【摘要】：從宏觀上考量俄羅斯的發(fā)展路徑,以創(chuàng)新來提高有限資金的回報(bào)率不失為擺脫困境的舉措,但這需要研判地區(qū)、企業(yè)、政府戰(zhàn)略等創(chuàng)新發(fā)展要素。當(dāng)前,地區(qū)和企業(yè)創(chuàng)新在俄羅斯面臨著各種障礙,以政府戰(zhàn)略為依托的《創(chuàng)新俄羅斯—2020》開始初步顯現(xiàn)其正面效果,但同時(shí)要考慮新模式下的俄羅斯"萬眾創(chuàng)新",即不單純是自上而下的創(chuàng)新戰(zhàn)略,而是技術(shù)創(chuàng)新和社會(huì)創(chuàng)新協(xié)同發(fā)展。
[Abstract]:Considering the development path of Russia macroscopically, it is necessary to study the regional, enterprise, government strategy and other innovative development elements to improve the rate of return of limited funds. At present, regional and enterprise innovation is facing various obstacles in Russia. "Innovation Russia-2020", based on the government strategy, is beginning to show its positive effects. But at the same time, we should consider the Russian "numerous innovation" under the new mode, that is, not only the top-down innovation strategy, but also the coordinated development of technological innovation and social innovation.
