【摘要】：近年來,粗放式的經(jīng)濟(jì)發(fā)展帶來了重大環(huán)境問題,嚴(yán)重影響了人類的可持續(xù)發(fā)展。為了調(diào)和經(jīng)濟(jì)發(fā)展與生態(tài)環(huán)境之間的矛盾,我國提出了創(chuàng)新、協(xié)調(diào)、綠色、開放、共享五大發(fā)展理念,其中,綠色發(fā)展是實(shí)現(xiàn)永續(xù)發(fā)展的必要條件。然而,京津冀地區(qū)近年來資源環(huán)境狀況卻一直不如人意,尤其是霧霾一直籠罩著整個(gè)京津冀地區(qū)。資源環(huán)境問題已經(jīng)影響到了京津冀的協(xié)同發(fā)展,實(shí)施綠色發(fā)展是京津冀協(xié)同發(fā)展的首要任務(wù)。因此,開展針對京津冀地區(qū)的綠色發(fā)展研究尤為必要。本文旨在通過探究區(qū)域綠色發(fā)展競爭力的主旨思想,構(gòu)建京津冀綠色發(fā)展競爭力評價(jià)指標(biāo)體系,綜合評估京津冀綠色發(fā)展競爭力水平,為提升京津冀地區(qū)綠色發(fā)展競爭力提供決策依據(jù)。本文在國內(nèi)外綠色發(fā)展研究現(xiàn)狀的基礎(chǔ)上,結(jié)合綠色發(fā)展相關(guān)理論提出了基于綠色資本、綠色演進(jìn)、綠色行為、綠色效益“四位一體”的綠色發(fā)展框架,進(jìn)而提出了“四位一體”綠色發(fā)展競爭力。在此基礎(chǔ)上,本文構(gòu)建了京津冀綠色發(fā)展競爭力評價(jià)指標(biāo)體系,并運(yùn)用熵值賦權(quán)法確定了指標(biāo)權(quán)重。然后,測算出2008-2015年京津冀地區(qū)綠色發(fā)展競爭力并進(jìn)行綜合評價(jià)和差異分析。評價(jià)分析結(jié)果表明:北京市綠色發(fā)展競爭優(yōu)勢在于產(chǎn)業(yè)發(fā)展情況較好,所處發(fā)展階段較為靠前,技術(shù)進(jìn)步方面較佳,居民、企業(yè)行為力度較強(qiáng),然而自然資源較少;天津市綠色發(fā)展競爭優(yōu)勢在于產(chǎn)業(yè)發(fā)展情況較好,所處發(fā)展階段較為靠前,居民行為力度較強(qiáng),但是自然資源較少,企業(yè)、政府行為力度不夠;河北省綠色發(fā)展競爭優(yōu)勢在于自然資源較為豐富,然而產(chǎn)業(yè)發(fā)展情況較差,所處發(fā)展階段較為落后,技術(shù)進(jìn)步方面較為落后,居民、政府以及企業(yè)行為力度欠缺。最后,本文基于評價(jià)分析結(jié)果從綠色資本、綠色演進(jìn)、綠色行為三個(gè)方面提出了幾點(diǎn)提升京津冀地區(qū)綠色發(fā)展競爭力的對策建議。
[Abstract]:In recent years, extensive economic development has brought great environmental problems and seriously affected the sustainable development of mankind. In order to reconcile the contradiction between economic development and ecological environment, our country put forward five development concepts: innovation, coordination, green, opening and sharing. Among them, green development is the necessary condition to realize sustainable development. However, the situation of resources and environment in Beijing-Tianjin-Hebei region has been unsatisfactory in recent years, especially haze has been enveloping the whole area of Beijing-Tianjin-Hebei. The problem of resources and environment has affected the coordinated development of Beijing-Tianjin-Hebei, and the implementation of green development is the primary task of the co-development of Beijing-Tianjin-Hebei. Therefore, it is necessary to carry out green development research in Beijing, Tianjin and Hebei. The purpose of this paper is to establish the evaluation index system of the green development competitiveness of Beijing, Tianjin and Hebei, and to comprehensively evaluate the level of the green development competitiveness of Beijing, Tianjin and Hebei through exploring the main idea of the regional green development competitiveness. To improve the competitiveness of Beijing, Tianjin and Hebei green development to provide decision-making basis. On the basis of the present situation of green development research at home and abroad, this paper puts forward a green development framework based on green capital, green evolution, green behavior and green benefit. Then put forward the "four in one" green development competitiveness. On this basis, the evaluation index system of Beijing, Tianjin and Hebei green development competitiveness is constructed, and the index weight is determined by entropy weighting method. Then, the green development competitiveness of Beijing-Tianjin-Hebei region from 2008 to 2015 is calculated, and comprehensive evaluation and difference analysis are carried out. The results of evaluation and analysis show that the competitive advantage of green development in Beijing lies in the better development of industry, the advanced stage of development, the better technological progress, the stronger behavior of residents and enterprises, but the less natural resources. The competitive advantage of Tianjin's green development lies in the better development of industry, the higher the stage of development, the stronger the behavior of residents, but the less natural resources, the less the enterprise and the government's behavior. The competitive advantage of green development in Hebei lies in the abundance of natural resources, but the situation of industrial development is poor, the stage of development is relatively backward, the technological progress is relatively backward, and the behavior of residents, government and enterprises is not strong enough. Finally, based on the results of evaluation and analysis, this paper puts forward some countermeasures and suggestions to enhance the competitiveness of Beijing, Tianjin and Hebei from three aspects of green capital, green evolution and green behavior.
