【摘要】：本文以經(jīng)濟(jì)開發(fā)區(qū)的治理與變遷歷程為敘事主線，通過對經(jīng)濟(jì)開發(fā)與區(qū)域治理等項(xiàng)面的全景式描述與立體考察后，作者認(rèn)為作為改革示范區(qū)和試驗(yàn)場的地方開發(fā)區(qū)，，其體制創(chuàng)新邏輯在一定程度上揭集了未來中國地方治理的變革取向。 論文包括導(dǎo)論、四章節(jié)和結(jié)語，其中： 導(dǎo)論，主要介紹國內(nèi)外研究現(xiàn)狀、研究方法、資料來源及分析框架，等等。 第一章，對國內(nèi)外開發(fā)區(qū)發(fā)展與變遷的歷程進(jìn)行縱向梳理和橫向比較，并著重?cái)⑹隽私?jīng)濟(jì)開發(fā)區(qū)設(shè)立和發(fā)展的曲折過程，以及建區(qū)以來在經(jīng)濟(jì)建設(shè)和社會(huì)發(fā)展等方面所取得的成就。本章對圖景的粗略勾勒，是為后續(xù)章節(jié)研究提供具體的敘事場景。 第二章，在對管理體制的發(fā)展與變遷進(jìn)行歷時(shí)性考察的基礎(chǔ)上，詳細(xì)探討了開發(fā)區(qū)職能機(jī)構(gòu)的設(shè)置及其功能，并提出在傳統(tǒng)行政體制的壓力下，開發(fā)區(qū)的管理體制復(fù)歸趨向嚴(yán)重。文章還對開發(fā)區(qū)政治網(wǎng)絡(luò)的運(yùn)作進(jìn)行了全方位地剖析，指出了以利益為元點(diǎn)的關(guān)系網(wǎng)絡(luò)已深深“嵌入”到開發(fā)區(qū)政治生活的每一個(gè)層面，并對其開發(fā)與治理有著重要的影響。 第三章，本章對開發(fā)區(qū)內(nèi)有關(guān)主體在征地拆遷中的利益博弈，給予了較客觀地分析。 第四章，基于開發(fā)區(qū)生命周期理論，指出國內(nèi)開發(fā)區(qū)主要呈現(xiàn)出行政化和企業(yè)化兩種發(fā)展趨勢，通過對發(fā)展現(xiàn)狀以及外部社會(huì)環(huán)境的分析，文章提出完成工業(yè)現(xiàn)代化使命后，國內(nèi)多數(shù)開發(fā)區(qū)將會(huì)復(fù)歸傳統(tǒng)的行政體制，只有少數(shù)開發(fā)區(qū)有可能升級(jí)為科技工業(yè)園區(qū)。 結(jié)語，對本文進(jìn)行了系統(tǒng)的理論總結(jié)。文章認(rèn)為，開發(fā)區(qū)變遷的現(xiàn)實(shí)圖譜，折射出壓力型體制下地方場域中的政治博弈與經(jīng)濟(jì)發(fā)展間的共生邏輯；關(guān)系網(wǎng)作為一種亞文化，己深深嵌入開發(fā)區(qū)政治、經(jīng)濟(jì)和社會(huì)生活的各個(gè)層面�；陂_發(fā)區(qū)生命周期理論，國內(nèi)開發(fā)區(qū)發(fā)展的歷史趨勢不外乎行政化抑或企業(yè)化兩種。
[Abstract]:This paper takes the governance and vicissitude course of economic development zone as the main line of narration, through the panoramic description and stereoscopic investigation of economic development and regional governance, the author thinks that the local development zone as a demonstration area and a test ground for reform. To a certain extent, its system innovation logic uncovers the reform orientation of local governance in China in the future. The paper includes introduction, four chapters and conclusion, among which: introduction, mainly introduces the domestic and foreign research present situation, the research method, the data source and the analysis frame, and so on. In the first chapter, the history of development and change of development zones at home and abroad is sorted out and compared horizontally, and the tortuous process of the establishment and development of economic development zones is emphatically described. And since the establishment of the area in economic construction and social development and other aspects of the achievements. This chapter gives a rough outline of the picture, which provides specific narrative scenes for the subsequent chapters. The second chapter, on the basis of the diachronic investigation on the development and changes of the management system, discusses in detail the establishment and function of the functional institutions of the development zone, and puts forward that under the pressure of the traditional administrative system, The management system of the development zone has reverted to a serious trend. The article also analyzes the operation of the political network of the development zone in all directions, and points out that the relationship network with interest as the basic point has been deeply "embedded" into every aspect of the political life of the development zone, and has an important influence on its development and governance. Chapter three, this chapter gives a more objective analysis on the benefit game of the main body in the land expropriation and relocation in the development zone. The fourth chapter, based on the life cycle theory of the development zone, points out that the domestic development zone mainly presents two kinds of development trends: administrative development zone and enterprise development zone. Through the analysis of the development situation and the external social environment, the paper puts forward the task of industrial modernization. Most development zones in China will revert to the traditional administrative system, and only a few will be upgraded to science and technology industrial parks. Conclusion, this paper is a systematic theoretical summary. The paper holds that the realistic map of the change of the development zone reflects the symbiotic logic between political game and economic development in the local field under the pressure-type system, and that the network of relations, as a kind of subculture, has been deeply embedded in the politics of the development zone.
