【摘要】：行政審批工作是當(dāng)前時(shí)期黨和政府工作的重點(diǎn),近幾年來(lái)中央對(duì)行政審批體制改革高度重視。尤其是在經(jīng)濟(jì)快速發(fā)展的新時(shí)代背景下,再加上三期疊加的作用,W市加大了招商引資的力度,行政審批流程精簡(jiǎn)優(yōu)化問(wèn)題已成為W市的重點(diǎn)工作。但是我國(guó)目前企業(yè)簽約的過(guò)程復(fù)雜、嚴(yán)重影響了簽約的效率,導(dǎo)致項(xiàng)目遲遲難以開(kāi)工,企業(yè)滿意度很低。因此,如何優(yōu)化W市招商引資項(xiàng)目審批流程成為當(dāng)下急需解決的重要問(wèn)題。全國(guó)各地針對(duì)審批流程優(yōu)化也已經(jīng)有了一些積極探索,應(yīng)當(dāng)對(duì)其經(jīng)驗(yàn)加以總結(jié)和延伸推廣,這些是本文選題的出發(fā)點(diǎn)。論文運(yùn)用項(xiàng)目管理及流程管理相關(guān)理論,對(duì)W市招商引資項(xiàng)目審批流程進(jìn)行優(yōu)化研究。首先,本文回顧了國(guó)內(nèi)外業(yè)務(wù)流程相關(guān)文獻(xiàn)和理論基礎(chǔ)。然后,結(jié)合W市的實(shí)例,從業(yè)務(wù)流程優(yōu)化這一嶄新視角,通過(guò)訪談及問(wèn)卷調(diào)查的方法深入研究分析了W市項(xiàng)目審批流程過(guò)程中存在的問(wèn)題,歸納起來(lái)主要有:審批流程中介組織缺乏有效規(guī)范;審批部門(mén)爭(zhēng)權(quán)避責(zé);審批流程環(huán)節(jié)多;審批項(xiàng)目遞交材料多工作量大;審批周期長(zhǎng);審批工作人員服務(wù)意識(shí)差;招商企業(yè)抱怨多。其次,針對(duì)審批流程現(xiàn)存的典型問(wèn)題進(jìn)行原因分析,總結(jié)出主要原因有:審批部門(mén)之間的利益訴求沖突、權(quán)力配置不均衡、缺乏有機(jī)銜接、審批流程不合理等。接著,本文作者在現(xiàn)有審批流程基礎(chǔ)上,結(jié)合業(yè)務(wù)流程優(yōu)化的方法,探索出具體的優(yōu)化方案:對(duì)流程重排設(shè)計(jì),實(shí)現(xiàn)流程組織結(jié)構(gòu)設(shè)計(jì)扁平化改革,在原來(lái)的串聯(lián)式審批制度的基礎(chǔ)上,采用杠桿瞄準(zhǔn)法對(duì)審批方式進(jìn)行了優(yōu)化和更新,發(fā)明了并聯(lián)式審批方式,借鑒沈陽(yáng)、廣州經(jīng)驗(yàn),逐漸開(kāi)展互聯(lián)網(wǎng)+時(shí)代的服務(wù)型審批。最后,提出了優(yōu)化方案的實(shí)施的原則、難點(diǎn)及建議,以確保上述優(yōu)化方法發(fā)揮作用。本文提出的招商項(xiàng)目審批流程的優(yōu)化方案及實(shí)施建議,不僅對(duì)W市的審批工作具有指導(dǎo)意義,對(duì)其他地區(qū)的行政審批制度的進(jìn)一步發(fā)展也具有著重要的促進(jìn)作用。
[Abstract]:The work of administrative examination and approval is the focus of the party and government work in the current period. In recent years, the central government has attached great importance to the reform of the administrative examination and approval system. Especially under the background of the rapid development of economy and the effect of the superposition of three phases, W city has increased the intensity of attracting investment, and the streamlining and optimization of administrative examination and approval process has become the key work of W city. However, the process of signing a contract in our country is very complicated, which seriously affects the efficiency of the contract, resulting in the project being difficult to start, and the enterprise satisfaction is very low. Therefore, how to optimize the approval process of investment attracting projects in W City has become an important problem that needs to be solved. There have been some positive explorations for the optimization of the approval process all over the country, which should be summarized and extended. These are the starting points of this paper. Based on the theory of project management and process management, this paper optimizes the approval process of investment attracting projects in W city. First of all, this paper reviews the domestic and foreign business process related literature and theoretical basis. Then, combining with the example of W city, from the perspective of business process optimization, through the method of interview and questionnaire, this paper deeply studies and analyzes the problems existing in the process of project approval in W city. To sum up, there are: the lack of effective standards for the intermediary organizations of the approval process; the examination and approval departments scramble for power and avoid the responsibility; the examination and approval process has many links; the large workload of submitting materials for the examination and approval projects; the long examination and approval period; the poor service awareness of the examination and approval staff; The business enterprise complains a lot. Secondly, according to the analysis of the existing typical problems in the examination and approval process, the main reasons are as follows: the conflict of interest demands between the examination and approval departments, the imbalance of power allocation, the lack of organic connection, the unreasonable approval process and so on. Then, on the basis of the existing approval process, combined with the method of business process optimization, the author explores the specific optimization scheme: rearranging the process design, realizing the flattening reform of the process organization structure design. On the basis of the original series examination and approval system, the method of leverage aiming was adopted to optimize and renew the examination and approval method, and the parallel examination and approval method was invented. The service type examination and approval in the Internet era was gradually carried out with the experience of Shenyang and Guangzhou. Finally, the principles, difficulties and suggestions for the implementation of the optimization scheme are put forward to ensure that the above optimization methods play a role. The optimization scheme and implementation suggestions of the approval process of the investment promotion project put forward in this paper are not only of guiding significance to the examination and approval work in W city, but also play an important role in promoting the further development of the administrative examination and approval system in other regions.
