【摘要】：隨著中國社會(huì)經(jīng)濟(jì)的不斷進(jìn)步，中國在取得令人矚目的經(jīng)濟(jì)的同時(shí)，自然環(huán)境也遭受著越來越多的破壞。隨著環(huán)境污染的日趨嚴(yán)峻，，國家在發(fā)展經(jīng)濟(jì)的同時(shí)，也將越來越多的注意力放在環(huán)境保護(hù)上面，如今可持續(xù)發(fā)展已經(jīng)變成我國的一項(xiàng)基本國策。同全國其他部分地區(qū)全一樣，吉林省在改革開放以來，經(jīng)濟(jì)快速發(fā)展，社會(huì)進(jìn)步日新月異，但與此同時(shí)環(huán)境的可持續(xù)發(fā)展卻面臨著越來越艱巨的挑戰(zhàn)。如何在實(shí)現(xiàn)經(jīng)濟(jì)的快速發(fā)展的同時(shí)還能兼顧環(huán)境的保護(hù)，成為學(xué)者們研究的熱點(diǎn)話題。經(jīng)濟(jì)與環(huán)境協(xié)調(diào)發(fā)展就是解決環(huán)境保護(hù)與經(jīng)濟(jì)發(fā)展之間的矛盾的一劑良藥。因此,研究吉林省經(jīng)濟(jì)與環(huán)境協(xié)調(diào)發(fā)展對(duì)建設(shè)生態(tài)吉林，實(shí)現(xiàn)吉林經(jīng)濟(jì)與社會(huì)可持續(xù)發(fā)展意義重大。 本文在循環(huán)經(jīng)濟(jì)學(xué)、環(huán)境經(jīng)濟(jì)學(xué)和可持續(xù)發(fā)展等相關(guān)理論的研究基礎(chǔ)上，根據(jù)經(jīng)濟(jì)與環(huán)境協(xié)調(diào)發(fā)展理論指標(biāo)體系的選取原則，參考前人研究成果，建立經(jīng)濟(jì)與環(huán)境協(xié)調(diào)發(fā)展的指標(biāo)體系。該指標(biāo)體系主要分為：經(jīng)濟(jì)發(fā)展綜合評(píng)價(jià)指標(biāo)體系和環(huán)境發(fā)展綜合評(píng)價(jià)指標(biāo)體系。選取《吉林統(tǒng)計(jì)年鑒》1996-2012年的數(shù)據(jù)，利用極差法對(duì)數(shù)據(jù)進(jìn)行歸一化處理，使數(shù)值處于0～1區(qū)間范圍內(nèi)。同時(shí)本文參照以往的研究成果，運(yùn)用主成分分析法計(jì)算經(jīng)濟(jì)發(fā)展綜合評(píng)價(jià)指數(shù)和環(huán)境發(fā)展綜合評(píng)價(jià)指數(shù)，客觀分析了吉林省1996-2012年間經(jīng)濟(jì)發(fā)展水平的變化過程和環(huán)境發(fā)展水平變化歷程。為進(jìn)一步分析吉林省經(jīng)濟(jì)與環(huán)境協(xié)調(diào)發(fā)展現(xiàn)狀，本文引入經(jīng)濟(jì)與環(huán)境協(xié)調(diào)發(fā)展度模型，計(jì)算1996-2012年間吉林省經(jīng)濟(jì)與環(huán)境協(xié)調(diào)度和協(xié)調(diào)發(fā)展度，以此為基礎(chǔ)揭示了吉林省1996-2012年間經(jīng)濟(jì)與環(huán)境系統(tǒng)協(xié)調(diào)發(fā)展過程。研究結(jié)果顯示，在環(huán)境發(fā)展水平綜合評(píng)價(jià)方面，吉林省環(huán)境在2008年之前處于上升趨勢，并且在2008年達(dá)到峰值，其后環(huán)境發(fā)展綜合評(píng)價(jià)指數(shù)開始走下坡路，直到2012年才有所回升，但是距離峰值還有一段距離。這就表明吉林省環(huán)境以2008年金融危機(jī)為界，經(jīng)歷了由差轉(zhuǎn)好再惡化直到最近有所回升的過程。吉林省在把握發(fā)展機(jī)遇的同時(shí)，尤其需要注意環(huán)境的保護(hù)，全面改善環(huán)境，實(shí)現(xiàn)可持續(xù)的環(huán)境發(fā)展道路。在經(jīng)濟(jì)發(fā)展水平綜合評(píng)價(jià)方面，吉林省經(jīng)濟(jì)發(fā)展綜合評(píng)價(jià)指數(shù)一直在協(xié)調(diào)發(fā)展的區(qū)間波動(dòng)，2012年經(jīng)濟(jì)發(fā)展綜合評(píng)價(jià)指數(shù)有所下降。經(jīng)濟(jì)總體上一直呈現(xiàn)向好發(fā)展，但是需要進(jìn)一步發(fā)展吉林省的經(jīng)濟(jì)實(shí)力。通過對(duì)經(jīng)濟(jì)與環(huán)境協(xié)調(diào)發(fā)展度的分析發(fā)現(xiàn)，吉林省1996-2012年十七年間依次經(jīng)歷了瀕臨失調(diào)環(huán)境滯后型、初級(jí)協(xié)調(diào)環(huán)境滯后型、協(xié)調(diào)發(fā)展經(jīng)濟(jì)滯后型和初級(jí)協(xié)調(diào)經(jīng)濟(jì)滯后型四個(gè)階段。最后在前文綜合分析的基礎(chǔ)上，提出圍繞提升經(jīng)濟(jì)競爭力并兼顧環(huán)境保護(hù)提出調(diào)整經(jīng)濟(jì)發(fā)展策略、加速調(diào)整經(jīng)濟(jì)結(jié)構(gòu)、加強(qiáng)技術(shù)創(chuàng)新和強(qiáng)化政府職能四點(diǎn)建議。
[Abstract]:With the development of Chinese society and economy, the natural environment has been destroyed more and more. With the increasingly serious environmental pollution, the country will pay more and more attention to environmental protection while developing economy. Nowadays, sustainable development has become a basic national policy of our country. Like all other parts of the country, Jilin Province has been facing more and more arduous challenges since the reform and opening up, with rapid economic development and rapid social progress, but at the same time the sustainable development of the environment is facing more and more arduous challenges. How to realize the rapid development of economy and take into account the protection of the environment has become a hot topic for scholars. The coordinated development of economy and environment is a good medicine to solve the contradiction between environmental protection and economic development. Therefore, it is of great significance to study the coordinated development of economy and environment in Jilin Province to construct ecological Jilin and realize the sustainable development of Jilin economy and society. Based on the relevant theories of circular economics, environmental economics and sustainable development, and according to the selection principle of economic and environmental coordinated development theory index system, this paper refers to the previous research results. Establish an indicator system for coordinated economic and environmental development. The index system is mainly divided into: economic development comprehensive evaluation index system and environmental development comprehensive evaluation index system. This paper selects the data of Jilin Statistical Yearbook from 1996 to 2012 and normalizes the data by using the range method to make the value within the range of 0 / 1. At the same time, according to the previous research results, this paper uses principal component analysis to calculate the comprehensive evaluation index of economic development and the comprehensive evaluation index of environmental development. This paper objectively analyzes the changing process of economic development level and environmental development level in Jilin Province from 1996 to 2012. In order to further analyze the current situation of the coordinated development of economy and environment in Jilin Province, this paper introduces the model of coordinated development of economy and environment, and calculates the degree of economic and environmental coordination and coordinated development of Jilin Province from 1996 to 2012. Based on this, this paper reveals the coordinated development process of economic and environmental systems in Jilin Province from 1996 to 2012. The results show that the environment of Jilin Province is on the rise before 2008, and reached its peak in 2008. After that, the comprehensive assessment index of environmental development began to decline, and only then did it pick up in 2012. But there is still some distance to the peak. This indicates that the environment of Jilin Province is bounded by the financial crisis of 2008 and has undergone a process of deterioration from bad to better until it has recovered recently. Jilin Province should pay attention to the protection of the environment, improve the environment in an all-round way, and realize the road of sustainable environmental development while grasping the opportunity of development. In the aspect of comprehensive evaluation of economic development level, the comprehensive evaluation index of Jilin province's economic development has been fluctuating in the range of coordinated development, and the comprehensive evaluation index of economic development has declined in 2012. Overall, the economy has been showing good development, but needs to further develop the economic strength of Jilin Province. Through the analysis of the degree of coordinated development of economy and environment, it is found that Jilin Province experienced four stages in order during the 17 years from 1996 to 2012, namely, the lagging of the environment on the verge of imbalance, the lagging of the primary coordinated environment, the lagging of the coordinated development of the economy and the lagging of the primary coordinated economy. Finally, on the basis of the previous comprehensive analysis, four suggestions are put forward to improve the economic competitiveness and take into account the environmental protection, to adjust the economic development strategy, to accelerate the adjustment of economic structure, to strengthen technological innovation and to strengthen the functions of the government.
