【摘要】：沈陽經(jīng)濟區(qū)資源型城市是在上世紀(jì)50年代我國優(yōu)先發(fā)展重工業(yè)的方針下發(fā)展起來的城市。這些城市曾經(jīng)同其他資源型城市一起為我國的經(jīng)濟發(fā)展提供了重要的能源和原材料，支援了國家的經(jīng)濟建設(shè)。然而，隨著對資源的不斷開采，這些城市資源型中的資源型產(chǎn)業(yè)逐漸衰退，城市產(chǎn)業(yè)結(jié)構(gòu)不合理，城市經(jīng)濟的發(fā)展緩慢甚至停滯。同時，資源型城市存在的失業(yè)問題，社會保障落后的問題，城市功能不健全等問題嚴(yán)重影響了資源型城市的發(fā)展和居民生活水平的提高。 本文以沈陽經(jīng)濟區(qū)資源型城市的產(chǎn)業(yè)轉(zhuǎn)型為研究對象，介紹了資源型城市產(chǎn)業(yè)轉(zhuǎn)型的相關(guān)理論及研究綜述，闡釋了資源型產(chǎn)業(yè)和資源型城市的特點以及資源型城市產(chǎn)業(yè)轉(zhuǎn)型的內(nèi)涵和轉(zhuǎn)型模式等理論；繼而說明了沈陽經(jīng)濟區(qū)的發(fā)展?fàn)顩r及其發(fā)展定位和發(fā)展目標(biāo)，介紹了沈陽經(jīng)濟區(qū)資源型城市的現(xiàn)狀，分析了沈陽經(jīng)濟區(qū)資源型城市的特征及其產(chǎn)業(yè)轉(zhuǎn)型的背景和環(huán)境；然后結(jié)合沈陽經(jīng)濟區(qū)一體化發(fā)展戰(zhàn)略，用偏離—份額方法分析了所研究城市的產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀，認(rèn)為鞍山和本溪處在資源型城市發(fā)展的繁榮期，其產(chǎn)業(yè)的轉(zhuǎn)型要以發(fā)展接續(xù)產(chǎn)業(yè)為主，適當(dāng)?shù)陌l(fā)展替代產(chǎn)業(yè)，而阜新和撫順為資源枯竭型城市，其產(chǎn)業(yè)的轉(zhuǎn)型以發(fā)展替代產(chǎn)業(yè)為主，同時，各資源型城市都要有選擇性的發(fā)展先進裝備制造業(yè)，，建設(shè)沈陽經(jīng)濟區(qū)為先進裝備制造業(yè)基地，發(fā)展新興產(chǎn)業(yè)（新材料、新能源、醫(yī)藥產(chǎn)業(yè)等），促進產(chǎn)業(yè)結(jié)構(gòu)的高度化，發(fā)展現(xiàn)代農(nóng)業(yè)和現(xiàn)代服務(wù)業(yè)，實現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)的合理化；最后提出了構(gòu)建沈陽經(jīng)濟區(qū)資源型城市產(chǎn)業(yè)轉(zhuǎn)型的支撐體系的建議，期望通過構(gòu)建政府服務(wù)體系、投融資體系、產(chǎn)業(yè)一體化體系、人力資源體系和技術(shù)創(chuàng)新體系來支持資源型城市的產(chǎn)業(yè)轉(zhuǎn)型。結(jié)尾處指出了本文研究的結(jié)論和對以后研究的展望。
[Abstract]:Resource-based city in Shenyang Economic Zone is developed under the policy of giving priority to heavy industry in China in the 1950s. These cities, together with other resource-based cities, have provided important energy and raw materials for China's economic development, and supported the country's economic construction. However, with the continuous exploitation of resources, the resource-based industries in these cities are gradually declining, the industrial structure of cities is unreasonable, and the development of urban economy is slow or even stagnant. At the same time, the problems of unemployment, backward social security and unsound functions of resource-based cities have seriously affected the development of resource-based cities and the improvement of residents' living standards. Taking the industrial transformation of resource-based cities in Shenyang Economic Zone as the research object, this paper introduces the related theories and research reviews of resource-based cities' industrial transformation. This paper explains the characteristics of resource-based industry and resource-based city, the connotation and mode of industrial transformation of resource-based city, and then explains the development situation, development orientation and development goal of Shenyang Economic Zone. This paper introduces the present situation of resource-based cities in Shenyang Economic Zone, analyzes the characteristics of resource-based cities in Shenyang Economic Zone and the background and environment of industrial transformation, and then combines with the integrated development strategy of Shenyang Economic Zone. The paper analyzes the present situation of the industrial structure of the cities studied by the method of deviation-share, and thinks that Anshan and Benxi are in the prosperous period of the development of resource-based cities, and their industrial transformation should focus on the development of successive industries, and the appropriate development of alternative industries. Fuxin and Fushun are resource-exhausted cities, whose industrial transformation is based on the development of alternative industries. At the same time, all resource-based cities should selectively develop advanced equipment manufacturing industries and build Shenyang Economic Zone as an advanced equipment manufacturing base. Developing new industries (new materials, new energy, pharmaceutical industries, etc.), promoting the upgrading of industrial structure, developing modern agriculture and modern service industry, and realizing the rationalization of industrial structure; Finally, the paper puts forward the suggestion of constructing the supporting system of the industry transformation of the resource-based city in Shenyang Economic Zone, and expects to build the government service system, the investment and financing system, and the industrial integration system. Human resources system and technological innovation system to support the industrial transformation of resource-based cities. At the end, the conclusion of this paper and the prospect of future research are pointed out.
