西部地區(qū)科技創(chuàng)新能力空間分布差異研究

【摘要】:近年來隨著經(jīng)濟全球化與知識經(jīng)濟的蓬勃發(fā)展,科技創(chuàng)新能力已成為衡量一個國家或地區(qū)核心競爭力的關(guān)鍵性指標。中國是一個國土面積幅員遼闊的國家,由于社會經(jīng)濟發(fā)展水平、科教基礎(chǔ)與科技投入等差異,東、中、西部地區(qū)的科技創(chuàng)新能力發(fā)展極其不平衡。要完成落后區(qū)域?qū)M步區(qū)域的科技創(chuàng)新能力追趕,實現(xiàn)區(qū)域間協(xié)同、聯(lián)動發(fā)展,就必須要開展區(qū)域科技創(chuàng)新能力空間分布差異的研究。本文對創(chuàng)新理論、科技創(chuàng)新內(nèi)涵、區(qū)域科技創(chuàng)新運行過程等內(nèi)容進行了闡述,在此基礎(chǔ)上選取了西部地區(qū)12個省級行政區(qū)作為研究對象,以專利量指標的三種視角(絕對指標、相對指標、結(jié)構(gòu)指標)分別對其科技創(chuàng)新能力空間分布的差異狀況進行了靜態(tài)描述。隨后,構(gòu)建了區(qū)域科技創(chuàng)新能力的評價指標體系,共有4個一級指標和16個二級指標;通過嵌套使用多指標面板數(shù)據(jù)的因子分析法、聚類分析與錫爾系數(shù)法,以2007~2009年的西部地區(qū)11個省份為研究樣本,測算并定量分析了其科技創(chuàng)新能力及其空間分布差異大小,現(xiàn)得出以下結(jié)論:各省份科技創(chuàng)新能力在不斷提升,地區(qū)間科技創(chuàng)新能力差異確實存在,部分省份甚至出現(xiàn)了兩級化現(xiàn)象,同時其差異強度I(O)隨著時間的推移幾乎呈逐漸減弱的趨勢(除個別年份的值有些微上浮以外);層間差異主要源于科技產(chǎn)出能力,其差異貢獻率多數(shù)都在92%以上。根據(jù)上述研究結(jié)果,分析了造成科技創(chuàng)新能力差異的原因,并就提升西部地區(qū)科技創(chuàng)新能力提出了相應(yīng)對策。
[Abstract]:In recent years, with the rapid development of economic globalization and knowledge economy, the ability of scientific and technological innovation has become the key index to measure the core competitiveness of a country or region. China is a country with a vast territory. Due to the differences of the level of social economic development, the foundation of science and education and the input of science and technology, the development of science and technology innovation ability in the east, middle and west regions is extremely unbalanced. In order to catch up the scientific and technological innovation ability of the backward regions to the progressive regions, and to realize the cooperation and linkage development among regions, it is necessary to carry out the research on the spatial distribution differences of the regional scientific and technological innovation capabilities. In this paper, the innovation theory, the connotation of scientific and technological innovation and the operation process of regional scientific and technological innovation are expounded. On this basis, 12 provincial administrative regions in the western region are selected as the research object, and three angles of view (absolute index) of patent quantity index are taken as the object of study. Relative index and structure index) are used to describe the difference of spatial distribution of scientific and technological innovation ability. Then, the evaluation index system of regional science and technology innovation ability is constructed, which consists of 4 primary indexes and 16 secondary indexes, and cluster analysis and Sier coefficient method by nested factor analysis of multi-index panel data. Taking 11 provinces in western China from 2007 to 2009 as the research samples, this paper calculates and quantitatively analyzes the scientific and technological innovation ability and its spatial distribution difference, and draws the following conclusions: the scientific and technological innovation ability of each province is continuously improving. Regional differences in the ability to innovate in science and technology do exist, and in some provinces there is even a two-tier phenomenon. At the same time, the intensity of I (O) decreases with time (except the value of a few years), and the difference between layers is mainly from the ability of scientific and technological output, and the contribution rate of the difference is more than 92%. According to the above research results, this paper analyzes the causes of the difference in the scientific and technological innovation ability, and puts forward the corresponding countermeasures to promote the scientific and technological innovation ability in the western region.
