產(chǎn)業(yè)聚集與環(huán)境污染的相互關(guān)系研究

【摘要】:產(chǎn)業(yè)聚集在促進(jìn)經(jīng)濟增長的同時,造成區(qū)域能源消耗加大,污染排放增多,對生態(tài)環(huán)境產(chǎn)生較大影響。環(huán)境污染也在一定程度上影響產(chǎn)業(yè)聚集。也就是說產(chǎn)業(yè)聚集與環(huán)境污染之間具有雙向影響的關(guān)系,但關(guān)于產(chǎn)業(yè)聚集與環(huán)境污染之間相互影響的研究并不多見。本文采用理論分析和實證分析結(jié)合的方法,對產(chǎn)業(yè)聚集與環(huán)境污染之間的關(guān)系進(jìn)行研究。本文研究成果對于理清產(chǎn)業(yè)聚集與環(huán)境污染之間的關(guān)系,評估產(chǎn)業(yè)聚集區(qū)建設(shè)的合理性提供了客觀、合理的依據(jù)。產(chǎn)業(yè)聚集水平與環(huán)境污染的現(xiàn)狀分析表明,我國區(qū)域聚集現(xiàn)象較明顯,但存在區(qū)域差異:東部地區(qū)聚集水平最高,東北地區(qū)次之,再次是中部地區(qū),西部地區(qū)的聚集水平最低。東部和東北部地區(qū)聚集水平呈下降趨勢,中部和西部地區(qū)聚集水平呈上升趨勢。我國工業(yè)廢水、固體廢棄物排放量逐年下降,廢氣排放整體呈上升趨勢,2011年后有小幅下降。產(chǎn)業(yè)聚集與環(huán)境污染相互關(guān)系的理論分析顯示:產(chǎn)業(yè)聚集對環(huán)境污染的影響具有不確定,產(chǎn)業(yè)聚集既能夠產(chǎn)生正的外部性改善環(huán)境污染,也能夠產(chǎn)生負(fù)的外部性加劇環(huán)境污染,環(huán)境污染對產(chǎn)業(yè)聚集的影響也具有不確定性。本文在STIRPAT模型基礎(chǔ)上建立了產(chǎn)業(yè)聚集與環(huán)境污染的聯(lián)立方程模型,選取2003-2013年省級面板數(shù)據(jù),實證分析了產(chǎn)業(yè)聚集與環(huán)境污染的相互影響。研究發(fā)現(xiàn),產(chǎn)業(yè)聚集促進(jìn)了廢水的排放,抑制了廢氣和固體廢棄物的排放;環(huán)境污染對產(chǎn)業(yè)聚集起到了促進(jìn)作用;诋a(chǎn)業(yè)聚集對環(huán)境污染的影響,本文提出三點改善產(chǎn)業(yè)聚集區(qū)環(huán)境污染的政策建議:第一,完善聚集區(qū)污染物集中治理機制,實現(xiàn)污染治理的規(guī)模經(jīng)濟;第二,充分發(fā)揮聚集區(qū)知識和技術(shù)溢出效應(yīng),實現(xiàn)污染治理科技化;第三,增強聚集區(qū)環(huán)境保護(hù)和監(jiān)管力度,完善環(huán)境保護(hù)和監(jiān)管措施。
[Abstract]:Industry agglomeration promotes economic growth at the same time, resulting in increased regional energy consumption and pollution emissions, which has a greater impact on the ecological environment. Environmental pollution also affects industrial agglomeration to a certain extent. In other words, there is a two-way relationship between industrial agglomeration and environmental pollution, but there are few studies on the interaction between industrial agglomeration and environmental pollution. In this paper, the relationship between industrial agglomeration and environmental pollution is studied by combining theoretical analysis with empirical analysis. The research results of this paper provide an objective and reasonable basis for clarifying the relationship between industrial agglomeration and environmental pollution and evaluating the rationality of the construction of industrial agglomeration area. The analysis of industrial agglomeration level and environmental pollution shows that the phenomenon of regional agglomeration is obvious in China, but there are regional differences: the gathering level is the highest in the eastern region, the second in the northeast region, the second in the central region and the lowest in the western region. The aggregation level of the eastern and northeast regions decreased, while that of the central and western regions increased. In China, the discharge of solid waste is decreasing year by year, the exhaust gas emission is on the rise, and there is a small decrease after 2011. The theoretical analysis of the relationship between industrial agglomeration and environmental pollution shows that the influence of industrial agglomeration on environmental pollution is uncertain. Industrial agglomeration can not only produce positive externalities to improve environmental pollution, but also produce negative externalities to aggravate environmental pollution. The impact of environmental pollution on industrial agglomeration is also uncertain. Based on the STIRPAT model, this paper establishes the simultaneous equation model of industrial agglomeration and environmental pollution, selects the provincial panel data from 2003 to 2013, and empirically analyzes the interaction between industrial agglomeration and environmental pollution. It is found that industrial agglomeration promotes the discharge of waste water and inhibits the discharge of waste gas and solid waste, and environmental pollution promotes industrial agglomeration. Based on the impact of industrial agglomeration on environmental pollution, this paper puts forward three policy recommendations to improve the environmental pollution in industrial concentration areas: first, to improve the centralized treatment mechanism of pollutants in the concentrated areas, and to realize the economies of scale of pollution control; second, We should give full play to the spillover effect of knowledge and technology in the agglomeration areas, and realize the scientific and technological control of pollution. Third, we should strengthen the environmental protection and supervision in the concentrated areas and improve the measures for environmental protection and supervision.
