【摘要】：當(dāng)前世界各地產(chǎn)業(yè)園區(qū)大規(guī)模發(fā)展，對(duì)這些國(guó)家和地區(qū)乃至全世界的經(jīng)濟(jì)發(fā)揮了重要的推動(dòng)作用。中國(guó)的產(chǎn)業(yè)園區(qū)建設(shè)在完成了“第一次創(chuàng)業(yè)”的要素聚集和數(shù)量擴(kuò)張任務(wù)之后，已經(jīng)進(jìn)入了“第二次創(chuàng)業(yè)”的質(zhì)量全面提高階段。因此加快培育和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)是全面建設(shè)小康社會(huì)、實(shí)現(xiàn)可持續(xù)發(fā)展的必然選擇，，是培育戰(zhàn)略性新興產(chǎn)業(yè)、打造現(xiàn)代產(chǎn)業(yè)集聚區(qū)、加快全市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和發(fā)展方式轉(zhuǎn)變的一項(xiàng)重大舉措，對(duì)推動(dòng)經(jīng)濟(jì)社會(huì)發(fā)展具有重大而深遠(yuǎn)的意義。展開對(duì)中國(guó)新興產(chǎn)業(yè)園區(qū)規(guī)劃相關(guān)問題的探討有一定的理論意義和實(shí)踐價(jià)值。 秦皇島經(jīng)濟(jì)技術(shù)開發(fā)區(qū)經(jīng)過多年快速發(fā)展，以其合理的園區(qū)規(guī)劃成為當(dāng)?shù)亟?jīng)濟(jì)增長(zhǎng)的帶動(dòng)點(diǎn)。近年來，開發(fā)區(qū)的規(guī)劃優(yōu)勢(shì)、地區(qū)優(yōu)勢(shì)逐漸透明和減弱，面對(duì)新時(shí)期新形勢(shì)，想要在激烈的競(jìng)爭(zhēng)中謀求發(fā)展優(yōu)勢(shì)，就要本著產(chǎn)業(yè)高端、服務(wù)為導(dǎo)向、特色產(chǎn)業(yè)集群發(fā)展、產(chǎn)城互動(dòng)和生態(tài)優(yōu)越理念科學(xué)規(guī)劃秦皇島開發(fā)區(qū)新興產(chǎn)業(yè)園區(qū)。 本文以秦皇島開發(fā)區(qū)新興產(chǎn)業(yè)園區(qū)規(guī)劃為研究對(duì)象，運(yùn)用國(guó)內(nèi)外新興產(chǎn)業(yè)園區(qū)理論研究成果，借鑒國(guó)內(nèi)外成功園區(qū)的經(jīng)驗(yàn)，結(jié)合工作實(shí)際開展研究，總結(jié)秦皇島開發(fā)區(qū)現(xiàn)行園區(qū)規(guī)劃存在的問題及運(yùn)行方向，運(yùn)用SWOT分析法全面分析秦皇島開發(fā)區(qū)新興產(chǎn)業(yè)園區(qū)規(guī)劃的優(yōu)勢(shì)劣勢(shì)以及面臨的機(jī)遇和挑戰(zhàn)，對(duì)園區(qū)規(guī)劃提出可行的思路、原則和策略。本文采用文獻(xiàn)研究法、案例分析法和比較研究法等方法，根據(jù)秦皇島開發(fā)區(qū)新興產(chǎn)業(yè)園區(qū)的實(shí)際情況，論述了以產(chǎn)業(yè)轉(zhuǎn)型為導(dǎo)向、以可持續(xù)發(fā)展為原則、以產(chǎn)城一體為目標(biāo)、以區(qū)域統(tǒng)籌為基礎(chǔ)、以遠(yuǎn)近結(jié)合為原則科學(xué)規(guī)劃新興產(chǎn)業(yè)園區(qū)，同時(shí)提出明確規(guī)劃人員和規(guī)劃部門職責(zé)，加強(qiáng)公眾參與、建立監(jiān)督制度，促進(jìn)園區(qū)管理體制機(jī)制創(chuàng)新，大力宣傳環(huán)保生態(tài)理念，盡快將新興產(chǎn)業(yè)園區(qū)規(guī)劃納入法定規(guī)劃等策略，以期對(duì)秦皇島開發(fā)區(qū)新興產(chǎn)業(yè)園區(qū)規(guī)劃具有參考價(jià)值。
[Abstract]:At present, the large-scale development of industrial parks around the world has played an important role in promoting the economy of these countries and regions as well as the world. The construction of industrial parks in China has entered the stage of overall improvement of the quality of "second entrepreneurship" after the completion of the task of "first undertaking" in terms of the aggregation of elements and the expansion of quantity. Therefore, speeding up the cultivation and development of strategic emerging industries is an inevitable choice for building a well-off society in an all-round way and realizing sustainable development. It is also a necessary choice for cultivating strategic emerging industries and creating a modern industrial agglomeration area. An important measure to speed up the adjustment of industrial structure and the transformation of development mode in the whole city is of great and far-reaching significance to promote the economic and social development. It is of great theoretical and practical value to discuss the related problems in the planning of China's new industrial parks. After years of rapid development, Qinhuangdao Economic and technological Development Zone has become the driving point of local economic growth with its reasonable planning. In recent years, the planning advantages and regional advantages of the development zones have gradually become transparent and weakened. In the face of the new situation in the new era, if we want to seek development advantages in the fierce competition, we must develop industrial clusters with the spirit of high-end industry, service-oriented and characteristic industrial clusters. City interaction and ecological superiority concept of scientific planning Qinhuangdao Development Zone emerging industry park. This paper takes Qinhuangdao Development Zone as the object of study, applies the theoretical research results of domestic and foreign emerging industrial parks, draws lessons from the experience of successful parks at home and abroad, and carries out the research in combination with the actual work. This paper summarizes the existing problems and operational direction of Qinhuangdao Development Zone's current park planning, and comprehensively analyzes the advantages and disadvantages, opportunities and challenges of Qinhuangdao Development Zone's new industrial park planning by using SWOT analysis method. Put forward feasible ideas, principles and strategies for park planning. This paper adopts the methods of literature research, case analysis and comparative research, according to the actual situation of the new industrial park in Qinhuangdao Development Zone, discusses the orientation of industrial transformation, the principle of sustainable development and the goal of integration of industry and city. On the basis of regional overall planning, scientific planning of new industrial parks is based on the principle of combination of distance and proximity. At the same time, it puts forward clear responsibilities of planners and planning departments, strengthening public participation, establishing supervision system, and promoting innovation of management system and mechanism of parks. Promoting the concept of environmental protection ecology and bringing the planning of new industrial park into the legal planning as soon as possible is expected to be of reference value to the planning of the new industrial park in Qinhuangdao Development Zone.
