【摘要】：河南省產(chǎn)業(yè)集聚區(qū)是河南省委省政府基于經(jīng)濟發(fā)展矛盾和發(fā)展階段清醒的認(rèn)識和科學(xué)判斷，為促進經(jīng)濟增長、加快城鎮(zhèn)化進程實施的重要戰(zhàn)略舉措。近年來，河南省產(chǎn)業(yè)集聚區(qū)迅速成長，對河南經(jīng)濟增長的貢獻率大幅提升，成為河南經(jīng)濟發(fā)展新的增長極。然而，以政府推動為主要驅(qū)動力的河南產(chǎn)業(yè)集聚區(qū)在快速成長的同時，其目標(biāo)實現(xiàn)路徑方面存在的問題同樣不可忽視，亟待解決。 利用PEST分析工具和波特的鉆石模型分析河南省180個產(chǎn)業(yè)集聚區(qū)的建立背景和環(huán)境，總結(jié)河南省產(chǎn)業(yè)集聚區(qū)的發(fā)展定位。針對其定位，河南省180個產(chǎn)業(yè)集聚區(qū)雖然在外延發(fā)展上取得了重大成效，但內(nèi)涵發(fā)展問題也日益顯現(xiàn)，主要表現(xiàn)在：產(chǎn)業(yè)集聚度不高、產(chǎn)城融合度不足、集約發(fā)展能力有待提高等。根據(jù)發(fā)展完善程度的不同，將河南省180個產(chǎn)業(yè)集聚區(qū)分成兩大類別，并分別探討完善度高的產(chǎn)業(yè)集聚區(qū)和完善度低的產(chǎn)業(yè)集聚區(qū)適用的集群發(fā)展模式。當(dāng)今全球價值創(chuàng)造活動由鏈狀向星系轉(zhuǎn)變，通過分析價值星系的價值創(chuàng)造機制和治理模式，河南省完善度高的產(chǎn)業(yè)集聚區(qū)應(yīng)選擇星系狀集群發(fā)展模式。依據(jù)跨國混合網(wǎng)絡(luò)的結(jié)構(gòu)洞和內(nèi)聚網(wǎng)特征，河南省完善度低的產(chǎn)業(yè)集聚區(qū)應(yīng)依托國際化創(chuàng)業(yè)企業(yè)，在一定程度上突破自身資源條件和產(chǎn)業(yè)基礎(chǔ)的限制，選擇鏈條狀集群發(fā)展模式。結(jié)合河南省產(chǎn)業(yè)集聚區(qū)存在的問題和不同發(fā)展模式，完善度高的產(chǎn)業(yè)集聚區(qū)當(dāng)前應(yīng)遵循合理調(diào)整產(chǎn)業(yè)布局，構(gòu)建現(xiàn)代產(chǎn)業(yè)體系、轉(zhuǎn)變發(fā)展方式，加強市場驅(qū)動作用的發(fā)展路徑；完善度低的產(chǎn)業(yè)集聚區(qū)應(yīng)選擇科學(xué)規(guī)劃，，依城促產(chǎn)、提高土地利用效率，強化集約節(jié)約發(fā)展、推動體制機制創(chuàng)新，增強發(fā)展內(nèi)生動力的發(fā)展路徑。
[Abstract]:The industrial agglomeration area of Henan Province is an important strategic measure for promoting economic growth and speeding up the process of urbanization, which is based on the clear understanding and scientific judgment of the economic development contradiction and the development stage of Henan Provincial Party Committee and Government. In recent years, the industrial agglomeration area in Henan Province has grown rapidly, and its contribution rate to Henan economic growth has been greatly increased, which has become a new growth pole of Henan economic development. However, while the industrial agglomeration area of Henan Province, which is driven by the government as the main driving force, grows rapidly, the problems in the path of its goal realization can not be ignored, which should be solved urgently. The background and environment of 180 industrial agglomeration areas in Henan Province are analyzed by using PEST analysis tool and Porter's diamond model, and the development orientation of Henan industrial agglomeration area is summarized. In view of its orientation, although 180 industrial agglomeration areas in Henan Province have made great achievements in the extension development, the problems of connotation development are also emerging day by day. The main manifestations are that the degree of industrial agglomeration is not high, and the degree of integration of industry and city is insufficient. Intensive development capacity needs to be improved. According to the different degree of development, 180 industrial agglomerations in Henan Province are divided into two categories, and the suitable cluster development models of high degree of industrial agglomeration and low degree of perfection of industrial agglomeration are discussed respectively. Nowadays, the global value creation has changed from chain to galaxy. By analyzing the value creation mechanism and governance model of value galaxies, we should choose the development mode of galaxy cluster in the high degree of industrial agglomeration in Henan Province. According to the structural holes and cohesive network characteristics of transnational hybrid networks, the low degree of industrial agglomeration in Henan Province should rely on international entrepreneurial enterprises, to a certain extent, break through the limitations of its own resource conditions and industrial basis. Select chain-like cluster development model. According to the existing problems and different development models of the industrial agglomeration area in Henan Province, the high degree industrial agglomeration area should follow the development path of rational adjustment of industrial layout, construction of modern industrial system, transformation of development mode and enhancement of market driving function. The industrial agglomeration area with low degree of perfection should choose the scientific plan, promote production according to the city, improve the efficiency of land use, strengthen the intensive economy development, promote the innovation of system and mechanism, and strengthen the development path of endogenous motive force.
