休寧縣縣域經(jīng)濟(jì)發(fā)展戰(zhàn)略研究

【摘要】：縣域經(jīng)濟(jì)是國民經(jīng)濟(jì)的根本,在地方經(jīng)濟(jì)發(fā)展中的作用極其重要。改革開放后就成為熱點(diǎn)研究課題并得到各級政府的重視。從各地實(shí)踐看,地方經(jīng)濟(jì)實(shí)力的增強(qiáng)、區(qū)域間的協(xié)調(diào)發(fā)展以及“三農(nóng)”問題的破解都與縣域經(jīng)濟(jì)的發(fā)展息息相關(guān)。 休寧縣,位于安徽省最南端,擁有人口27.4萬,是一個典型的經(jīng)濟(jì)欠發(fā)達(dá)山區(qū)縣和國家級貧困縣。近三十年來,雖然休寧經(jīng)濟(jì)得到飛速發(fā)展,社會事業(yè)亦取得巨大進(jìn)步。但與此同時,我們從休寧自身經(jīng)濟(jì)發(fā)展歷史軌跡以及同周邊其他縣對比中可以看出,休寧經(jīng)濟(jì)總量、人均水平、城鎮(zhèn)化水平、產(chǎn)業(yè)結(jié)構(gòu)比例等方面都存在明顯差距。要在中部崛起戰(zhàn)略、安徽東向發(fā)展和融入長三角經(jīng)濟(jì)圈政策背景下實(shí)現(xiàn)休寧縣域經(jīng)濟(jì)健康快速持續(xù)發(fā)展,就需要站在戰(zhàn)略高度去審視其所處的變幻莫測的內(nèi)外部發(fā)展環(huán)境,繼續(xù)發(fā)揮好自身資源優(yōu)勢,發(fā)掘其后發(fā)優(yōu)勢,科學(xué)編制其新的發(fā)展戰(zhàn)略規(guī)劃。筆者利用參與式調(diào)查和實(shí)地走訪詢問等調(diào)研方法,獲取了大量統(tǒng)計(jì)數(shù)據(jù),制作了各類圖表,通過強(qiáng)化休寧與周邊縣區(qū)和過去自身發(fā)展成就的比較分析,然后立足休寧縣域經(jīng)濟(jì)發(fā)展現(xiàn)狀和內(nèi)外部環(huán)境分析,旨在為休寧縣域經(jīng)濟(jì)的又好又快發(fā)展提供些有利的建議。全文共分為六個部分。 第一部分是選題意義、研究思路、研究方法以及國內(nèi)外縣域經(jīng)濟(jì)相關(guān)研究綜述。首先闡述了論文研究的意義；其次交代了研究的思路和方法；最后通過文獻(xiàn)綜述梳理縣域經(jīng)濟(jì)當(dāng)前研究前沿和現(xiàn)狀。 第二部分是縣域經(jīng)濟(jì)概念、特征及其理論基礎(chǔ)。該部分以區(qū)域經(jīng)濟(jì)學(xué)基本原理作為本文理論支撐。 第三部分是休寧縣域經(jīng)濟(jì)發(fā)展現(xiàn)狀分析。通過休寧同自身經(jīng)濟(jì)歷史發(fā)展軌跡以及同周邊其他縣進(jìn)行比較實(shí)證分析,指出了休寧縣域經(jīng)濟(jì)發(fā)展的優(yōu)勢和劣勢。 第四部分是內(nèi)外部發(fā)展環(huán)境分析。該部分分析了休寧縣域經(jīng)濟(jì)發(fā)展面臨的國內(nèi)外經(jīng)濟(jì)形勢、休寧發(fā)展所面臨的政策機(jī)遇及其自然資源、社會發(fā)展?fàn)顩r、區(qū)位條件等。 第五部分結(jié)合以上四部分分析提出了休寧縣域經(jīng)濟(jì)發(fā)展的戰(zhàn)略規(guī)劃。 第六部分為對策和建議篇。該部分是文章的重點(diǎn)部分,針對休寧縣域經(jīng)濟(jì)現(xiàn)狀、存在的問題以及內(nèi)外部發(fā)展環(huán)境,結(jié)合休寧縣域經(jīng)濟(jì)發(fā)展定位和目標(biāo),提出了四條對策建議：解放思想,加大人才引進(jìn)力度和新徽商形象構(gòu)建力度,以及優(yōu)惠政策向民營經(jīng)濟(jì)傾斜力度,壯大縣域民營經(jīng)濟(jì)；繼續(xù)融合文化、生態(tài)和旅游三大元素,培育休寧旅游資源差異化優(yōu)勢,提升縣域旅游經(jīng)濟(jì)核心競爭力；加大技改創(chuàng)新力度和招商引資力度,強(qiáng)化園區(qū)科學(xué)布局和建設(shè),堅(jiān)持走資源節(jié)約型和環(huán)境友好型新型工業(yè)化道路,引領(lǐng)集群經(jīng)濟(jì)快速發(fā)展；以縣城為依托,做好城鎮(zhèn)發(fā)展規(guī)劃編制,逐步推進(jìn)“以人為核心”的城鎮(zhèn)化。
[Abstract]:County economy is the foundation of national economy and plays an extremely important role in the development of local economy. After reform and opening up, it has become a hot research topic and has been attached importance to by governments at all levels. From the local practice, the enhancement of the local economic strength, the coordinated development of the regions and the solution of the "three rural" problems are closely related to the development of the county economy. Xiuning County, located in the southernmost part of Anhui Province, has a population of 274000. In the past three decades, although Heuning's economy has developed rapidly, great progress has been made in social undertakings. But at the same time, from the historical track of Xiuning's own economic development and the comparison with other counties around, we can see that there are obvious gaps in total economic volume, per capita level, urbanization level, industrial structure ratio and so on. In order to realize the healthy and sustainable development of Xiuning county economy under the background of the rising strategy of central China, the development of Anhui eastward and the policy of integrating into the Yangtze River Delta economic circle, it is necessary to examine its unpredictable internal and external development environment from a strategic perspective. We will continue to give full play to our own resource advantages, explore their latecomer advantages, and scientifically formulate their new development strategic plans. The author has obtained a large number of statistical data and made various kinds of charts by means of participatory survey and field visit inquiry. By strengthening the comparative analysis of Xiuning's development achievements with surrounding counties and its own development in the past, Then, based on the analysis of the present situation of Xiuning county economy and the internal and external environment, the purpose of this paper is to provide some favorable suggestions for the good and rapid development of Xiuning county economy. The full text is divided into six parts. The first part is the significance of the topic, research ideas, research methods and domestic and foreign county economy related research summary. At first, it explains the significance of the research; secondly, explains the ideas and methods of the research; finally, combs the current research frontier and current situation of county economy through literature review. The second part is the concept, characteristics and theoretical basis of county economy. This part takes the basic principles of regional economics as the theoretical support of this paper. The third part is the analysis of the present situation of Xiuning county economy development. This paper points out the advantages and disadvantages of Xiuning county economic development by comparing it with its own economic historical development track and with other surrounding counties. The fourth part is the internal and external development environment analysis. This part analyzes the domestic and international economic situation facing the development of Xiuning county economy, the policy opportunities and natural resources, social development conditions, location conditions and so on. The fifth part puts forward the strategic plan of Xiuning county economic development combined with the above four parts. The sixth part is the countermeasures and suggestions. This part is the key part of the article, aiming at the present situation of Xiuning county economy, the existing problems and the internal and external development environment, combined with the development orientation and goal of Xiuning county economy, four countermeasures and suggestions are put forward: emancipating the mind, emancipating the mind, Strengthen the strength of introducing talents and constructing the image of new Huizhou merchants, as well as the preferential policy to the private economy, strengthen the county private economy, continue to integrate the three elements of culture, ecology and tourism, cultivate Xiuning tourism resource differentiation advantage.
