǒng)的概念,對(duì)區(qū)域知識(shí)經(jīng)濟(jì)系統(tǒng)功能的內(nèi)涵進(jìn)行了解析,并將系統(tǒng)功能的影響因素劃分為系統(tǒng)要素、系統(tǒng)結(jié)構(gòu)、系統(tǒng)環(huán)境。基于“要素-結(jié)構(gòu)-環(huán)境-功能“的邏輯模型構(gòu)建了指標(biāo)體系,選取1999-2011年西部地區(qū)11個(gè)省份的數(shù)據(jù),對(duì)西部地區(qū)知識(shí)經(jīng)濟(jì)系統(tǒng)現(xiàn)狀進(jìn)行了分析,而后利用主成分分析法對(duì)數(shù)據(jù)進(jìn)行降維處理,并對(duì)西部地區(qū)知識(shí)經(jīng)濟(jì)系統(tǒng)的功能、要素、結(jié)構(gòu)、環(huán)境進(jìn)行了整體評(píng)價(jià)。利用主成分分析結(jié)果運(yùn)行結(jié)構(gòu)方程模型,得到了要素、結(jié)構(gòu)、環(huán)境對(duì)功能的影響程度和它們之間的相關(guān)性。 基于結(jié)構(gòu)方程的實(shí)證研究發(fā)現(xiàn)：我國西部地區(qū)知識(shí)經(jīng)濟(jì)系統(tǒng)功能主要是靠要素和環(huán)境進(jìn)行驅(qū)動(dòng),而系統(tǒng)結(jié)構(gòu)對(duì)功能的影響程度很小,這說明西部地區(qū)知識(shí)經(jīng)濟(jì)系統(tǒng)結(jié)構(gòu)還處于低層次的結(jié)構(gòu),影響了西部地區(qū)知識(shí)經(jīng)濟(jì)系統(tǒng)功能的發(fā)揮,而且結(jié)構(gòu)與要素、結(jié)構(gòu)與環(huán)境之間的相關(guān)系數(shù)也較小,并沒有形成相互促進(jìn)的局面。 最后,文章提出了強(qiáng)化西部地區(qū)知識(shí)經(jīng)濟(jì)系統(tǒng)功能的政策建議,保持經(jīng)濟(jì)產(chǎn)出功能、社會(huì)功能的發(fā)揮,強(qiáng)化創(chuàng)新功能;加大要素投入,做好招商引資工作,加大人力資本和信息技術(shù)設(shè)施的投入；進(jìn)一步夯實(shí)經(jīng)濟(jì)基礎(chǔ),優(yōu)化外部環(huán)境,加大政府支持力度；加大知識(shí)產(chǎn)業(yè)的發(fā)展力度,優(yōu)化市場(chǎng)結(jié)構(gòu)。
[Abstract]:On the basis of previous studies, this paper studies the development of regional knowledge economy from the perspective of system theory, puts forward the concept of regional knowledge economy system, and analyzes the connotation of the function of regional knowledge economy system. The influencing factors of system function are divided into system elements, system structure and system environment. Based on the logical model of "factor, structure, environment and function", the index system is constructed, and the data of 11 provinces in the western region from 1999 to 2011 are selected to analyze the present situation of the knowledge economy system in the western region. Then the principal component analysis method is used to reduce the dimension of the data, and the functions, elements, structure and environment of the knowledge economy system in the western region are evaluated as a whole. Using the results of principal component analysis (PCA) to run the structural equation model, the influence of factors, structure and environment on the function and the correlation between them are obtained. The empirical study based on structural equation shows that the function of knowledge economy system in western China is mainly driven by factors and environment, but the influence of system structure on function is very small. This shows that the structure of the knowledge economy system in the western region is still in a low level, which affects the function of the knowledge economy system in the western region, and the correlation coefficient between the structure and the elements, the structure and the environment is also relatively small. There is no mutually reinforcing situation. Finally, the article puts forward the policy suggestions to strengthen the function of the knowledge economy system in the western region, to maintain the function of economic output, to exert the social function, and to strengthen the function of innovation. Increase the input of elements, do a good job of attracting investment, increase the investment of human capital and information technology facilities; Further strengthen the economic base, optimize the external environment, increase government support, strengthen the development of the knowledge industry, optimize the market structure.
