區(qū)域循環(huán)經(jīng)濟(jì)中地方政府決策的政策網(wǎng)絡(luò)研究

【摘要】：隨著環(huán)境問題日益突出,傳統(tǒng)的依靠消耗資源來發(fā)展經(jīng)濟(jì)的方式已經(jīng)越來越不可取。因此通過循環(huán)經(jīng)濟(jì)一方面可以帶來經(jīng)濟(jì)效益的提升,同時由于循環(huán)經(jīng)濟(jì)本身屬于具有正向的外部性帶來了生態(tài)效益和社會效益的提升。因此政府可以利用循環(huán)經(jīng)濟(jì)來解決環(huán)境和資源利用可持續(xù)發(fā)展的問題,同時企業(yè)可以獲得利潤。但是在這個前提下,如何把他們整合起來,如何形成一個可持續(xù)發(fā)展的網(wǎng)絡(luò),這是需要亟待解決的問題。區(qū)域循環(huán)經(jīng)濟(jì)的發(fā)展是一種可持續(xù)的經(jīng)濟(jì)發(fā)展模式。能夠促進(jìn)人與自然的和諧,實現(xiàn)經(jīng)濟(jì)和環(huán)境的雙贏。但是當(dāng)前的區(qū)域循環(huán)經(jīng)濟(jì)發(fā)展中,區(qū)域內(nèi)行動者,特別是區(qū)域內(nèi)的企業(yè)更重視經(jīng)濟(jì)利益的攫取,因而忽視了對環(huán)境的保護(hù);社會公眾則因為獲取信息的能力和信息的不對稱,在網(wǎng)絡(luò)內(nèi)其行動收到更多的局限。在此基礎(chǔ)上,本文從政策網(wǎng)絡(luò)的角度切入,將區(qū)域循環(huán)經(jīng)濟(jì)中涉及到的網(wǎng)絡(luò)及其行動者做出分析,并探討他們由于內(nèi)生動力與外部壓力不同所形成的不同的互動關(guān)系。全文由三個主要部分構(gòu)成。其中第一部分包含文章的第一章和第二章,主要介紹了本文的研究背景、國內(nèi)外研究綜述以及論文的假定與研究設(shè)計。確定了研究的主體和主體涉及網(wǎng)絡(luò)。第二部分是本文的主體部分,包含第三章和第四章兩個章節(jié)。通過對第三章中區(qū)域循環(huán)經(jīng)濟(jì)中的網(wǎng)絡(luò)、行動者的研究,確定了研究的主體,并描述和討論了政策網(wǎng)絡(luò)主體間的互動關(guān)系,為第四章的案例分析做好了工具準(zhǔn)備。第四章通過選取具有一定可行性的案例作為研究主體,分析了GY市再生資源產(chǎn)業(yè)發(fā)展規(guī)劃這一政策網(wǎng)絡(luò)中所涉及到的主體及其互動關(guān)系。并分階段的描述了政策網(wǎng)絡(luò)協(xié)調(diào)的過程,展示了互動關(guān)系的演變過程。最后一個章節(jié)是本文的第三部分,主要是對全文的一個總結(jié)與展望�；仡櫫巳牡倪壿嬎悸�,并對在第一部分提出的假設(shè)做了呼應(yīng)與確認(rèn)。同時提出了相應(yīng)建議,并對本文研究的一些不足做了說明,并展望了后續(xù)研究的一些可行性。
[Abstract]:With the increasingly prominent environmental problems, the traditional way of relying on the consumption of resources to develop the economy has become increasingly undesirable. Therefore, on the one hand, the circular economy can bring about the improvement of economic benefits, and at the same time, because the circular economy itself belongs to the positive externality, it will bring about the improvement of ecological and social benefits. Therefore, the government can use circular economy to solve the problem of sustainable development of environment and resources, and enterprises can make profits. However, under this premise, how to integrate them and form a sustainable development network is an urgent problem to be solved. The development of regional circular economy is a sustainable economic development model. It can promote the harmony between man and nature and realize the win-win of economy and environment. However, in the current development of regional circular economy, the actors in the region, especially the enterprises in the region, pay more attention to the grab of economic benefits, thus neglecting the protection of the environment, and the social public, because of the ability to obtain information and the asymmetry of information, Within the network its actions receive more limitations. On this basis, from the perspective of policy network, this paper analyzes the network and its actors involved in regional circular economy, and probes into their different interactions due to the difference between endogenous power and external pressure. The full text consists of three main parts. The first part includes the first chapter and the second chapter, mainly introduces the research background, the domestic and foreign research summary, the thesis assumption and the research design. The main body of the study and the main body involved in the network are determined. The second part is the main part of this paper, including the third chapter and the fourth chapter. Through the research of the network and the actors in the regional circular economy in the third chapter, this paper determines the main body of the research, and describes and discusses the interactive relationship between the policy network agents, which is the tool preparation for the case study in chapter four. The fourth chapter analyzes the main body and its interaction in the policy network of renewable resources industry development planning of GY by selecting some feasible cases as the main body. The process of policy network coordination is described in stages, and the evolution of interaction is demonstrated. The last chapter is the third part of this paper, mainly a summary and prospect of the full text. The logical thinking of this paper is reviewed, and the hypothesis proposed in the first part is echoed and confirmed. At the same time, some suggestions are put forward, and some shortcomings of this study are explained, and some feasibility of further research are prospected.
